Real estate registration in Egypt has historically remained low despite the enactment of a deeds registration law in the 1940s and a title registration law in the 1960s. The 2022 reform (Law No. 9 of 2022) warranted an assessment of its effectiveness through a Public Policy and Administration lens. This thesis has two main objectives: first, to examine stakeholders’ views of the reform; and second, to explore stakeholder perspectives on formal registration and the factors driving registration avoidance by employing a qualitative design, using in-depth interviews with four stakeholder groups encompassing both system users and service providers. This doctoral capstone highlights a gap between data collection practices and nonprofits, which impacts participation rates of children experiencing poverty. This gap is an issue for nonprofits because stakeholders and donors are more likely to fund organizations that can provide impact data about their services. This capstone addresses that gap through creating and implementing data collection and program evaluation for a grassroots nonprofit that funds enrichment programs for children experiencing poverty in southeastern Massachusetts. Drawing on microdata from the Survey of Health, Aging, and Retirement in Europe, this study compares European Holocaust survivors who received reparations with similar Europeans who did not. It finds that, decades on, recipients are not systematically better or worse off on core outcomes like life satisfaction, savings, and debt. This is consistent with the argument that reparations restore parity rather than create new advantages. Where differences emerge, they point to stabilization in more vulnerable settings (e.g., lower likelihood of high debt in parts of Eastern Europe). Digital platforms increasingly govern contemporary social, civic, and psychological life through systems optimized for attention capture, amplification, and monetization. While lawful expression remains protected under the First Amendment, the infrastructural mechanisms that determine how speech circulates have produced a range of attention‑based harms, including cyberbullying, engagement farming, compulsive doom scrolling, emotional dysregulation, and civic polarization. Living shorelines are widely promoted as nature-based solutions to coastal erosion and wetland protection, yet hardened shoreline structures continue to dominate even in jurisdictions with explicit policy mandates prioritizing living shorelines. In this research, we examine why non-optimal shoreline modification outcomes persist in Virginia (USA) despite a regulatory framework designed to promote ecological alternatives. We use primary data from interviews with wetlands board members, marine contractors, and nonprofit organizations and findings from a secondary survey of shoreline property owners to analyze shoreline management as a multi-sector collaborative decision-making process. Abstract

Alcohol and drug use in social settings remains a central focus in public health research, as these behaviors are often shaped by peer norms, environmental factors, and perceived social benefits. This study observes how people in various social contexts utilize drugs, alcohol, and both at the same time. A survey measuring substance usage throughout the previous month and how social interactions affected these behaviors was completed by a total of 257 participants.

The 21st century has seen a significant rise in global greenhouse gas (GHG) emissions, with the transportation sector contributing 23% of these emissions. Medium-duty and heavy-duty vehicles (MD/HD) are particularly impactful, accounting for over a quarter of transport-related emissions. In Humboldt County, California, transportation represents 53% of total emissions, with MD/HD vehicles being a major contributor. As light-duty vehicles shift to zero-emission alternatives, the MD/HD sector faces unique challenges. Hydrogen fuel cell vehicles offer a promising solution, providing longer range, higher energy density, and quicker refueling compared to battery electric vehicles (BEVs). While the defense of Taiwan from a potential invasion by the People’s Republic of China (PRC) has long been a topic of debate and scrutiny in U.S. strategic thinking, the role of its southern neighbor, the Philippines, has received far less attention. This thesis argues that northern Luzon would constitute key terrain in a cross-strait conflict and may become an early target of People’s Liberation Army (PLA) operations. Given contemporary changes to federal budget priorities and recent challenges to federal food access funding, this research explores the potential benefits of entrusting state-level and municipal-level policymakers with food access policy. More specifically, this research suggests that “localizing” food access has the unique benefit of not just addressing the affordability of food, but the physical accessibility of it. As observed in the previous literature and expounded upon here, food provisioning requires consideration of nutrition, physical accessibility, and financial affordability. Decentralized wastewater treatment (DWT) systems, such as onsite greywater recycling and septic systems, have been demonstrated to be a potentially more sustainable, cost-effective, and disaster-resilient alternative to traditional centralized systems by treating wastewater at or near the source. However, many barriers exist that have prevented the widespread implementation of DWT, such as public opposition, lack of resources, government regulations, public health concerns, and capital costs. This thesis examines why strong sex education laws do not reliably translate into consistent classroom experiences for LGBTQ+ students. Using a qualitative single-case study of California, it traces the evolution from SB 71 (2003) to the California Healthy Youth Act (CHYA) (2016) and analyzes how mandates move through a decentralized governance chain. Drawing on statutes, legislative records, state guidance, curriculum review tools, advocacy reports, media accounts, and public indicators, the study focuses on implementation mechanisms rather than estimating causal health effects. I examine the impact of the Affordable Care Act’s Medicaid expansion on maternal and fetal health outcomes using National Center for Health Statistics Natality data from 2006 to 2023. I exploit staggered state adoption as a quasi-experiment, and the staggered differences-in-differences estimates indicate an increase in the share of Medicaid births but broadly no impact on maternal prenatal care, maternal health, and fetal health. The absence of statistically significant effects is consistent across heterogeneity groups. These null findings indicate that expanded insurance access through the Affordable Care Act may be insufficient to improve health outcomes. I do find a statistically …

This study examined community members’ perceptions of social entrepreneurship as an employment-centered strategy for addressing youth violence among African Americans on Chicago’s South and West Sides. The study was guided by the following research question: Can social entrepreneurship be leveraged to reduce youth violence among African Americans on Chicago’s South and West Sides, as perceived by community members? Using Fillmore Laundry, a healthcare linen-processing social enterprise located in North Lawndale, as a case example, this quantitative, cross-sectional study collected survey data from 99 eligible community members recruited through community-based partnerships. This mixed methods comparative case study examined how educational stakeholders make sense of one another’s perspectives during district-level collaborative work and the conditions that may foster conscientization, the critical reflection on one’s positionality.
