The Philippine energy sector remains plagued with issues of energy security, high electricity costs, and vulnerable grid infrastructure. This paper argues for the increased uptake of microgrids as a solution for these issues, using the Institutional Analysis and Development (IAD) Framework as a guide for microgrid policy. We begin this paper with an analysis of existing energy policies in the Philippines, highlighting a lacking integrated approach for energy security. Between 2010 and 2018, Kittitas County, Washington faced an influx of Solar Power Production Facility (SPPF) proposals that challenged its traditional rural land management governance. Despite state support of decarbonized energy, variegated interpretations of project permitting procedures induced heated contentions amongst stakeholders. To explore this, this research constructs a multijurisdictional legal framework for SPPF advancement. In this Article, we explore and critique the foundational norms that shape federal and state energy regulation and suggest pathways for reform that can incorporate principles of “energy justice.” These energy justice principles—developed in academic scholarship and social movements—include the equitable distribution of costs and benefits of the energy system, equitable participation and representation in energy decision making, and restorative justice for structurally marginalized groups.

This paper investigates the effect of enterprise risk management (ERM) implementation on the cost of capital (cost of debt, cost of equity, and weighted average cost of capital) for the oil and gas industry. The research is conducted using panel data analysis from 2008-2017 for 41 oil and gas companies publicly listed on the Bursa Malaysia. ERM implementation data is collected from company annual reports, while the cost of capital data is obtained from Thomson Reuters DataStream. The results indicate that an increase in the level of ERM implementation reduces the cost of capital, which we argue is one mechanism …

In late 2019, ASHRAE hosted the Great Energy Predictor III (GEPIII) machine learning competition on the Kaggle platform. This launch marked the third energy prediction competition from ASHRAE and the first since the mid-1990s. In this updated version, the competitors were provided with over 20 million points of training data from 2,380 energy meters collected for 1,448 buildings from 16 sources. This competition’s overall objective was to find the most accurate modeling solutions for the prediction of over 41 million private and public test data points. This paper assesses the effects of the development induced displacement due to the Karuma Hydroelectric Power Plant on the Awoo village and surrounding areas in Karuma Town. Recently, Uganda has pursued several large-scale development projects that have repeatedly displaced people. Background
The transition to an energy mix with lower carbon emissions is hampered by the existence of the so-called Energy Trilemma. The primary consequence is a trade-off between various objectives of energy policy, e.g., equity and sustainability. This conflict can lead to policy gridlock if policymakers are unable to prioritize the goals. This paper proposes a framework and methodology to manage the trilemma by applying methods related to multi-criteria decision-making in order to assign weights to the various components of the trilemma.

To achieve carbon neutrality, China's energy system needs a radical transition, and the development of new energy is of central importance. Based on the integrated assessment modeling framework, this study compares economic and social costs and benefits between a scenario reflecting the current energy transition momentum and a scenario of accelerated energy transition. We show that the accelerated energy transition dominated by new energy is essential to achieve carbon neutrality before 2060 and the air quality target required by Beautiful China.
