Over the past two decades, Virginia has invested substantially in STEM education, in part through specialized programs focused on computer science and information technology (CS/IT). This study represents the first effort to identify Virginia’s specialized secondary CS/IT programs and examine them collectively. Findings from the statewide environmental scan indicate that the programs are delivered through a wide variety of institutional structures, including Governor’s STEM Academies, Governor’s Schools, specialty centers, and academies, but most often through Career and Technical Education (CTE) centers. Programs tend to be concentrated in metropolitan areas, and some rural divisions may not be served. The programs provide …

Virginia has an incarceration rate of 679 per 100,000 residents, the highest among independent democratic nations. This scoping review examines perspectives on post-secondary STEM education to promote STEM education within Virginia's correctional facilities, assesses programs to improve rehabilitation, reduce recidivism, and address systemic inequalities by developing the scientific potential of incarcerated individuals. The review finds that while STEM education in correctional facilities faces limitations, its potential benefits are being realized nationwide. Virginia has made strides through initiatives like House Bill 2158, which aims to expand higher education access for incarcerated individuals. Examples such as the programs at J. Sargeant Reynolds …

Student loans have increasingly become a burden on individuals. This qualitative analysis explores how structural inequities and financial literacy gaps influence U.S. student loan borrowers’ decisions to finance postsecondary education. The study highlights racial and economic disparities examining participants’ reflections on debt aversion and systemic barriers to equitable access. We asked why participants took out Federal student loans, asked about their decision processes when taking on debt, whether participants took any action to reduce accumulated debt, and if they’d made any discoveries about their decisions to take on student loan debt. This study examines how the geographic distribution of selective admissions schools (SAS) in Richmond, Virginia, affects student enrollment patterns and access to specialized education. It aims to (1) identify whether spatial distribution and transportation availability create barriers to accessing SAS and (2) evaluate possible solutions for improving access to specialty education. This study provides a comprehensive assessment of the graduate education sector, revealing that it is highly privatized, NCR-centric, and dominated by enrollment in Education and Business/Administration fields. The analysis confirms that the primary driver for this high demand, particularly in teacher education (which accounts for over half of all enrollment), is the use of graduate degrees as a key requirement for career advancement and promotion within agencies like the Department of Education (DepEd). Students from lower-funded high schools often enter college with lower levels of academic preparedness and limited access to advanced coursework, individualized advising, and extracurricular opportunities, all of which contribute to disparities in retention and academic success. Sexual harassment and assault, as defined by Title IX, are widespread issues in middle and high schools, yet schools often fail to provide sufficient education to students and staff about the policy and its protections (Grant et al., 2019). This quantitative study examined the relationship between students’ engagement in the arts and their engagement in both academic classes and the broader school community within a diverse, urban, public charter high school. Using survey data from 251 students in grades 9–12, analyses explored whether arts engagement was associated with academic and school-community engagement and whether these relationships differed across English Learner (EL), low-income (F/R), and foster-youth subgroups. Results revealed that arts engagement was moderately and positively correlated with both academic engagement and school-community engagement confirming consistent cross-domain associations. This study analyzes the modern day legacy of British colonial ruling structures on Indian educational outcomes. In directly ruled areas, the British retained total control, while Indian princes in indirectly ruled areas had administrative agency. I find that directly ruled districts have higher literate population shares across both genders over three census years, but no significant difference by 2011 in primary, secondary, and tertiary education, controlling for colonial geographic conditions. Gender-disaggregated results generally find stronger colonial effects for women than men. Using mixed methods, I assess the factors that contribute to the underreporting of sex harassment in elementary and secondary educational environments. I first use regional Title IX data to assess the impacts of Title IX resource access on several indicator variables, finding a positive impact on allegations and discipline cases when a harassment/bullying policy was made available online. Next, I seek to identify other factors that contribute to reporting or underreporting. To that end, I conduct organizational analysis and informational interviews. Across U.S. colleges, speech climates are poor. Self-censorship and discomfort expressing views are common. At the same time, we find wide variation in speech climates across different institutions. This study is the first to identify factors that predict variation in speech climates. Drawing on data from multiple sources, including a survey of 58,807 undergraduates across 257 colleges and universities from the Foundation from Individual Rights and Expression (FIRE), this study constructs a first-of-its-kind dataset to test three core theories of self-censorship found in the literature—student-centric theories, faculty-centric theories, and administrator-centric theories. This thesis examines the competitive effects of Arizona’s targeted Empowerment Scholarship Account (ESA) program, which operated from 2012 to 2022, on public school performance. Under this program, students attending D-rated or F-rated schools were made eligible for school vouchers. I analyze both short-term (2015) and longer-term (2019) impacts. Using a sharp regression discontinuity design centered on the threshold between C- and D-rated schools under Arizona’s A–F school rating system, I estimate the effect of voucher eligibility on standardized test outcomes in English Language Arts and Math, as measured by the AzMERIT assessment. Research on academic capitalism has critiqued the commodification of knowledge, but it has not critiqued assetization. The difference between commodification and assetization is more than a technical distinction. Extracting value from assets requires a different regime of coordination than what is required for extracting value from commodities. Through an analysis of 132 texts related to the online course review process at 16 research universities in the USA, I propose and problematize an online learning assetization regime which transforms discipline-based knowledge into digital content that can be owned, controlled, and managed as a university asset. Drawing on notions of social capital, insider knowledge embedded in "the grapevine", and the "labor of choice", this study examines interpretive assistance in the context of families' K-12 school decisions. It uses a qualitative case study of NGO navigator services, which provide school choice counselling primarily to low-income families of colour, to develop theoretical propositions related to the characteristics and potential benefits of interpretive assistance. As some researchers and conservative-leaning think tanks call for investing in navigator services, it is important to deepen our understanding of "high-touch" informational supports aimed at mitigating demand-side inequities in school choice.

School counseling district leaders (SCDLs) are instrumental in shaping district policy, supporting school counselors, and interfacing with both internal and external constituents; as such, their systemic lens is of particular importance, given the K-12 pushback on diversity, equity, and inclusion (DEI) occurring at the state- and district-levels.
