This spring, Florida held the nation’s first statewide emergency preparedness training and exercises geared specifically to the aftermath of severe geomagnetic events. Funded by the State of Florida Division of Emergency Management (FDEM) via a Department of Energy grant and held in collaboration with Watch House International, Inquesta Corporation, and the Florida Institute of Technology, the 17–19 April 2012 workshop had 99 on-site attendees in an oceanfront hotel in Melbourne, Florida, as well as 16 over live Web streaming. Cheatgrass and its cousin, red brome, are exotic annual grasses that have invaded and altered ecosystem dynamics in more than 41 million acres of desert shrublands between the Rockies and the Cascade-Sierra chain. A fungus naturally associated with these Bromus species has been found lethal to the plants’ soil-banked dormant seeds. Supported by the Joint Fire Science Program (JFSP), researchers Susan Meyer, Phil Allen, and Julie Beckstead cultured this fungus, Pyrenophora semeniperda, in the laboratory and developed an experimental field application that, in some trials, killed all the dormant soil-banked Bromus seeds, leaving none to germinate the following year. Bark beetles are chewing a wide swath through forests across North America. Over the past few years, infestations have become epidemic in lodgepole and spruce-fir forests of the Intermountain West. The resulting extensive acreages of dead trees are alarming the public and raising concern about risk of severe fire. Researchers supported by the Joint Fire Science Program (JFSP) are examining the complicated relationship between bark beetles and wildfire, the two most influential natural disturbance agents in these forests. On October 15, 2011, OccupyTokyo protests took place in three different districts: Hibiya,Shinjuku, and Roppongi. Before the rallies began, protesters gathered in parkswhere organizers and participants gave speeches. They expressed solidarity withthe worldwide Occupy movement, criticized a widening economic gap in Japan, anddemanded a more just world. Protesters then took to the streets with theirplacards, drums, and megaphones to shout slogans to reclaim society for “the99%.”

The Baltic Sea is one of the world’s busiest waterways. An estimated 9 % of the world’s trade and 11 % of the world’s oil transportation passes through Baltic waters. It is estimated that this will increase by 64 % between 2003 and 2020. For example, the oil transportation has increased by 133 % between 1997 and 2008 and is now over 250 million tonnes per year. Plenty of shallows and narrow passages make parts of the Baltic Sea difficult to navigate. There are around 130 accidents each year, with 10 of these leading to pollution, mostly of oil. The …

Currently, the U.S. Department of Homeland Security (DHS) elicits probabilistic judgements from the intelligence community on actions terrorists may take to attack the continental U.S. For example, how likely is the adversary to choose agent 'x' over 'y' or target 'a' over target 'b'? Eliciting these types of judgements is difficult and time consuming. The National Academies and others have suggested that a better approach may be to elicit information on adversary's preferences, perceptions, and capabilities and use this information to calculate probabilities of interest to DHS. Disaster management agencies should be exemplars of learning given the volatility of their operating environment. However, there are cognitive, social, and organizational barriers that prevent these organizations from learning. The purpose of this article is to use the Caribbean Disaster and Emergency Management Agency (CDEMA) as an example of an organization that achieves double-loop learning in spite of known barriers. This research shows significant learning variations in the CDEMA organization from the regional to the national level. The results demonstrate that the CDEMA Coordinating Unit and a few national member agencies achieve double-loop learning, while the opposite is true for …

The contentious politics of the demolition of Lafitte public housing in post- Katrina New Orleans and its replacement with mixed-income properties is a telling case of the strategic conflicts housing advocates face in public housing revitalization. It reveals how the qualified outcomes of HOPE VI interact with local institutional and historical circumstances to confound the equity and social justice goals of housing and community development advocates. Very high traffic volumes may lead to extensive congestion during hurricane evacuations. Evacuation planners reduce this congestion by careful planning for multiple hurricane scenarios and assignment of evacuation routes and timing. This planning may be for naught if obstructions block key roadways. An advanced traveler information system (ATIS) may be used to guide evacuees to alternate routes, but how effective will that guidance be? Should the use of alternate routes be encouraged?
