Megaprojects are unique capital improvements that are defined by their large-scale development plans and construction budgets. Industrial Belt cities, like St. Louis, are no stranger to these projects, and both government actors and private developers have walked hand in hand in planning and constructing megaprojects, while assuring the general public that the benefits would always outweigh the costs. Though there has been considerable quantitative research analyzing the statistical economic effects of various megaprojects, there has been relatively little discussion on other, specifically, qualitative means of analysis. An Integrated Climate Science-Economic Model For Evaluating Adaptations To Sea Level Rise: A Prototype Model For Monterey, California, Charles S. Colgan, Fernando Depaolis, Philip King

Journal of Ocean and Coastal Economics

Preparing for flooding that will be exacerbated by climate change and sea level rise must take place in the context of "deep uncertainty". One strategy for dealing with that uncertainty is to convert unknown probabilities into know probabilities using techniques such as Monte Carlo analysis. This paper demonstrates the feasibility of creating a cost-benefit model for sea level rise adaptation options using an integrated climate change/sea level rise-weather-economic model. The model tests the probability of benefits exceeding costs for shoreline protection such as beach nourishment and armoring under multiple iterations of possible climate futures. Developing a well-trained workforce interested in, and prepared for, conducting health equity research is an important national priority. Scientists from Minority-Serving Institutions (MSIs) bring unique perspectives and experiences with racial, ethnic and social inequities in health and health status but often lack access to training and mentoring opportunities, which is crucial for increasing the diverse pool of investigators who are adequately prepared to conduct health disparities research and to compete for National Institutes of Health research funding. The Olympic Games are a major undertaking that promise both large costs and potentially large benefits to host cities. This paper lays out the potential economic benefits of hosting the Olympics and details how, in the vast majority of cases, these gains are unlikely to cover the costs of hosting the event. The ideas are then applied to the experience of Boston in its ultimately unsuccessful bid for the 2024 Summer Olympics.

Rural communities draw from their history of doing more with less, strong social networks and an intimate relationship with the natural environment to achieve economic innovation, positive social capacity development and environmental sustainability. These spaces also experience challenges including preparing for the impacts of climate change (CC). Ontario has already felt some of these effects leading to millions of dollars of damage to the province’s infrastructure. Exacerbated by an aging infrastructure built by now outdated assumptions, the vulnerability to CC will likely increase and the built-in coping range may not be adequate to handle future climate extremes.

Post-Civil War Peace Durability: The Role Of Domestic Infrastructure And Military, Alexandra Wilson

Since 1945, approximately half of the world’s states have been engaged in some type of civil conflict. The aim of this research is to understand why some post-civil war states fail to establish peace durability while others thrive. Through quantitative research of civil wars globally and a qualitative analysis of Iraq, this thesis argues for the necessity of post-civil war policy to focus on the renewal of domestic infrastructure in addition to military investment which suppresses grievance-driven violence. A logistical regression model of all civil wars since 1945 shows that variables, such as healthcare, are evidently associated with more durable …

Stormwater Utilities (SWU) ordinances are gaining wide popularity in municipalities throughout the Great Lakes region of the United States. A SWU creates a fund to maintain and update stormwater infrastructure, which in turn helps to reduce destructive flooding, and also results in higher quality waterways. This study examines two SWUFs in the State of Michigan: one in the City of Jackson (COJ), which implemented a SWUF in 2011; and the second in the City of Ann Arbor (COAA), which implemented its SWUF in 1984. Understanding The Construction Of Accessibility And Mobility: Non-Car Transportation In St. Louis, Missouri, Hannah N. Shumway

This research examines disadvantaged populations’ accessibility and mobility in the non-car transportation system in St. Louis. By employing mixed methods, this research investigates accessibility and mobility through three distinct scholarly lenses: physical infrastructure and proximity, individual experiences, and political processes. The thesis synthesizes the analyses from these three approaches in order to provide holistic policy recommendations for creating more equitable transportation systems in St. Louis and beyond. Empirical findings show that neighborhoods with lower median incomes and lower percentages of white population in St. Louis are less accessible for biking and walking, with highly variable public transit accessibility. The Green New Deal (GND) is a U.S. resolution that aims to address economic inequality and global warming through a set of proposed economic stimulus projects. As nearly half of the U.S. populace lives in or near coastal areas, the GND needs to prioritize the sustainable use and preservation of the marine environment – called the “blue economy.” David Helvarg of Blue Frontier and Jason Scorse of the International Environmental Policy Program and the Middlebury Institute of International Studies suggest a series of policy and investment priorities for incorporation of the blue economy into the GND.
