In 2017, for the first time since the end of the Cold War, none of the capability targets identified in NATO’s quadrennial NATO Defence Planning Process (NDPP) were left on the negotiating table. Previously, capability targets were identified by the alliance’s secretariat, but they remained unfilled as allies failed to assume responsibility for them.

This monograph examines the 2014–18 iteration of the NDPP, which represented a stunning turnaround in transatlantic burden sharing. The analysis reveals a combination of factors—the changed threat environment, political pressure from Washington, and the role of “policy entrepreneurs” working within NATO—best explain the alliance’s success in …

New areas of research on veterans are emerging as the field of veterans studies develops and grows. Yet gaps remain in interdisciplinary research efforts on veterans. The research available across disciplines is still too fragmented to coalesce into a full-fledged field of veteran studies, as other categorical, area, and identity fields of study have done so. By surveying research literature of multiple disciplines used in the curricula of higher education-level veteran study programs, this article presents a thematic and integrative review of the state of research contributing to the growing field of veterans studies. Suicide rates in the United States have increased almost 30% since 1999, making it the tenth leading cause of death in the country. This problem is especially prominent for veterans of the U.S. Armed Forces, as veterans comprise 8.5% of the U.S. population, yet they account for 18% of all deaths by suicide. These increasing rates have spurred the need for a better understanding of suicide risk, especially for this high-risk group. Anger problems have been commonly reported among military service-connected individuals. Current estimates of self-reported anger issues among post-9/11 veterans are around 57%. Alarmingly, it's been reported that anger does not decrease over the course of the post-deployment period; left unmanaged, it has been associated with a higher risk for suicide, post-traumatic stress, and hazardous alcohol use. Heavy drinking within military-connected samples has also been a well-documented phenomenon. Recent findings suggest that service-connected individuals may cope with adversity and regulate emotions through alcohol use, which may put them at risk for developing alcohol use disorders. This presentation demonstrates the wide variety of publicly accessible U.S. Government national security information resources. It includes information on the U.S. constitutional foundations of national security policy, a recent annual defense spending bill, documents from the White House/National Security Council, Department of Defense, various military branches including professional military educational institutions, assorted U.S. intelligence agencies, congressional legislation, congressional committee reports on legislation, congressional committee hearings, and reports from congressional support agencies such as the Congressional Budget Office. It concludes by stressing the multiple benefits provided by having public access to these information resources.

Project Management: A Natural Career Destination For Military Veterans, Tracey Richardson, James W. Marion Jr, Matthew Earnhardt, Vittal S. Anantatmula

This quantitative study surveys 595 United States military veterans from all four branches of the military in order to ascertain the degree to which the branches of the military prepare individuals for possible future careers in civilian project management roles. Further, the study compares the relative knowledge of project management technical skill areas, processes and personal competencies. Although all branches provided responses indicating a high degree of familiarity with and preparation for project management roles, some significant differences were observed in responses between military branches.
