For the last twenty years, nearly every flagship university in the U.S. has been decreasing its share of in-state students and enrolling more students from out of state, a phenomenon I call the “Great Student Swap.” Using data from the Integrated Postsecondary Education Data System (IPEDS), I examine every “flagship” public university by comparing incoming first year students from 2002 through 2018 (those who would have graduated in the spring 2022 assuming the traditional four-year timeframe for completion). In this brief, we summarize recent research from OEP examining if using school- or district-level norms from state assessments would increase the racial and programmatic diversity of Arkansas students identified as Gifted and Talented (G/T). Using ten years of administrative data to analyze the outcomes of a local norms approach compared to the current G/T identification strategies, we find no consistent evidence that using a local norms approach for G/T identification would improve racial or programmatic diversity.

There is a continued crisis in public schooling in India’s low-income and socially disadvantaged communities. Schools are supposed to provide a safe and healthy environment conducive to learning that ultimately helps to disrupt the transmission of intergenerational poverty and leads to social and economic mobility among low-income and socially disadvantaged students. In practice, however, schools have served to disproportionately exclude marginalized populations from attaining quality education. In 2020, healthcare expenditures averaged $12,530 per person, up 9.7% from 2019. In 2018, 19% of U.S. households had medical debt with $2,000 being the median amount owed. Over half of adults between 18 to 64 years of age are estimated to experience some form of medical financial hardship including medical bills or debt, stress about medical bills, and delaying or forgoing treatment specifically due to cost. In a 2022 survey of 140 Medicaid and Marketplace members by researchers from the Social Policy Institute (SPI) and the Centene Center of Health Transformation, one-third of respondents reported having unpaid medical bills. …

Purpose: Suicide is a leading cause of death in children; youth who identify as LGBTQ+ are at an exponentially higher risk of suicide. The purpose of this study was to explore the lived experiences of young adults who identify as LGBTQ+ and sought emergency care for suicidality when they were adolescents.

Methods: Heideggerian hermeneutics phenomenology is the research method used in this study. Youth, ages 18-25 years, who identify as LGBTQ+ and sought emergency treatment for suicidality when they were adolescents (13-17 years) were recruited to participate;fifteen youth enrolled. This chapter examines the drivers of academisation in order to better understand the emergence, growth, and impact of academy schools in England. It traces the expansion of academy schools as part of ongoing educational reforms that were reinforced by a neoliberal narrative and facilitated by the state through subsidies and the underfunding and disinvestment of state-run schools. Many universities and K-12 public school systems express a significant, formal commitment to the ideals of diversity, equity, and inclusion (DEI). Relative to the emphasis on DEI in America’s educational institutions, however, there has been little research describing DEI trends and evaluating the efficacy of DEI bureaucracies. This three-chapter dissertation examines DEI trends that have been the subject of much discussion—but rarely studied empirically.

The school to prison pipeline is a phenomenon fed by exclusionary discipline practices that increase the likelihood that a student will have an interaction with the juvenile or criminal justice system at some time in their life; this phenomenon disproportionately affects Black students. Understanding the problem is key to slowing down the school to prison pipeline. This study of a school district in Missouri explores questions about how interpersonal relationships, implicit bias awareness, and school policies influence the learning environment, and how those factors relate to school discipline, which ultimately can lead to the school to prison pipeline. In this dissertation, I examine the link between pupil transportation policy and three outcomes.

The first paper exploits idiosyncratic variation in the percentage of weekdays that are instructional school days in a month and variation in pupil transportation spending within districts over time. I build a rich, monthly, longitudinal data set for congestion, school days, and transportation policy for 51 cities from 2013 to 2019 and find congestion is significantly higher on school days and pupil transportation alleviates congestion caused by school children's travel.

This dissertation is comprised of three essays on education and childhood health. Each chapter examines the effect of health or health insurance coverage during childhood on schooling outcomes. Chapters 1 and 3 estimate the impact of insurance coverage for disability-related healthcare on academic and behavioral outcomes for students with disabilities. Chapter 1 exploits variation in Medicaid coverage for mental and behavioral healthcare generated by the Rosie D. vs. Patrick class action lawsuit.
