The Impacts Of Wind Power Development In Maine 2003-2010, Charles Colgan 2010 University of Southern Maine

The Impacts Of Wind Power Development In Maine 2003-2010, Charles Colgan

Economic Impact Analysis

The development of wind power in Maine has emerged as a significant economic opportunity in the past several years, providing one of the few growing sectors in the latter half of the last decade. The impact of this development has been estimated in regulatory filings before, but has not been examined in detail using data on actual expenditures for wind power development. This report examines the economic impacts of three major wind power projects: Mars Hill in Aroostook County, Stetson Mountain in Washington County, and Kibby Mountain in Franklin County. (Stetson and Kibby were undertaken in two phases) These projects …

Battery Technology For Electric And Hybrid Vehicles: Expert Views On Prospects For Advancement, Erin D. Baker, Haewon Chon, Jeffrey M. Keisler

Management Science and Information Systems Faculty Publication Series

In this paper we present the results of an expert elicitation on the prospects for advances in battery technology for electric and hybrid vehicles. We find disagreement among the experts on a wide range of topics, including the need for government funding, the probability of getting batteries with lithium metal anodes to work, and the probability of building safe Lithium-ion batteries. Averaging across experts we find that U.S. government expenditures of $150M/yr lead to a 66% chance of achieving a battery that costs less than $200/kWh, and a 20% chance for a cost of $90/kWh or less. Reducing the cost …

Centers Of Invention: Leveraging The Mountain West Innovation Complex For Energy System Transformation, Mark Muro, Sarah Rahman 2010 Brookings Institution

Centers Of Invention: Leveraging The Mountain West Innovation Complex For Energy System Transformation, Mark Muro, Sarah Rahman

Brookings Mountain West Publications

America needs to transform its energy system to reduce its carbon intensity and make clean energy cheap. At the same time, the Intermountain West region (which includes Arizona, Colorado, Idaho, New Mexico, Nevada, and Utah) possesses a unique confluence of world-class innovation assets; varied energy resources; and unparalleled opportunities to build out next-generation energy systems. To that end, the brief proposes that the federal government begin constructing a distributed Intermountain West network of federally-funded, commercialization-oriented, broadly collaborative energy research and innovation centers. Organized around existing capacities in a hub-spoke structure that links fundamental science with innovation and commercialization, these research …

Envisioning Nevada’S Future: Goals & Strategies For Advancing Our Quality Of Life, Nevada Vision Stakeholder Group, Moody’s Analytics 2010 University of Nevada, Las Vegas

Envisioning Nevada’S Future: Goals & Strategies For Advancing Our Quality Of Life, Nevada Vision Stakeholder Group, Moody’S Analytics

Brookings Mountain West Publications

Nevada’s severe downturn has brought to light many of the long-term challenges facing the state. Not only is its economy subject to painful swings, but Nevada’s primary drivers— consumer services (primarily gaming, hospitality and housing) and resource extraction—will provide less support than they have in past business cycles. Less economic vitality will make it harder to offer Nevadans the quality of life they expect.

The importance of the economy to quality of life is equally clear—quality of life is a hollow promise without a healthy and supportive economy. Similarly, a proper fiscal structure—both in terms of spending and revenues—is critical …

Compressed Natural Gas (Cng) Transit Bus Experience Survey: April 2009—April 2010, R. Adams, D. B. Horne 2010 Marathon Technical Services

Compressed Natural Gas (Cng) Transit Bus Experience Survey: April 2009—April 2010, R. Adams, D. B. Horne

Publications (T)

The U.S. Department of Energy (DOE) and the National Renewable Energy Laboratory (NREL) commissioned this survey to collect and analyze experiential data from U.S. transit agencies with varying degrees of compressed natural gas (CNG) bus and station experience. This information helps DOE and NREL determine areas of CNG transit bus success and priority areas for which further technical or other assistance might be required to enable success.

Clean Vehicle Education Foundation (CVEF) staff and subcontractors developed a battery of questions and identified 10 transit agencies to represent all U.S. transit agencies that use CNG buses, accounting for the diversity in …

A Case Study In The Application Of An Agent-Based Approach In The Formulation Of Policies For Uk Transport Emission Reduction, Araz TAEIHAGH, René Bañares-Alcántara 2010 Singapore Management University

A Case Study In The Application Of An Agent-Based Approach In The Formulation Of Policies For Uk Transport Emission Reduction, Araz Taeihagh, René Bañares-Alcántara

Research Collection School of Social Sciences

The increased complexity in our socio-economical systems requires the development of new tools to support a better understanding of the intricacies involved in addressing problems associated with such systems. We believe that by introducing a systematic approach for exploring alternative policies we can improve the decomposition of these problems, decrease the required time for analysis and formulate more effective polices. A case in policy formulation and analysis in the transport sector for achieving CO2 emission targets in the UK is presented; this solution is based on a previously proposed framework (Taeihagh et al., 2009a). The results obtained from the analysis …

The National Context For Transparency-Based Global Environment Governance, Ann FLORINI 2010 Singapore Management University

The National Context For Transparency-Based Global Environment Governance, Ann Florini

Research Collection School of Social Sciences

Transparency-based global environmental governance, like all global governance, necessarily plays out in national contexts. Its efficacy is shaped not only by global politics but also by the norms and capacities prevailing within countries. Over the past two decades, there has been an extraordinary upheaval in transparency views and practices in numerous countries, rich and poor, democratic and authoritarian. This multi-faceted development has been driven by such varied factors as democratization, privatization, and changing views about appropriate regulatory practices. These changes provide the crucial context for understanding the transparency transformation that is currently unfolding within global environmental governance, as well as …

Regional Travel Options 2007-08 Program Evaluation, Jennifer Dill, Stephan Brown 2010 Portland State University

Regional Travel Options 2007-08 Program Evaluation, Jennifer Dill, Stephan Brown

Urban Studies and Planning Faculty Publications and Presentations

To help implement the Growth Concept, Metro’s Regional Travel Options (RTO) Program works to increase awareness of non-SOV alternatives and increase the provision of those alternatives. The program complements other strategies, including land use policies and infrastructure investment. The most comprehensive data available for this evaluation come from commute surveys of employees at work sites that participate in outreach programs offered by TriMet. All of the RTO evaluations have used these data as a benchmark for overall progress, though the data only captures commute travel. The 2008 data reflect the commute patterns of about 120,000 employees commuting to 549 worksites. …

Perception Of Ecological Risk To Water Environments And How It Affects Water Consumption And Water Resource Management In Southern Nevada, Tanju Kiriscioglu 2010 University of Nevada, Las Vegas

Perception Of Ecological Risk To Water Environments And How It Affects Water Consumption And Water Resource Management In Southern Nevada, Tanju Kiriscioglu

UNLV Theses, Dissertations, Professional Papers, and Capstones

Climate is harsh in southern Nevada where there is (and has been) a drought alert in effect for over a decade now (Kerr, 2007; Southern Nevada Water Authority, 2009). Las Vegas Valley is a major center of population in the region (1.9 million people), receiving only 4.5 inches of average annual precipitation yet in need of securing more water resources in the near future (SNWA, 2009). Water resource management in southern Nevada is a challenge, especially when 90% of the area’s water needs are met by a single source, the Colorado River, the flow rates of which have been in …
