Equity is an American ideal, one that is considered the cornerstone to good governance (Gooden, 2011). Achieving equity requires the eradication of racial disparities in opportunities and outcomes, particularly in education. The Clarification Of Proposition 209: Gauging The Impact On Native Americans At The University Of California, Charles R. Herman

Proposition 209 banned the consideration of race or ethnicity in admission decisions to the University of California (UC). The UC “clarified” their policy in 2008, recognizing that Native Americans enrolled in a federally recognized tribe enjoy a political status that enables them to be offered affirmative action, even when the consideration of race or ethnicity is banned. The Clarification led to a statistically significant surge in the Native American applicant share, acceptance rate, admit share, and enrollment share. Enrollment share increased by 56% from 2008 to 2010 at the UC, even as the three-tiered California system of higher education saw …

Contested Narratives: Theoretical Foundations For A Predictive Model Of Policy Content, Raul Antonio Medellin

This work introduces a model to analyze policy making as an iterative narrative contestation process from which policy content can be forecasted. A theoretical foundation for the validity of introducing the Contested Narratives Forecast Model (CNF) as a new theoretical model for policy analysis is established using Lakatos' Methodology of Scientific Research Programs (MSRP). Next, an argument is made that the theoretical frameworks on which the CNF is based are not only ontologically compatible, but they also complement each other to neutralize some of their greatest weaknesses. On 21 September 2012, California Assembly Bill 2193 was approved by Governor Jerry Brown. The bill added sections to California’s Education Code defining the terms long-term English learner and English learner at risk of becoming a long-term English learner. It mandated that the Department of Education collect data on the number of students corresponding to both new categories and report those data to school districts. Research focusing on students with learning disabilities is abundant for secondary and higher education. Studies utilizing data on students with psychological disorders cover secondary and 4-year university education. However, community college students with psychological disorders and their perception of online classes is an area of educational research which lacks data. Students across a wide spectrum of psychological disorders tend to find learning challenging. The community college's learning environment may best fit their learning styles. With modem educational innovations, the online learning methods must take into consideration the unique psychosocial, cognitive, and academic needs of the community college student population.

This quasi-experimental value-added study provided evidence for the predictive validity of the Massachusetts MTEL General Curriculum Mathematics Subtest by finding an association between the licensure test results of 130 teachers and the growth of their 2640 grade 4 and 5 students. The study took advantage of a natural experiment that arose due to a policy change made by the Massachusetts Department of Elementary and Secondary Education (MADESE) in response to the initial administration of a new highly rigorous math-specific licensure subtest for elementary and special education teachers in March, 2008. The GPA measure, we believe, is a better representation of student achievement on statewide standardized exams. In this report, we are presenting a list of the top 25 schools in each area. In some cases, these "top 25 lists" will contain more than 25 schools as some schools' GPA scores will be identical. This is not a new phenomenon, as we also exceeded 25 schools in previous reports when using the percent proficient and advanced metric as an indicator for student achievement; however, there are fewer ties using the more precise GPA measure.

This study begins with a review of court cases that have helped shape public education in America. Following the review is an analysis of federal reform in education from 1965 to the present, paired with educational leadership literature to highlight a disparity in what federal mandates and state policies have in place for accountability measures. The study ends with a state analysis of Illinois and Iowa to find the strengths and weaknesses of state policy in the area of principal accountability.

We describe a rural/micropolitan example of the intertwining of school consolidation and demographic change with exacerbated segregation and inequality. To do this we consider Dawson County, Nebraska, which hosts the state's most Latino/a school district (Lexington) and which saw its number of schools decline from 37 to 19 during this century's first decade, and the number of local school districts lessened from 18 to 5. In particular, we call attention to the irony that consolidation was pursued with an explicit call for more equality in schooling in Dawson County (Swidler 2013) and yet population concentrations and variation in expenditures seemed …

Conclusion

The research on behavior contracts suggests that the procedure is a positively oriented intervention for students with problematic and disruptive behaviors. Behavior contracts are also a tool in which students can generate input in deciding their own goals and rewards for academic and behavioral performance. In addition, behavior contracts are often a smaller element of a larger intervention package that is used to gain compliance and reward the student for adhering to and participating in the intervention. Although much of the research on behavior contracts is outdated and uses small participant sample sizes, behavior contracts may serve to increase …

On January 10, 2013 the elected leadership of Southern Nevada met to discuss the region’s governance, K--‐12, higher education, infrastructure, economic development, and health care needs. From that bipartisan discussion emerged policy priorities for the 77^th Session of the Nevada Legislature. This report examines the degree to which the region’s elected senators and assembly members advanced these priorities and represented the interests of Southern Nevada in state government.

To accomplish this task, Tripp Umbach evaluated multiple medical school development models in order to recommend the optimal model that would provide the greatest economic impact to the state of Nevada and the Las Vegas Metropolitan area.
