A Low-Carbon Energy Blueprint for the American West (Martz Summer Conference, June 6-8)

The future of the planet may depend upon our ability to increase energy supplies even as we reduce carbon emissions. This conference will address how a low-carbon energy program might evolve with a particular focus on the American West. It will focus on the future of energy in the West--on a “managed transition” to a different energy mix, on the need to nest this effort in a framework that acknowledges interconnections, and on identifying the most salient opportunities to consider the legal, political, financial, and technical challenges.

The global seafood industry currently lacks a standardized, widespread method to easily trace the chain of custody of products that they purchase. With global overfishing leading to declining fish stocks around the world, it is vital for seafood providers to have the ability to identify and buy products from sustainable fisheries that are well managed, target abundant species, and fish in environmentally responsible ways. This paper analyzes public and private initiatives that seek to provide product traceability. The critically endangered North Atlantic right whale (Eubalaena glacialis) consistently visits five major habitats throughout the year; however, they are known to visit additional habitats. This project examines the role of Jeffreys Ledge as an additional habitat of importance for this species by investigating three aspects of its distribution and ecology. I first addressed the relationship of Jeffreys Ledge to a known significant right whale feeding ground, Cape Cod Bay, by quantifying the movement of right whales between the two habitats and comparing demographic characteristics of right whales seen in these habitats. This brief examines the strengths and weaknesses of existing instruments and institutions and addresses the efforts to improve coordination among the international sectors of environmental emergency response. Potential operational, capacity-building, and legal options for strengthening prevailing mechanisms are identified and discussed, including the need for stronger political mandates, the need for a stronger framework to address fragmentation, and the need for procedures to support and facilitate environmental emergency responders. The lessons from this discourse can improve the field of environmental emergency response, while also informing advancements in broader context of international environmental governance.

Cigarette butts are rapidly accumulating on our planet; trillions of them are discarded every year. In this paper, I examine why cigarette litter is a problem. I first discuss the biodegradability of filters and its scientific basis, including ways to enhance degradation rates by chemically manipulating filters. I also talk about the persistence of cigarette chemicals and their potential toxic effects on children and animals. I consider other social, economic, and environmental consequences of cigarette filters and chemicals. Wind power will be an important component of California's aggressive strategies to meet its greenhouse gas reduction targets by the year 2020. However, the costs of integrating wind power's variable and uncertain output are often ignored. I argue that California must take prudent action to understand, minimize, and allocate wind integration costs. A review of numerous studies suggests that for wind penetration levels below 20%, integration costs should remain modest. However, costs are heavily dependent on market structure, and I suggest numerous ways that California can optimize its market design to manage wind integration costs.

This paper argues for the importance of scale, management and sovereign-led development in considering a more human-centric model for Third World development. It begins by reviewing the history of the mainstream Western development model through the evolution of modernization theory and foreign aid. It explores general critiques of this model offered by scholars, focusing on unequal power relations, the high cost of aid, and problems with ‘cookie cutter’ style development projects that don’t take into account disparate environments. Cheatgrass and its cousin, red brome, are exotic annual grasses that have invaded and altered ecosystem dynamics in more than 41 million acres of desert shrublands between the Rockies and the Cascade-Sierra chain. A fungus naturally associated with these Bromus species has been found lethal to the plants’ soil-banked dormant seeds. Supported by the Joint Fire Science Program (JFSP), researchers Susan Meyer, Phil Allen, and Julie Beckstead cultured this fungus, Pyrenophora semeniperda, in the laboratory and developed an experimental field application that, in some trials, killed all the dormant soil-banked Bromus seeds, leaving none to germinate the following year. European immigrants introduced orchards to the U.S. in the early 1600s. As they began to establish settlements and migrate west, they brought orchard cultivation with them, creating an extensive network of orchards spread across the U.S. However, over time many of these orchards were lost due to urban development, which is what makes Seattle’s historic orchards significant. Early Seattle settlers planted orchards in the 1800s and early 1900s, and their remnants still exist today, despite urban development. Over the years, many of the orchards have been incorporated onto City Department-owned land, but they have not been maintained to the extent …

This translates into individual and collective action and extends equally to the economic and policy realm as it does to educational institutions. This thesis evaluates research conducted in Germany with a view to what best approaches are transferable to the United States liberal arts setting. Furthermore, exemplary American models of institutional sustainability and environmental education are explored and combined with those from abroad to produce a blueprint and action plan fitting for the American college and university.

Plaintiffs have made several notable attempts to bring nuisance, trespass, and negligence suits against major sources of greenhouse gas emissions for climate change related injuries. While climate change is a widely recognized environmental issue, courts have refused to recognize it as a basis for a valid cause of action in tort, finding either petitioners lack standing to bring the claim, or that the claim raises political questions that should not be addressed by the judiciary. New federal mandates require federal entities to reduce resource usage across the board. Additionally, commercial enterprises are evaluating methods of reducing resource consumption to reduce costs and become more ecologically friendly. In response, researchers have begun to evaluate the intentions and behaviors of individuals to determine how to encourage individual participation in reduction methods. This study used a quasi-experimental design of non-equivalent groups to evaluate the effects of Computer Based Training and persuasive speech on individual environmental attitudes and behavior.
