En la actualidad, más del 40% de las personas en situación de pobreza en la Argentina son niños/as y adolescentes. En 2009, se creó la Asignación Universal por Hijo para Protección Social (AUH) para hacer frente a esta problemática al equiparar los derechos de los hijos/as de los trabajadores/as formales con los de los informales y desempleados. Este documento analiza la implementación de la AUH a nivel nacional y hace foco en la Provincia de Tucumán. Busca relevar las problemáticas asociadas a la pobreza y la desigualdad. Beginning from the framework of welfare state regimes in rich capitalist countries, this article radically redefines it and applies the new model to regions and countries which experience problematic states as well as imperfect markets. A broader, comparative typology of regimes (welfare state, informal security, insecurity) is proposed, which captures the essential relationships between social and cultural conditions, institutional performance, welfare outcomes, and path dependence. Using this model, different regions of the world (East Asia, South Asia, Latin America, and sub-Saharan Africa) are compared. For many poorer, partially capitalized societies, people’s security relies informally upon various clientelist relationships. Formalizing rights …

To achieve Higher Education Act Title V funding goals, policymakers must reconsider approaches, respond to Hispanic-Serving Institution (HSI) diversity, and prioritize servingness. This study investigated HSI heterogeneity across traditional performance metrics and student-engagement indicators using data sources previously only examined independently. A multi-step TwoStep cluster analysis revealed six clusters of HSIs. The two most important predictors of cluster membership were years with an HSI designation (transitioning and established) and institution type (associate, bachelor, and special focus). Key quantitative metrics may be useful for policy actors seeking an equity-minded Title V award strategy that considers HSI heterogeneity and prioritizes HEA Title …

There has been a significant increase in the number of Students of Color attending Catholic schools in the United States in the last forty years. However, only 17% of the professional staff in Catholic schools nationally are Teachers of Color (with about 9.6% identifying as Latino/a) (McDonald & Schultz, 2020). The racial gap between Students and Teachers of Color is a social justice issue (Berrios, 2016), and yet, research on why Teachers of Color are choosing to teach in Catholic urban schools and the motivating factors that sustain their work in hard-to-staff Catholic schools is limited.

Drawing on Bachrach and Baratz’s first and second faces of interest group power, we explore the relationship between teachers’ union power and reopening decisions during the fall 2020 semester in 250 large districts around the United States. We leverage a self-collected panel data set of reopening decisions coupled with measures of teachers’ union first face power (drawn from social media postings on teachers’ unions’ Facebook pages) and second face power (operationalized as district size, whether the school district negotiates a collective bargaining agreement with the teachers’ union, the length of the collective bargaining agreement, and the amount of revenue raised …

The coronavirus (COVID-19) pandemic has affected a number of institutions – one of which is Kennesaw State University (KSU). In the fall 2020 semester, KSU implemented safety protocols following the Centers for Disease Control and Prevention (CDC) as well as the University System of Georgia (USG) guidelines. A cross-sectional survey was sent out for faculty to complete at their own will regarding their thoughts on how the new guidelines are affecting their work as well as their safety while on campus. Comprised of three essays, my dissertation is linked by a common focus: the relationship between state or local governance arrangements and inequality or facets of social equity. I draw upon a range of literatures to motivate my research questions and inform my methodologies—welfare and social policy, public economics, intergovernmental relations, public finance and management.

Historically black colleges and universities (HBCUs) are among the least researched sectors of American higher education. This article addresses a portion of this knowledge deficit by focusing on the determinants of the full-time equivalent enrollments of 50 HBCUs between fiscal year FY 2005 and FY 2018 and then comparing them to a broad sample of 182 non-HBCUs. The most noteworthy specific results generated by our analyses are: (1) increased recruitment of white students by HBCUs may not hold the key to HBCU enrollment success; (2) the incomes of the households from which students emanate have a major positive influence on …

Magnet schools have served as one of the most important and widely-used desegregation tools throughout the United States. Each district, region, and state have varying degrees of implementation, policies, and goals for such schools; however, robust evidence of their effectiveness is needed. This study examines a single school district in Minnesota that uses magnet schools to meet a state desegregation order where five elementary magnet schools and five control schools were identified to understand the impact the magnet “treatment” has on achievement for students of color, English learners, and students receiving special education services. This paper examines the flow of intra-European Union (EU) students for doctoral (PhD) studies to identify reasons for differences in international student mobility and migration (ISM) among member states. Rather than conceptualising intra-EU PhD student ISM only through push–pull forces, we theorise the intra-EU PhD ISM is associated with relative levels of national resources or levels of capital. We investigate the intra-EU PhD ISM through dyadic country pairings allowing the use of Gravity models to estimate the effect of variables associated with stocks of capital ascribed to a country to the change in the number of PhD students.
