Fourth Generation Warfare (4GW) theory shares many characteristics of classical guerrilla warfare (CGW) theory in security studies literature. Proponents claim that 4GW is a revolution in war that overturns traditional measures of military power, while critics counter that 4GW is simply CGW in an updated context. Another group posits Fifth Generation Warfare (5GW), which adds additional information-age technologies and uses “any and all means,” (military and extra-military) to attack both the enemy’s will and capability to resist. This paper describes a systemic method towards standardization of a cyber weapon effectiveness and effectiveness prediction process to promote consistency and improve cyber weapon system evaluation accuracy – for both offensive and defensive postures. The approach included theoretical examination of existing effectiveness prediction processes for kinetic and directed energy weapons, complemented with technical and social aspects of cyber realm. The examination highlighted several paradigm-shifts needed to transition from purely kinetic-based processes and transition into the realm of combined kinetic and cyber weapons. Introduction: The Department of Veterans Affairs Veterans Health Administration (VA) Strategic Plan (Fiscal Year 2018–2024) identified four priorities for care including easy access, timely and integrated care, accountability, and modernization, all of which can be directly or indirectly impacted by telemedicine technologies. In response to the novel coronavirus crisis, we are witnessing one of the largest domestic military operations in American history. This article proceeds in three parts. Part I considers the emergency authorities invoked to address the coronavirus, including the Public Health Service Act (PHSA), National Emergencies Act (NEA), and Stafford Act. Part II deals with the laws, regulations, and policies governing the military’s role as a law enforcer— including restrictions on the military’s role to quell civilian disturbances. Military recruitment in the United States is a highly contentious subject that has yielded a multitude of prior research across a variety of academic concentrations. To further the conversation, I narrow my focus to Southern California’s Inland Empire (IE) to explore practices of military recruitment in high schools that serve students in low-income communities. Coordinated care network is an approach to human service delivery that is recognized to improve client outcomes at a reduced cost. However, general mixed findings on the effectiveness of coordinated care networks warrant research contextualization. This article seeks to discover factors influencing the performance of a coordinated care network delivering social services to veterans and their families. The study provides a contextual analysis of a coordinated care network launched in 2016 in southeastern Virginia for two samples of 1,512 and 375 veterans and their families. Program portfolio managers in digital transformation programs have a need for knowledge that can guide decisions related to the alignment of program investments with the sustainability and strategic objectives of the organization. The purpose of this research is to illustrate the utility of a framework capable of clarifying the cost-benefit tradeoffs stemming from assessing digitalization program investment risks in the military shipbuilding sector. Our approach uses Artificial Neural Network to quantify benefits and risks per project while employing scenario analysis to quantify the effects of operational constraints. In December 1977, the Liberal government of Pierre Elliot Trudeau authorized the Department of National Defence to begin the acquisition of new warships for the navy. The decision to acquire fully combat capable warships was a shocking decision which marked the conclusion of a remarkable turnaround in Canadian defence policy. When the body is faced with threat to life or limb, the autonomic nervous system works to overcome the danger – by either fight, flight, or freezing. While immobility may not appear to be the most logical solution, theories exist that it allows for judgement of the situation and preparation for action. This study investigated the stress response that military veterans, with or without post-traumatic stress disorder (PTSD), demonstrate when shown unpleasant images. This study investigates the impact of social connectedness (SC) and post-traumatic stress disorder (PTSD) in a military college population, and their relation to physiological measures such as body sway, heart rate (HR), and heat rate variability (HRV). According to previous research, people with PTSD are more likely to exhibit a freezing response to affective images. In the present study, we explore the potential freezing response for military personnel at the levels of PTSD symptom groups and social connectedness. This qualitative research study explored the influence of life experiences and personal ethics of George Ciampa, a United States military veteran; his work in establishing American military cemeteries in Europe; and later work as a community leader committed to teaching American youth about the cost of freedom. Dimensions of ethical leadership and public service motivation served as the theoretical framework for the study. Military sexual trauma (MST) occurs at devastating rates to service members, by service members, and is widely misunderstood, qualitatively understudied, and reporting may be procedurally biased. The purpose of this study was to phenomenologically explore the lived experiences of female veteran MST survivors with their leadership (chain of command/supervisors) and understand how military culture effects these individuals. A feminist-theory conceptual framework was applied to contextualize hegemonic hypermasculine military culture and the divide and damage it may cause to female service members before MST, when surviving an MST event, and when surviving post-MST fallout.

The purpose of exploring literature relating to veterans is to determine if mindfulness-based interventions (MBI) are beneficial in managing the symptoms of posttraumatic stress disorder (PTSD). Use Of The Montreal Cognitive Assessment (Moca) In A Rural Outreach Program For Military Veterans, Michelle M. Hilgeman, Eugenia M. Boozer, A. Lynn Snow, Rebecca S. Allen, Lori L. Davis

The Montreal Cognitive Assessment (MoCA) is a free, easily accessible screener ideal for rural areas where resources are limited. We examined administration and scoring by Veteran Community Outreach Health Workers (VCOHWs); compared positive screening rates using two cutoff scores; and examined predictors of education-adjusted scores in N = 168 rural military Veterans from the Alabama Veteran Rural Health Initiative. Accuracy of administration (95 percent) and scoring (68 percent) was calculated and recommendations are offered. Higher than expected rates of positive screens were observed (40 percent using 24/30 cutoff) in this relatively young (M = 55 years) community-dwelling sample. Age, education, …
