Midwest Opportunity Zones: A Regional And Comparative Analysis Of Tract Selection, Breana R. Spinler

Opportunity Zones were implemented within the Tax Cuts and Jobs Act of 2017 to bring jobs and investment to low-income communities. States were given authority to choose which of their census tracts would be given Opportunity Zone status, and previous research has been conducted to investigate if selected tracts were the ones with the most distress. This study expands upon past national research to investigate state-level Opportunity Zone tract selections and processes by using a sample of seven Midwest states. The results provide an explanation for national studies seeing variance in levels of Opportunity Zone distress by state, and it …

We implemented a plastic shipping bag recycling program at Gettysburg College. Recycling bags contribute towards contamination within the college's single-stream recycling or end up directly in the landfill via traditional trash collection. The production of plastic bags relies on the continued production of fossil fuel extraction. Plastic bag recycling can decrease fossil fuel extraction and waste entering landfills. To curb Gettysburg College’s generation of waste, we placed four bins in various locations throughout the Center Union Building (CUB) in order to collect plastic shipping bags over a 4.5-week period. This report presents findings and recommendations from an evaluation of the Massachusetts Housing Mediation Program (HMP) administered by the MA Office of Public Collaboration (MOPC) at the University of Massachusetts Boston in partnership with 11 Community Mediation Centers (Centers). The program is funded by the Commonwealth of Massachusetts and implemented in partnership with the Department of Housing and Community Development (DHCD). The Tribal Transportation Planning Needs Assessment Study was a collaborative project conducted by Caltrans and the Mineta Transportation Institute, San Jose State University. The primary goal of the project was to identify the current state of transportation planning activities and partnerships within Tribal governments in California, so that Caltrans can meaningfully engage more actively with Tribal governments early in the planning process and better meet the transportation needs of Tribal communities. The Public-Private Partnership (P3) approach is a viable option to address the slow growth and burgeoning need to deliver infrastructure projects and services by state and local governments. This study focuses on identifying critical success factors (CSF) that influence the success of P3s for local government service and infrastructure delivery. The main focus of China's science and technology (S&T) investment has shifted from the lack of total investment to solve the contradiction between the need for high-quality development and the inefficiency of investment. In order to enhance the efficiency of S&T investment, the structural, institutional, and managerial problems should be solved. Based on the requirement of "enhancing the efficiency of S&T investment" raised at the 20th National Congress of the CPC, the study analyzes the main contradictions in China's S&T investment and factors that restrict the efficiency of S&T investment, and puts forward policy suggestions.

As an important support for national security and socio-economic development, the national innovation system has been evolving continuously in the process of long-term historical evolution and selective construction. Based on the law of science and technology development, this study combines history study and logical analysis, and reveals the universal law and general trend of the national innovation system. Under the new development situation, this study also puts forward a common framework of national innovation system. There are varying perspectives on, and divergent solutions to, the phenomena of income inequality and poverty. There seems to be polarizing views on both of these sensitive topics. One side of the argument believes income inequality should in itself be mitigated through redistribution measures, while the other argues that this should not be the focus of policy makers, as it deters them from facing the more pressing issue facing society – which is absolute poverty.
