Students with Limited or Interrupted Formal Education (SLIFE) are a sub-group of English Learners (ELs). Policies related to the language education programming for secondary SLIFE in United States public brick and mortar schools were examined through applied policy research using Critical Discourse Analysis (CDA) for document analysis. Documents for this analysis included the 1990 Florida Consent Decree, District English Language Learner (ELL) Plans, as well as district English Speakers of Other Languages (ESOL) Programs, and a sampling of school based ESOL program information shared on public facing websites. Since 2016, refugees from the Congo Wars (RFCWs) have been one of the largestpopulations of refugees resettled in the United States. High-school aged RFCW students are, however, dropping out of Florida public high schools are alarmingly high rates. This study uses ethnographic methods such as interviews and participant observation to investigate educational challenges experienced by RFCW youth. During the COVID-19 pandemic, Virginia Governor Ralph Northam required all schools to close their doors from March 13, 2020, through the remainder of the school year, causing districts in the Commonwealth to create distance learning plans for PreK-12 education within a matter of weeks. The continued fluctuation of COVID-19 positive case numbers throughout the spring and summer led to several school districts choosing to open the 2020-2021 school year using a 100% virtual model for all students. Medellín and the Aburrá Valley are internationally recognized for their capacity to design bold projects regarding transportation and sustainability. However, the city's mobility dynamics show a different reality: the number of vehicles has grown steadily over the last 20 years. The metropolitan inhabitants spend 44% more time mobilizing in the city than 12 years ago and air quality has become the main challenge on the city's environmental agenda. This article explores the possibilities of network management to increase the capacity of business foundations to exert influence on the process of agenda-setting in public policies. This case illustrates how three foundations (Éxito Foundation, Alpina Foundation and ALAS Foundation) helped to coordinate one hundred civil society organizations to influence the Colombian National Development Plan (2018-2022). The case shows that business foundations can play an important role in setting the policy agenda by working as articulators of multiple fragmented actors of civil society. This article analyzes how leadership is practiced in social movement organizations (OMS). Drawing on Critical Leadership Studies, and based on qualitative empirical research conducted in the organizations of the Spanish 15M protest movement, we analyze leadership perceptions, tensions and practices in dealing with these challenges. Our findings indicate that leadership practices in the investigated OMSs are autonomous, reflective and rule-based. Emphasizing collective reflection and rules highlights two aspects of leadership in OMSs that have been largely ignored in the discourses. Nevertheless, they turn out to be important means to address the challenges of autonomous leadership.

In February 2021, Victoria Jackson and Matt Saenz of the Center on Budget and Policy Priorities published a report titled, “States Can Choose Better Path for Funding Higher Education Funding in COVID-19 Recession.” The report presents data on changes in state spending for higher education, and tuition costs for all 50 states between 2008 and 2019. This fact sheet explores data on higher education budget cuts and changing tuition costs for four-year institutions and community colleges in the Mountain West (Arizona, Colorado, Nevada, New Mexico, and Utah).

This study reviews factors that prior studies have identified or failed to consider as barriers to post-secondary success. The three main areas include academic success for Latinx students after high school, organizational systems and their impact on African-American students’ postsecondary readiness, and what workers think of their high school education with regards to career preparedness.

Five factors are identified as major barriers for Latinx students to continue in a higher education system. A survey of former students from Saint Louis, Missouri, and Dallas, Texas, metroplex area identified 56 Latinx students that participated in an initial survey. This led to a …

The Human Rights Campaign (HRC) and Equality Federation Institute compiled a 2020 Municipal Equality Index (MEI) that creates a scorecard measuring inclusivity and livability for members of Lesbian Gay Bisexual Trans Queer Intersex and Asexual (LGBTQIA+) communities who live and work in major U.S. cities and municipalities. For the purposes of this fact sheet, data for 10 Nevada municipalities are examined and ranked.

As high school college counselor caseloads increase, they have less time for consistent one-on-one counseling to support students with college planning. Thus, for many students – particularly those in large or under-resourced schools – the process is depersonalized, focused on simply distributing information. Drawing on narrative and ethnographic research, this paper explores a unique program that positions young people as paid college access professionals in their schools. Findings show that these students – Youth College Counselors (YCC) – make college planning a more student-centered, meaningful experience. The Effect Of School District Consolidation On Student Achievement: Evidence From Arkansas, Josh B. Mcgee, Jonathan N. Mills, Jessica Goldstein

School district consolidation is one of the most widespread education reforms of the last century, but surprisingly little research has directly investigated its effectiveness. To examine the impact of consolidation on student achievement, this study takes advantage of a policy that requires the consolidation of all Arkansas school districts with enrollment of fewer than 350 students for two consecutive school years. Using a regression discontinuity model, we find that consolidation has either null or small positive impacts on student achievement in math and English Language Arts (ELA). We do not find evidence that consolidation in Arkansas results in positive economies …

School choice is on the rise in many states. Since the start of the new millennium, many states have launched or expanded private school choice options, permitted and expanded independently operated public charter schools, eased restrictions on homeschooling, and enacted policies that allow and encourage various forms of public school choice. One thing that is not on the rise, unfortunately, is average student scores on the National Assessment of Education Progress (NAEP). Student performance on the assessments, typically called “The Nation’s Report Card,” were flat from 2001 until 2015 and have dropped slightly in both 2017 and 2019.

In the year 2008, the University of Ibagué launched several initiatives to articulate higher education with local development. The Programa Paz y Región (Peace and Region Program) is one of those initiatives and it is the focus of this article, whose purpose is to analyse this program in the light of two related concepts: university extension programmes and social responsibility (SR). Our analysis is based on a managerial perspective and our hypothesis is that “Paz y Región” responds to regional development in Tolima, Colombia, from a co-constructed perspective of extension programmes.

This research project presents a spatial competition model for Mexican presidential elections based on the effective number of parties and weighted and scalar polarization indices. The model makes it possible to construct a classification of candidates influences based on personality as an remainder unexplained by spatial ideological competition. In addition to classifying the candidates in the last three presidential elections by their personal influence, the authors offer predictions for future balloting based on change in ideological distribution. Suppositions of symmetrical ideological votes and a single dimension were used to build the model.
