Since its inception in 1948, the state of Israel has based development plans on an agenda of nation-building that has systematically excluded Palestinian Arab citizens such as the indigenous Bedouin. Policies of relocation, resettlement, and restructuring have been imposed on the Bedouin, forcing them from their ancestral lands and lifestyle in the Naqab (or Negev, as it is called in Hebrew) desert of southern Israel. The rapid and involuntary transition from self-sufficient, semi-nomadic, pastoral life to sedentarization and modernization has resulted in dependency on a state that treats the Bedouin as minority outsiders through unjust social, political, and economic structures. …

As environmental concerns mount alongside increasing auto dependence, research has been devoted to understanding the number of automobiles households own. The 2000 US census public use micro sample is used to demonstrate the importance of preference formation in auto ownership by studying auto ownership among recent movers. Using a multinomial probit model, the paper demonstrates that residents in the US transit cities who moved from major metropolitan areas are more likely to own fewer vehicles than counterparts who moved from smaller metropolitan areas and non-metropolitan areas. Are Profits From Subdivision Development Higher In Areas With More Regulations? A Case Study Of South Kingstown, Rhode Island And Some Implications For Land Use Planning, Rayman Mohamed

Little is known about the relationship between regulations and profits from residential subdivision development. This article presents data that for the first time determines profits from subdivision development in a heavily-regulated market. This study found an average profit, measured by internal rates of return, of 29 percent, comfortably above what scholars consider normal. Profits decreased as time increased to complete the subdivision. Profits also decreased because of delays due to regulations and voluntary delays by developers. These results suggest that implementing smart growth policies may be challenging in more-regulated areas and easier in less-regulated areas. The findings suggest that higher …

The World Economic Forum recognizes that while restrictions on energy affect water systems and vice versa, energy and water policy are rarely coordinated. The International Panel on Climate Change predicts that wet places will become wetter and dry places will become dryer. Transboundary water, energy and climate coordination can occur through international consensus building.

The world’s peace-building and development organizations increasingly are incorporating human-rights frameworks into the myriad of activities now under their purview. Slower to develop, however, are the capacity-building programs designed to impart knowledge about human rights to citizens and communities. Field-workers throughout the world indicate that the lack of such guidance-giving education hinders them when it comes to monitoring activities, helping to rebuild public institutions, setting up and organizing electoral politics, building an unfettered media, protecting human security, setting up transitional justice mechanisms, and the myriad of other peace-building activities and democratization challenges they face in post-conflict situations. Credit programs can serve different purposes, including encouraging stormwater customers to pay for and maintain Best Management Practices (BMPs) on their property when doing so will provide a financial advantage. Assuming this reduced cost of the BMP will also lower costs for the utility while improving urban water quality, credit utilization can be used to show that a credit program is a successful at lowering the cost of pollution abatement. Evaluating different credit programs might be possible through the use of ratios, or a combination of ratios, in order to compare a credit program’s utilization to other utilities. Policy makers, …
