This article is number three in the series From the Frontier: Translating Research to Practice. The narrative describes the work of a practice-academic network in Minnesota which explored the degree to which having a culture of quality at the local health department level influenced the capacity to implement a new statewide initiative. The network conducted a mixed-methods study of grantees funded to develop and implement local policy, systems, and environmental change strategies to promote nutrition, increase activity, and reduce tobacco use and exposure. Health inequalities, which have been well documented for decades, have recently become policy targets in the United States. This report summarizes current patterns and trends in health inequalities, commitments to reduce health inequalities, and progress made to eliminate health inequalities. Time trend data indicate improvements in health status and major risk factors but increases in morbidity, with black and lower-education individuals experiencing a disproportionate burden of disease. A common policy response has been priority setting in the form of national objectives or goals to address health inequalities. This study examines quality performance among community health centers (CHC) on three key measures of primary and preventive care — diabetes and blood pressure control and timely Pap tests — using quality in Medicaid managed care organizations (MCO) as a benchmark. The study also identifies factors that differ significantly between high- and lower-performing health centers. Most health centers perform better than 75% of all Medicaid MCOs on the two chronic care measures, and more than 1 in 10 exceed this benchmark on all three quality measures. Few health centers lag behind average Medicaid MCO performance on all three measures. Lower-performing …

Mobile technology is one of the fastest growing industries. In rural parts of the world, mobile phones are more accessible than sanitation facilities and electricity. Mobile phones can be used to transmit health information, promote health awareness, track the spread of diseases, and ultimately decrease the prevalence of diseases. The purpose of this paper is to measure the impact of clean drinking water, modern sanitation facilities and hygiene on child mortality rates in Senegal. Diarrhea-related morbidity is still fairly common among young children and this disease is mainly due to poor hygiene and environmental factors. Although extensive research has been done on the determinants of child mortality in Senegal, they were mainly descriptive studies that did not focus on a policy-related variable on which public policies could have a direct intervention. Federally funded community health centers are a key source of comprehensive primary care for medically underserved communities, serving more than 20 million patients in 2011. The Affordable Care Act (ACA) expanded the health center program significantly to help meet the increased demand for health care that is expected as millions of the uninsured gain health coverage, beginning in 2014. The 2008 election and first two years of President Barack Obama’s administration was the context for an analysis of AARP news coverage. This research examined how news coverage was presented in the AARP Bulletin. During the health care debate, AARP often mentioned President Obama over congressional leaders. However, after passage of the law and subsequent election of a new congress, the Republican perspective offered a balance to the president’s agenda. The AARP Bulletin may be an agenda setter on controversial issues. This study explored themes, such as “tough times, tough choices,” which appeared to influence the coverage of political issues.

The FCGH is a proposed global health treaty that would be grounded in the right to health, with the aim of closing domestic and global health inequities. It would set standards and ensure financing for health care and public health services, while also addressing social determinants of health. Organizations, partnerships, and alliances form the building blocks of global governance. Global health organizations thus have the potential to play a formative role in determining the extent to which people are able to realize their right to health.

This article examines how major global health organizations, such as WHO, the Global Fund to Fight AIDS, TB and Malaria, UNAIDS, and GAVI approach human rights concerns, including equality, accountability, and inclusive participation. We argue that organizational support for the right to health must transition from ad hoc and partial to permanent and comprehensive.

Selama penerapan Diagnosis Related Group di Rumah Sakit Umum Pusat (RSUP) Dr. Sardjito, terjadi kesenjangan tarif biaya riil pelayanan kesehatan dengan tarif Indonesia Case Base Groups (INA-CBGs). Penyebab terbesar kesenjangan tarif tersebut adalah pelayanan obat dan penggunaan sumber daya laboratorium yang tidak efisien. Biaya pelayanan penunjang medis untuk pasien leukemia limfoblastik akut adalah sekitar 23,8% dari total biaya pelayanan kesehatan. Pembiayaan kesehatan sekitar 146 (60%) penderita talasemia di Banyumas, tahun 2011 ditanggung rumah tangga dalam bentuk pembayaran langsung (out of pocket payment). Penelitian ini bertujuan untuk menganalisis ability to pay, willingness to pay, dan need assessment pembiayaan kesehatan penderita talasemia di Kabupaten Banyumas. Jenis penelitian ini adalah observasional analitik dengan rancangan studi kasus. Penelitian ini menggunakan desain studi cross sectional dengan teknik pengambilan sampel simple random sampling. Jumlah sampel penelitian 30 responden yang mempunyai anggota keluarga penderita talasemia di Kabupaten Banyumas. Responding To The Affordable Care Act: Health Insurance Exchange Policy Diffusion, Margaret Worman

Following the passage of the Affordable Care Act, the government of each U.S. state either adopted a state run health insurance exchange or defaulted to a federally run exchange. This study uses event history analysis to examine this decision making process and the broader diffusion of health insurance exchange policy among the states. The results of this analysis indicate that states with a government controlled by the Democratic Party, a moralistic political culture, and a large uninsured population were more likely to adopt a state run exchange at an earlier date.

The present study is a comparative approach to revolutions and their effect on population health during the post-conflict period. Specifically, it attempts to determine whether revolutions that are accompanied by a coup d'état have a significant negative impact on post-revolution population health. Degree of revolutionary violence, governmental structures, and pre-revolution health systems is of particular interest as relevant variables. The study focuses on the Latin American countries of Nicaragua and Chile due to their similar region and timeframe.
