Based on unique geographical, economic and ecological characteristics, the coastal regions have been serving as the most important supports for human benefits. From food provision, ecosystem regulation, wildlife habitat to various recreational and aesthetic activities, humans have been obtaining direct and indirect well-being from the coastal ecosystems. If properly managed and sustainably protected, these benefits should be translated to human welfare for current and future generations (Brenner, et al., 2010) . The lack of complete understanding of total values obtained from coastal ecosystems, especially the underestimating of ecosystem benefits has led to management failures. This report documents the data and methods of estimation used in estimating the economic impact of commercial fishing catch from all four National Marine Sanctuaries in California on local county economies in terms of harvest revenue received by fishermen and the associated economic impacts, including multiplier impacts, on total output, value added, income and the number of full- and part-time jobs.

The Colorado River is an economic, environmental and cultural lifeline of the southwestern United States, and the allocation of its scarce waters are a source of ongoing controversy. This year marks the 50th anniversary of the Supreme Court decision in Arizona v. California. While the case was an important landmark in the still-evolving relationship between these two Lower Basin states, it remains most relevant today by the way in which it clarified federal rights and responsibilities. This dissertation explores the role of the private and public sectors in hazard mitigation, an important part of the Federal Emergency Management Agency’s (FEMA’s) performance requirements from the Stafford Act. Hazard mitigation is the effort to reduce societal impacts from natural disasters by reducing their risk to people, property and infrastructure; before hazards occur. Models of fire behavior and effects do not always make accurate predictions, and there is not enough systematically gathered data to validate them. To help advance fire behavior and fire effects model development, the Joint Fire Science Program is helping fund the RxCADRE, which is made up of scientists from the U.S. Forest Service and several universities who orchestrate and collect data on prescribed burns in the southeastern United States. The RxCADRE-prescribed burns are yielding a comprehensive dataset of fire behavior, fire effects, and smoke chemistry and dynamics, with measurements taken systematically at multiple, cascading scales. Rapid development of unconventional shale resources in recent years has raised a series of regulatory issues both here and abroad. Climate change requires action at multiple levels of government. We focus on the potential for climate change policy creation among small rural governments in the US. We argue that co-production of scientific knowledge and policy is a communicative approach that encompasses local knowledge flowing up from rural governments as well as expertise and power (to coordinate and ensure compliance) flowing down from higher level authority. Using environmental examples related to land use policy, natural gas hydro-fracturing, and watershed protection, we demonstrate the importance of knowledge flows, power, and coordination in policy creation. Many environmental challenges facing society today, such as climate change and integrated water management, have been described as “wicked problems” due to their biological, physical, and social complexity. Wicked problems extend across media such as air, land, and water; across political jurisdictions and landscape boundaries; and across traditional policy arenas. Traditional policy approaches that are media-specific, rely on single agencies for implementation, and that do not effectively engage stakeholders and partners outside of government are generally ineffective in addressing these issues.
