The disruptions of the COVID-19 pandemic have both short- and long-term repercussions on higher education. To crystallize these impacts in a sector that was particularly vulnerable to the economic effects of the pandemic, this mixed methods study explores the intersection of international education and community college responses to the pandemic. Findings indicated that due to the pandemic, community college international education programs faced a reallocation of institutional resources, both financial and otherwise, which shapes the educational opportunities available to students and informs the institutional habitus of the US community college. University students have been an understudied population when it comes to the topic of emergency/ disaster preparedness. While there have been a few studies carried out to examine students’ perceptions of preparedness, the level of preparedness must be determined to be able to close the gap when it comes to barriers preventing them from being prepared. One hundred and eighty-seven undergraduate participants at a Midwestern university completed both online and in-person surveys in March 2022. A water main break that contaminated the Boston area's water distribution system prompted a four-day “boil water” order. To understand risk communication during this incident, 600 randomly sampled residents were mailed questionnaires, yielding 110 valid responses. This article describes how perceptions of different social stakeholders influenced whether respondents complied with the Protective Action Recommendation—PAR (i.e., drank boiled water), took alternative protective actions (i.e., drank bottled water or/and self-chlorinated water), or ignored the threat (i.e., continued to drink untreated tap water). Respondents perceived technical authorities (i.e., water utility, public health, and emergency management) to be higher on three social influence attributes …

The conventional wisdom on crises and their management suggests that while crisis can originate from myriad sources, they largely proceed according to predictable stages. This research examines consumers' compliance with behaviors that focus on preventing the spread of COVID‐19. Drawing on Protection Motivation Theory and research on efficacy, we find that, during a pandemic, consumers who have higher perceptions of response efficacy are less likely to engage in risky consumption behaviors (Study 1) and more likely to engage in protective consumption behaviors (Study 2). This effect is moderated by risk aversion, such that as risk aversion increases, COVID‐compliant behaviors increase even when consumers do not believe in their ability to effectuate change. The COVID-19 pandemic has heightened the necessity for pervasive data and system interoperability to manage healthcare information and knowledge. There is an urgent need to better understand the role of interoperability in improving the societal responses to the pandemic. This paper explores data and system interoperability, a very specific area that could contribute to fighting COVID-19. Specifically, the authors propose a unified health information system framework to connect data, systems, and devices to increase interoperability and manage healthcare information and knowledge. A blockchain-based solution is also provided as a recommendation for improving the data and system interoperability in healthcare.

In coastal cities, the damage stemming from hurricanes and severe tropical storms may reduce housing stock. Accelerating the reconstruction of housing stock becomes crucial in minimizing the time that residents are displaced. It is critical to understand how to better coordinate all available resources for an effective and balanced reconstruction where nongovernmental organizations (NGOs), government agencies, volunteers, and many other complex resources converge. Dispatch centers serve multiple functions within a community, dependent on the resources it controls. Centers operating in PC function as the primary 911 answering point, using “call-takers” and “dispatchers” to triage emergencies and respond the appropriate resources. Call-takers are trained personnel who are hired to answer 911 calls from the community, and input valuable information into a computer-aided dispatch (CAD) system, that geolocates the emergency location and provides historical information of emergencies at a given location.
