Book Review: The Structural Prevention Of Mass Atrocities: Understanding Risk And Resilience, Rhiannon S. Neilsen

Genocide Studies and Prevention: An International Journal

Scholarship on the structural prevention of genocide and mass atrocities is, for the most part, saturated with identifying the ‘root causes’ of deadly violence. Conversely, the causes of peace and the processes that de-escalate tensions – in effect, “what goes right” – remain comparatively under researched. In his book The Structural Prevention of Mass Atrocities, Stephen McLoughlin contends that positioning prevention simply on identifying and ameliorating risk factors erroneously assumes a linear inevitability between cause and outcome, and thus “fails to explain why some at-risk countries experience mass atrocities, yet others do not” (3). Primarily, we will remember the past year for passing a remarkable milestone in our institutional history and reaching 400 million USD in implemented donations. Even though our initial mandate was geographically limited to Bosnia and Herzegovina, we have employed these funds over the past 19 years for the benefit of over 30 countries, territories and regions. Clearance has been remarkably successful both in reclaiming land and making life safer for some of the most disadvantaged people in the world. As the number of casualties due to landmines has fallen, we have seen the number of deaths and injuries caused by explosions in ammunition storage areas rise and an increasing diversion of ammunition away from state stockpiles and into the hands of non-state actors.

Individuals with communication impairments (CI) are at a distinct disadvantage when attempting to interact through more traditional conversational means. Although their intentions may be similar to peers, physical limitations make verbal articulation of thoughts and feelings a more laborious undertaking. For some, the use of external augmentative and alternative communication (AAC) has offered an otherwise unavailable communicative opportunity. However, this type of communication requires more of the non-AAC using conversation partner and, unlike traditional forms of communication, may increase the likelihood of miscommunication. The 1973 War Powers Resolution (WPR), which places limits on presidential power to deploy troops in combat situations, has ample application to the political functioning of the United States today.
