Executive Summary

Niobrara National Scenic River spans a 122-km (76-mile) long reach of the Niobrara River in rural, north-central Nebraska. The scenic river encompasses 9,338 ha (23,074 acres) of land and water, all of which is in private ownership, except for about 320 ha (790 acres). Because the scenic river does not own land, it achieves management goals by coordinating and collaborating with federal, state, and local jurisdictions and private landowners.

Dominance is one of the most pervasive and important behaviors among wolves in a pack, yet its significance in free-ranging packs has been little studied. Insights into a behavior can often be gained by examining unusual examples of it. In the High Arctic near Eureka, Nunavut, Canada, we videotaped and described an unusually prolonged and intensive behavioral bout between an adult male Gray Wolf (Canis lupus) and a male member of his pack, thought to be a maturing son.With tail raised, the adult approached a male pack mate about 50 m from us and pinned and straddled this …

There is interest in developing a reliable, sustainable, domestic U.S. biofuels industry. A domestic biofuels industry has the potential to provide economic, environmental, and national security benefits on a local, regional, national, and global level. The Mascoma Corporation plans to develop a cellulosic ethanol facility in Michigan’s eastern Upper Peninsula. The primary feedstock of the plant site would be trees sourced within a 150 mile supply radius. In the eastern Upper Peninsula, this radius encompasses Alger, Chippewa, Delta, Luce, Mackinac, and Schoolcraft counties. In these six counties there are 1,320,500 acres of NIPF (non-industrial private forestlands). These acres account for …

The resolution of multiple use conflicts through place-based (national forest-specific) legislation has recently received increased interest. Most of these proposals combine wilderness designation, restoration objectives, economic development, funding arrangements, and other provisions, in a conservation package to be considered by Congress. Interest in the place-based legislative approach is precipitated by numerous factors, including perceptions of agency gridlock, problems related to forest planning, unresolved roadless and wilderness issues, and the embrace of collaboration. Saving Saba Bank: Policy Implications Of Biodiversity Studies, Paul C. Hoetjes, Kent E. Carpenter

Saba Bank has always been an area of special importance to the neighboring island of Saba in the Netherlands Antilles. Sabans traditionally fished on the Bank as far back as 1907, but increasing foreign fishing pressures on the Bank in the 1970s and 1980s forced many Saban fishermen out. Concerns were compounded by the suspicion that shipping was also damaging the benthic habitat of the bank. Fishery legislation, enacted in 1996, brought an end to unlicensed fishing and established Coast Guard enforcement on the Bank, but also led to protests from neighboring countries that previously fished on the Bank.Research was …

This article focuses on the extent to which unenforceable voluntary initiatives undertaken by corporations can change corporate behavior to make businesses more environmentally responsible, i.e. not only comply with the law, but to do more than the law actually requires of them. These initiatives, loosely gathered under the umbrella of a movement called corporate social responsibility (CSR), are often proposed by the government as a way to fill regulatory and enforcement gaps or by industry, often as an alternative to regulatory requirements.
