This paper focuses on the legal, environmental, land use, and policy issues associated with developing solar energy projects in Virginia, with a particular focus on large-scale installations in rural areas. Part II discusses state laws, regulations, and recent legislative actions that relate to solar development, including the Virginia Stormwater Management Act and Erosion and Sediment Control Law. Part III reviews local strategies for managing solar development, including comprehensive plans, ordinances, siting agreements, and conditional use permits. Part IV addresses the challenges localities may face when balancing land preservation and Virginia’s ambitious clean energy goals. Finally, Part V provides recommendations for …

Together with our partners, MEJC and LittleSis, We The People Michigan finds that DTE has extracted profit from its customers through hundreds of thousands of shutoffs, the second highest amount of rate hikes in the country, and unnecessary power outages that leave customers without power. They have invested heavily in new fossil fuel power plants that place significant health burdens on customers while blocking renewable energy initiatives. Finally, this report digs into the campaign donations of DTE executives, board members, and PAC to reveal how they utilize dark money to advance their profit-driven agenda.

Ready For Nuclear Energy?: A Policy Review Of The Philippines’ Nuclear Energy Plan And Participation In The Asean Network Of Regulatory Bodies On Atomic Energy, Julius Cesar Trajano

Recently, the Philippines has been demonstrating its interest in using nuclear energy, including addressing issues and gaps in its nuclear energy preparations, several of which fall under nuclear security, nuclear emergency preparedness and response, and regulatory capacity. This article argues that the ASEAN member states’ growing regional cooperation in nuclear safety and security, spearheaded by the ASEAN Network of Regulatory Bodies on Atomic Energy (ASEANTOM), can have a strong positive impact on the Philippines’ nuclear energy preparations. ASEANTOM’s regional activities and projects can help the Philippines address some of the current critical gaps and issues in its nuclear energy preparatory …

Data-driven building energy prediction is an integral part of the process for measurement and verification, building benchmarking, and building-to-grid interaction. The ASHRAE Great Energy Predictor III (GEPIII) machine learning competition used an extensive meter data set to crowdsource the most accurate machine learning workflow for whole building energy prediction. A significant component of the winning solutions was the pre-processing phase to remove anomalous training data. Contemporary pre-processing methods focus on filtering statistical threshold values or deep learning methods requiring training data and multiple hyper-parameters. Collecting intensive longitudinal thermal preference data from building occupants is emerging as an innovative means of characterizing the performance of buildings and the people who use them. These techniques have occupants giving subjective feedback using smartphones or smartwatches frequently over the course of days or weeks. The intention is that the data will be collected with high spatial and temporal diversity to best characterize a building and the occupant’s preferences. The Demotechnic Index (DI) is a non-dimensional metric that is the scalar multiple of energy consumption over and above that required for mere subsistence of a national population. Thus, the DI is a measure of energy efficiency that scales a country’s industrial energy consumption (called the total technological energy) and the energy required to meet the metabolic demand of the population (called the total metabolic energy). Decarbonizing the building stock is a central component of global climate change mitigation efforts. In practice, this decarbonization can be achieved by a variety of different measures, including improvements in building energy efficiency, electrification of energy demand to reduce reliance on fossil fuels, and installation of distributed (renewable) generation in conjunction with flexible storage. Research is needed to explore the limitations and potential for improvement of machine learning for building energy prediction. With this aim, the ASHRAE Great Energy Predictor III (GEPIII) Kaggle competition was launched in 2019. This effort was the largest building energy meter machine learning competition of its kind, with 4370 participants who submitted 39,403 predictions. The test dataset included two years of hourly whole building readings from 2380 meters in 1448 buildings at 16 locations. With the periodic goals of reaching carbon emission peak before 2030 and achieving carbon neutrality before 2060 (“dual carbon” goals), China shows its unprecedented determination to coal power phaseout. This research takes Jilin Province to showcase possible pathways of coal power units’ phaseout on provincial level. We set up four different coal power phaseout scenarios, under which their transition cost and effectiveness would be calculated, respectively. In terms of natural resource endowment and electricity demand, Jilin Province would achieve a complete coal power phaseout by 2045 or even by 2040. The systemic landscape of energy knowledge and dissemination is more critical than ever as Portugal races to meet decarbonization goals. This paper fills a knowledge gap by updating the current social landscape of energy literacy in Portugal through a comprehensive system map and framework to increase energy literacy levels through the renewable energy transition. China has suffered overcapacity in coal power since 2016. With growing electricity demand and an economic crisis due to the Covid-19 pandemic, China faces a dilemma between easing restrictive policies for short-term growth in coal-fired power production and keeping restrictions in place for long-term sustainability. In this paper, we measure the risks faced by China's coal power units to become stranded in the next decade and estimate the associated economic costs for different shareholders. By implementing restrictive policies on coal power expansion, China can avoid 90% of stranded coal assets by 2025.

A thermohygrometer is an instrument that is able to measure relative humidity and air temperature, which are two of the fundamental parameters to estimate human thermal comfort. Building energy use benchmarking is the process of measuring the energy performance of buildings relative to their peer group for creating awareness and identifying energy-saving opportunities. In this paper, we present the design and implementation of BEEM, a data-driven energy use benchmarking system for buildings in Singapore. The peer groups for comparison are established using a public energy disclosure data set. We use an ensemble tree algorithm for accurately modeling building energy use and for identifying the most influential factors. Our models reduce the prediction error from 24.39% to 6.04%, on average, when compared to the baseline linear regression models, …

Extreme heat and wildfire events are becoming more prolific and exacerbated by climate change, carrying significant implications for environmental and social systems. Residential buildings play a central role in protecting people from heat and pollutant exposure during extreme weather events, but the level of protection varies dramatically depending on building energy efficiency and technology availability. The EU Atlantic Action Plan (AAP) has recently been updated and revised to support ‘blue growth’ along Europe’s western coastal regions. The revisions reflect recent challenges facing the Atlantic Arc maritime economies including the Covid-19 crisis, Brexit and the new requirements of the European Green Deal. In the United States, electricity law delineates authority across federal and state jurisdictions, yet many essential electricity system functions are organized at a regional-scale. Seven regional transmission organizations (RTOs) ensure open access to transmission, manage wholesale electricity markets, and maintain transmission system reliability. Each RTO has distinct decision-making processes that emerged from political negotiations and regional contexts. Drawing on participatory governance and institutional design literature, the paper compares RTOs across governance structures and participatory and power dimensions.
