The aim of this study is to provide the City of Boston with a preliminary assessment of the feasibilities and potential benefits, costs, and environmental impacts of three harborwide barrier configurations.
While this study is not comprehensive, and there are many ways that further research could refine and extend its findings, those findings were clear enough to justify making recommendations for next steps. The authors recommend that the City continue to focus its climate resilience strategy for the next several decades on the shore-based multi-layered approach described in Climate Ready Boston. Shore-based solutions would provide flood management more quickly at …

Inventing Pollution : Coal, Smoke, And Culture In Britain Since 1800, Peter Thorsheim
Ohio University Press Open Access Books
Going as far back as the thirteenth century, Britons mined and burned coal. Britain’s supremacy in the nineteenth century depended in large part on its vast deposits of coal, which powered industry, warmed homes, and cooked food. As coal consumption skyrocketed, the air in Britain’s cities and towns filled with ever-greater and denser clouds of smoke. Yet, for much of the nineteenth century, few people in Britain even considered coal smoke to be pollution.
Inventing Pollution examines the radically new understanding of pollution that emerged in the late nineteenth century, one that centered not on organic decay but on coal …

Incentive Compatible Climate Change Mitigation: Moving Beyond The Pledge And Review Model, Gabriel Weil
William & Mary Environmental Law and Policy Review
Climate change represents a global commons problem, where individuals, businesses, and nation-states all lack sufficient incentives to reduce their greenhouse gas emissions to levels consistent with meeting their collectively agreed upon mitigation goals. The current “pledge and review” paradigm for global climate change mitigation, which many see as a major breakthrough, relies primarily on moral pressure, reputational incentives, and global public opinion to foster cooperation on mitigation efforts over and above those driven by maximization of narrow conceptions of national interests. Given the scale of the emissions reductions required to meet stated mitigation goals, the substantial economic costs of deep …

Three Essays On Understanding Municipal Water Demand In The Western United States, Michael J. O'Donnell
Economics ETDs
Scarce water resources in the Western United States, in concert with population growth and climate change, constitute a need to better understand factors that impact water demand. In this dissertation, Chapter 1 provides cultural and historical context for water use in the West and argues that understanding water demand is important, especially when managing scarcity is a goal. Chapter 2 uses aggregate city-level data from four municipalities in New Mexico to investigate seasonal trends and breakpoints. Although per premises and aggregate demand tend to decline in all geographies investigated, existence and timing of breakpoints varies by geography. Additionally, drivers of …

A Socioeconomic Valuation Of Urban Wetland Ecosystems And Policy Recommendation For College Lake, Michael Dunmyer
Student Scholar Showcase
The current dilemma of College Lake offers a unique case study for how urban ecosystems can not only subsist within cities but provide pivotal functions for them as well. With the potential for a dam-breaching storm event increasing in possibility with each passing year, concerns regarding the structural integrity of the College Lake dam in Lynchburg, VA have arisen. Such concerns have led the City of Lynchburg to consider reinforcement or removal of the dam in order to mitigate flood risks along the Blackwater Creek floodplain. Since its formation following the installation of the Depression-era dam, however, College Lake has …

Comparing German And Us Energy Transitions: Centralized Vs. Decentralized Government Approaches, Sarah Greenway
Honors Projects in Science and Technology
The German Energiewende (“energy transition”) is often credited with being the most ambitious renewable energy transition in the world. Germany’s rapid transition is mainly led by their Renewable Energy Act of 2000, which has been amended several times in order to remain relevant during changing conditions. In contrast, the United States’ energy transition seems stagnant and lacks an overall direction from the Federal Government. Despite this, the United States is making progress towards implementing renewable energy technologies due to the efforts of several states. Germany’s transition has experienced a number of challenges along the way, while the United States’ transition …

- While the Treasure Valley is water rich, the East Snake River Plain has used collaborative governance to curb decreasing aquifer levels. Collaborative governance allows all stakeholders a seat at the table, supporting the development and involvement of these groups could be a useful mechanism for representing the perspectives and interests of all Idahoans.
- Water supply might change in the future, particularly the timing of peak streamflow. This has major implications for irrigation in the valley.
- We do not currently have enough data and information to confidently determine how growth of the urban area and loss of agricultural land will impact …

Bird Population Changes Following The Establishment Of A Diverse Stand Of Woody Plants In A Former Crop Field In North Dakota, 1975– 2015, Lawrence D. Igl, Harold A. Kantrud, Wesley Newton
United States Geological Survey, Northern Prairie Wildlife Research Center: Publications
Changes in the coverage of trees and shrubs on the North Dakota landscape since Euro- American settlement have likely had a pronounced impact on bird species that favor woody vegetation. Long- term data sets on breeding bird populations in wooded habitats in North Dakota or in the Great Plains are scarce. In 1975 a wildlife habitat plot was established in a 10.5 ha cropland field with a long history of small- grain production. Th e objective of this article is to evaluate the successional changes in bird populations as the habitat at this site became more biologically and structurally complex …

When Need Meets Opportunity: Expanding Local Air Networks, Luke Fowler
Public Policy and Administration Faculty Publications and Presentations
Though the Clean Air Act (CAA) relies on a traditional inter-government partnership, new initiatives from local governments that fall outside of the conventional implementation strategy have created a unique public service delivery network by adding layers to the implementation scheme. Using both logistic and multinomial logistic models and a dataset of 497 Metropolitan (MSA) and Micropolitian (µSA) areas, this research tests a model of network membership for local governments based on internal organizational and external network factors. Findings indicate policy problems, perceptions of resource availability, network density and structure, and socio-economic and political factors affect local initiative to expand networks.

Madagascar is a diverse island, biologically and geographically. This has led to the development of endemic species and high biodiversity within the landscape. Unfortunately, due to poverty, extraction of natural resources, and a growing population, these species have become threatened. Agnolakely, is a private nature reserve, located in eastern Madagascar that is trying to combat these challenges through reforestation projects and land protection. Agnolakely is not only of ecological value, but is also integral in the community structure. As Agnolakely expands it has become essential to implement education and outreach for the reserve. This study was designed to collect biological …

The Dakota Access Pipeline and the events of the accompanying protests are contemporary examples of environmental injustice, with the Standing Rock Nation facing a majority of the injustice. Analyzing Sioux history, the pipeline's previous routes, and the police and state responses to the "protectors", I propose that the Dakota Access Pipeline is a form of distributive, procedural, and substantive injustice.

Water Security Issues Affecting Migration And Conflict In The Middle East, Richard E. Mard
Theses and Dissertations
Iran is facing a daunting reality regarding the future of their water resources which may result in conflict and migration within the country with the potential to affect the Middle East and North African region and beyond. The country has failed to address critical preservation, risk mitigation, infrastructural, and political efforts to accommodate their rising population due to economic expansion. Water resources are dependent on social, political, economic, and environmental variables related to conflict and migration. Given the recent examples of water security issues in Syria resulting in migration and conflict, this thesis investigates the total available water per capita …
