Frontiers in Public Health Services and Systems Research

Background: As one of many organizations within a system of networks, numerous U.S. local health departments (LHDs) use partnerships as a structural intervention to address physical, mental, social concerns of women and infants.

Purpose: This state level study examines current levels of maternal and child partnerships among Indiana LHDs and sectors in the public health system. Geography and organizational readiness (infant mortality listed as a goal in the strategic plan) were used as proxy measures to examine how likely LHDs work with these sectors.

Methods: An eighteen-item online survey was administered to 93 LHDs collected between March and June 2014. …

This paper examines contributions of Complex System Governance (CSG) as an integrating construct for the emerging fields of critical cyber-physical systems (CPS). CPS is concerned with physical entities that are controlled by computational elements. The field is relatively new, emerging, and also somewhat fragmented in development. There are multiple agencies, entities, and activities being undertaken to address a nexus of emerging issues (e.g., cybersecurity) in critical infrastructures. A Statistical Meta-Analysis Of The Design Components Of New Urbanism On Housing Prices, Park Yun-Mi, Shih-Kai Huang, Galen D. Newman

The principles of New Urbanism such as increased density, mixed land uses and street connectivity are often recommended in response to the typical conditions of suburban developments. Much current empirical research has begun to test whether these principles can increase property values. The findings of these empirical studies have, however, been quite inconsistent. This research attempts to quantitatively synthesize these conflicting findings through a statistical meta-analysis. This study found that a lower density, decreased street connectivity and a closer proximity to a transit stop contributed to increased housing premiums, while mixed land uses were not shown to always do so.

This study examines public preferences for two revenue options—fuel taxes and tolls—to finance transportation infrastructure in an urban area with the use of the results of a survey of residents of the Hampton Roads region of southeastern Virginia. Specifically, the study addresses two related research questions: (a) To what extent do residents support instituting tolls, increasing the fuel tax, or both? (b) What roles do self-interest and ideological beliefs play in support of increasing the fuel tax, imposing tolls, or doing both? From August 26 to September 8, nine political science students and four supervising faculty traveled from Kennesaw State University to the 2012 Republican National Convention and the Democratic National Convention as part of special topics course on a course titled “Party Conventions Field Study”. While in Tampa and Charlotte, the students and faculty immersed themselves in a “real world” educational environment and in doing so gained extraordinary first-hand exposure to a fundamental, yet not well understood, part of the American political process. The commercialization of space operations, coupled with the rapid development in unmanned aircraft systems creates a new policy dynamic between otherwise disparate industries. Existing structures do not adequately address issues of access, governance, and sovereignty across the distinct domains of air transport, space operations, and high altitude unmanned aircraft operations. Globally, aviation policy and space policy have evolved independently as distinct fields. High altitude unmanned aircraft are rapidly increasing utilization of airspace not previously occupied by civil aircraft or spacecraft, where regulation of both safety and access is sparse. Compact, mixed-use, and pedestrian-oriented urban developments may offer numerous environmental and health benefits, yet they may also facilitate pedestrian exposure to air pollution within the near-roadway environment. This research examines ambient concentrations of fine particulate matter (PM_2.5) across six sites situated within central Omaha, Nebraska, a mid-sized metropolitan area located in the Midwest US. The sites ranged from a low-density, strip-mall development to moderate-density entertainment, commercial, and retail districts with varying degrees of horizontal and vertical mixed-use. Tracing approximately two kilometer routes along the sidewalk, factors affecting average and peak PM_2.5 concentrations at each site were identified …

Without the "container revolution" (1970-present) and its redesign of seaport and maritime-trade infrastructures, globalization as we know it would not exist. With the recent enlargements of the Panama and Suez Canals, many new implications for U.S. economic trade are unfolding. This presentation at the Commonwealth Club of California, outlines recent changes in world trade and infrastructure development, and poses five factors that will likely determine winners and losers in the unfolding developments of this highly competitive world trade-route system.

In this analysis, road traffic volumes and capacity estimates are used in conjunction with population data and population change forecasts to visualize the potential for congestion at present, and to project the potential for congestion in 2030. The areas most and least at risk of congestion are identified, so as to inform thought and effort around planning on a regional scale in southern Maine. The area of study includes large portions of York and Cumberland Counties, as well as a small portion of Androscoggin County, in the Greater Portland region.

Following a proposal for the installation of high voltage power lines in northwest Arkansas, a controversial policy debate emerged. Proponents of the transmission line argue that such an installation is inevitable and necessary to efficiently and reliably support the identified electric load in the region. Opponents claim that the lines will degrade the natural environment and hamper the tourism-based local economy in affected regions, notably in Ozark Mountain areas.
