The school to prison pipeline is a phenomenon fed by exclusionary discipline practices that increase the likelihood that a student will have an interaction with the juvenile or criminal justice system at some time in their life; this phenomenon disproportionately affects Black students. Understanding the problem is key to slowing down the school to prison pipeline. This study of a school district in Missouri explores questions about how interpersonal relationships, implicit bias awareness, and school policies influence the learning environment, and how those factors relate to school discipline, which ultimately can lead to the school to prison pipeline. The purpose of this study was to examine the teacher bathroom dilemma, a term I coined to describe teachers not having adequate access to the bathroom during their workdays. While this issue is widely known by those in the profession, only a handful of articles have been written on this topic. The teacher bathroom dilemma is part of a litany of working conditions that have intensified due to the neoliberal turn in education, forcing teachers to perform precarious actions that endanger their physical and psychological health. In this dissertation, I examine the link between pupil transportation policy and three outcomes.

The first paper exploits idiosyncratic variation in the percentage of weekdays that are instructional school days in a month and variation in pupil transportation spending within districts over time. I build a rich, monthly, longitudinal data set for congestion, school days, and transportation policy for 51 cities from 2013 to 2019 and find congestion is significantly higher on school days and pupil transportation alleviates congestion caused by school children's travel.

This dissertation is comprised of three essays on education and childhood health. Each chapter examines the effect of health or health insurance coverage during childhood on schooling outcomes. Chapters 1 and 3 estimate the impact of insurance coverage for disability-related healthcare on academic and behavioral outcomes for students with disabilities. Chapter 1 exploits variation in Medicaid coverage for mental and behavioral healthcare generated by the Rosie D. vs. Patrick class action lawsuit. The resulting reforms improved outcomes for students diagnosed with an emotional disturbance and enabled them to be educated in more inclusive settings. The attendance rate for students with …

However, prior research shows that education grants are not always effective, and the resources distributed to school districts are often not efficient. This study’s purpose was to investigate school-level behavioral outcomes in relation to the proportion of Black teachers and students in U.S. schools. Negative school outcome and academic achievement gaps are well-documented. However, many of these studies utilized small, localized populations; my research used national data and focused on the problem behaviors in school. Drawing from Critical Race Theory, I hypothesized that a greater proportion of Black teachers would reduce school student problems and negative behaviors (e.g., student verbal abuse of teachers, widespread disorder in classrooms). Researchers have attempted to understand the contributing factors that lead to teacher movement and attrition, yet a knowledge gap exists between understanding the problem and finding solutions. The aim of this study was to investigate how implementing trauma-informed practices in the workplace impacts teacher mobility and attrition. As policy-makers grapple with whether or not to forgive student debt, for who, and how much, it is important to explore how student debt forgiveness would relate to intended household decisions and behaviors. We conducted a survey experiment that asked participants with student debt to imagine a scenario in which the federal government forgave a certain amount of student debt. We then had these participants report on how this would affect their decisions and behaviors. 1,053 participants were randomly assigned to one of four conditions that offered $5,000, $10,000, $20,000, and complete debt forgiveness. Teacher racial diversity has been widely considered important in education. However, it remains unclear to what extent and how teacher racial diversity has been addressed at the federal, state, and district levels. In this study, we employed text mining to collect and analyze over three million documents at the federal, state, and district levels. We found that while students of color had disproportionately less access to racially diverse teachers, the documents under our analysis insufficiently discussed the recruitment and retention of racially diverse teachers. Our findings also reveal that education agencies at the federal, state, and district levels paid scant …
