In times of crisis, liberal democracies resort to authoritarian measures that undermine core democratic values. Dominant thought in the study of emergency-era law and politics appeal to a dichotomy of normal and exceptional times, to critique or justify the turn to sovereign decisionism. While this strategy seems clear-cut, the persistence of exceptional spaces and the crises that supposedly generate them challenge existing frameworks by blurring the line between norm and exception. This project explores the prospect of radical mutual aid, as a transformative response to the enduring crisis of modernity.

Flood events have significant implications for both population and environmental health. This dissertation aims to explore flood risk and its interaction with humans and the environment. The key questions addressed in this dissertation include improving the existing flood risk framework to better assess population vulnerability and associated risk. Additionally, it explores how interactions among risk components vary across spatial scales and regions, and how these variations influence overall flood risk. The dissertation also investigates how to design a vulnerability component specific to flooding within flood risk estimation. The overarching goal of this dissertation is to develop an integrated, simulation-driven framework to assess and enhance the resilience of interdependent transportation and healthcare systems before, during, and after natural hazards. By examining how spatial disruptions, social vulnerability, operational constraints, and infrastructure interdependencies affect access to and functionality of hospitals, this research offers a multifaceted evaluation of system performance under stress. This dissertation examines the impact of natural hazards, particularly floods, on the interdependent transportation and healthcare systems. In late September 2024, Hurricane Helene moved from Florida up the east coast of the United States. The hurricane struck land in the Florida panhandle, and moved north up through North Carolina. It passed over much of Georgia. The hurricane made landfall at around 11pm in Perry, Florida on Thursday, September 26. That night, it moved up through Georgia, and through to North Carolina. Governor Brian Kemp issued a state of emergency for Georgia, and later a state of emergency for 41 counties in Georgia. To improve understanding of the impact of natural hazards on the U.S. railway system, this project developed a comprehensive, geospatially precise dataset that maps historical hazard events to specific rail segments. The project provides insight into when, where, and how much damage natural hazards have inflicted on rail infrastructure across the country. While a rail-specific hazard database did not previously exist, this research combines data from the Geological Survey (USGS) Flood Events Database, Hydrologic Unit Codes (HUC), the National Centers for Environmental Information (NCEI) from the National Oceanic and Atmospheric Administration (NOAA), and the National Weather Service (NWS) forecast zones. …

As wildfires increase in frequency and severity in rural communities, disaster management agencies are seeking to collaborate with community-based organizations (CBOs) working with rural, low-income Latin@/e/x communities to build wildfire resilience. This qualitative case study examines the critical role of CBOs rooted in their local, predominately low-income Latin@/e/x communities as cultural brokers in supporting Latin@/e/x wildfire survivors following the 2020 "Mobile Home Parks" Fire in a rural county in Oregon. Drawing from 23 semi-structured interviews, three focus groups, a review of relevant documents, and participant observations, the research investigates how Latin@/e/x CBOs navigated the complex cultural landscape between wildfire survivors …

Unruly passenger behavior has become an increasingly common challenge for airline crews. According to the International Air Transport Association (IATA), more than 53,500 disruptive passenger incidents were reported globally in 2024, averaging one incident every 395 flights. In the U.S., the FAA recorded over 900 cases by mid-year, with more than 100 directly tied to intoxication. While the majority of flights operate without issue, the rise in verbal abuse, intimidation, and physical altercations is impacting both safety and morale in the skies.

OBJECTIVES: When unexploded ordnance (UXO) is embedded in the body, the effect of explosive weapons used in conflict is amplified. Though relatively rare, such events present potentially devastating consequences for the patient and medical providers as routine diagnostic and therapeutic procedures hold potential to initiate detonation of the embedded UXO (eUXO). The objective is to identify and synthesize available literature relating to the management of eUXO in low resource settings.

This fact sheet presents data on rainy day funds for fiscal year 2024 in the five Mountain West states of Arizona, Colorado, Nevada, New Mexico, and Utah, as originally reported in the 2025 Governing Magazine article, “Growth of State Rainy Day Funds Has Slowed Down.” These data capture the number of days each state could fund state government operations using only rainy day funds, which represent the money states set aside to maintain operations during economic downturns or fiscal stress.

This survey provides data on 2147 U.S. and 82 Canadian stormwater utilities. The data is intended to provide useful data to communities that wish to enact stormwater utilities. Different fee systems are examined with the goal of avoiding legal exposure. Recently, the major source of pre-disaster mitigation funds was eliminated. States should consider state-wide stormwater utilities to make up for this loss.

This report examines the resilience of women nano- entrepreneurs in Mindanao and explores the impact of access to finance and digital technologies on their business sustainability. Utilizing data from the Social Enterprise Development Partnerships Inc. (SEDPI) and focus group discussions (FGDs), the study identifies key challenges and coping mechanisms employed by women-led nano- enterprises. The findings provide actionable insights for policymakers and microfinance institutions (MFIs) to design targeted interventions that strengthen the sustainability of these enterprises, particularly in the face of economic and environmental shocks. The Qualitative Report

This study explores the barriers and facilitators of integrating women into the firefighting workforce, with insights drawn from both women and men firefighters in South Australia. The research focuses on challenges and supports encountered during recruitment and long-term retention of women in this male-dominated field. Data were gathered through semi-structured interviews with paid (career) firefighters, with a thematic analysis applied to transcriptions. Key themes identified included occupational challenges (barriers) such as lack of diversity, perception of women as “diversity hires,” ill-fitting uniforms and equipment, unconscious bias, and the hypermasculine culture of the workplace. Adults with intellectual and developmental disabilities (IDD) experience inequities in access to timely, accurate, and understandable information and communication technology (ICT), which increases risk for public health emergency (PHE)-related health disparities and impedes opportunities to achieve optimal health. This study assessed federal COVID-19 webpage accessibility levels and explored existing knowledge of and experience with filing accessibility complaints for federal ICT among adults with IDD. Through a mixed-methods approach, we evaluated compliance with accessibility standards for 18 federal agencies’ COVID-19 webpages (study 1) and interviewed 16 adults with IDD about experiences accessing federal webpages and filing accessibility complaints (study 2).
