The Colorado Oil and Gas Conservation Commission (COGCC) recently initiated a rule making process to develop new, statewide regulations for baseline sampling and monitoring of groundwater near new oil and gas wells. COGCC’s first rule making hearing was held November 14; the rule is expected to be finalized December 10. Costa Rica is a country famous for its efforts in environmental protection. Despite its numerous innovative steps toward the protection of its natural biodiversity and resources, the country has still not yet provided basic environmental services, such as local trash collection, to its entire population. This paper examines the processes of organizing the campaign to petition the Municipality to organize trash collection in Costa Rica. It provides a case study of policy advocacy in sustainable rural development. Residential solid waste management refers to the managing of unwanted materials discarded by households so that these materials are either properly disposed of or reprocessed to reenter the production material stream. This issue is usually the responsibility of the municipal council; however in Kenya just like many other developing countries, this critical issue is often mismanaged, causing environmental pollution and exposing residents to health risks. The National Park Service has generally interpreted its sites in the Great Plains in terms of a Eurocentric narrative of westward expansion. Though some sites are changing (e.g., Little Bighorn), others are not (e.g., Scotts Bluff). Even those sites that have changed still retain important elements of traditional narratives, which often date to the 1930s or to the Mission 66 period (1956-66). The newest sites, such as Washita Battlefield, tell newer stories that resonate well with today's visitors. These provide a model for revising older sites. We discuss global climate mitigation that builds on existing unilateral measures to cut emissions. We document and discuss the rationale for such unilateral measures argue that such measures have the potential to generate positive spillover effects both within and across countries. In a simple dynamic model of learning we show that while single countries on their own may never get to the point of switching completely to low emission activities, a learning process with positive spillovers across nations is more likely to deliver a global switch to low emissions. Since the oil embargo of 1973, the United States has struggled to implement a sustainable and comprehensive national energy policy. Forging a consistent policy approach has been complicated by more recent emerging trends: how to combat global climate change, the continued emergence of viable alternative energy options, and the hydrocarbon renaissance.

This presentation will discuss several major themes that have impacted energy policy-making since the 1970s and how they are reflected in key issues debated in the current election year. It will then pose some thoughts on how to move away from the burdens of the past and move forward.
