Nonstationary panels have been widely used in empirical studies in macroeconomics and finance. This paper considers multiple structural changes in nonstationary heterogeneous panels with common factors. Kapetanios, Pesaran, Yamagata (2011) showed that unobserved nonstationary factors can be proxied by cross-sectional averages of observable data. This means that unobserved error factors can be treated as additional regressors, and different break points in slopes and error factor loadings can be considered as multiple breaks in linear regression models with panel data. We generalize the least squares approach by Bai and Perron (1998) to nonstationary panels and show that the break points in …

Some scholars and jurists theorize that Delaware’s commitment to a politically balanced judiciary increases the state’s attractiveness to out-of-state corporations and adds value to Delaware-chartered firms. This study explores the complexity in the trade-offs between military expenditure, healthcare expenditure, and GDP growth across select Asian nations and major weapon-exporting countries, examining how nations allocate finite resources between national security and human well-being over the past two decades. Using a systems science approach, the research integrates Granger causality testing to analyze temporal and directional relationships among GDP growth, military expenditure, and healthcare expenditure, uncovering their dynamic interdependencies. The methodology includes trend and slope analysis, Granger causality testing, outlier detection, and clustering to identify heterogeneity in resource allocation strategies. Insufficient investment by the private sector, especially in manufacturing, has been a major cause of worry for policy makers in India. Not only does such underinvestment affect macroeconomic growth negatively, but it also affects job creation adversely which is a serious concern for a country like India with a growing working age population. This paper studies the impact of economic policy uncertainty on underinvestment by Indian manufacturing firms. Economic policy uncertainty is found to encourage underinvestment by Indian firms significantly, but the relationship is not linear. This study examines the relationship between gender inequality in Egypt's workforce and productivity across various sectors. Utilizing a comparative research design, the analysis employs quantitative data from sources such as the World Bank and the International Labor Organization. Key indicators of gender inequality—including the gender pay gap, the percentage of women in managerial positions, and female labor force participation rates—are correlated with productivity metrics like GDP per capita and productivity per employee (Figure 3). Findings reveal a strong negative correlation between the gender pay gap and productivity, with sectors exhibiting smaller pay disparities achieving higher productivity levels. Human capital theory posits that investments in health and education are complementary. Health investments boost education demand, thereby increasing educational expenditures. Drawing on this theory, this paper examines the impact of health coverage on three aspects of household educational investments: (a) the share of educational expenditures, (b) the level of educational spending, and (c) the probability of taking an educational loan. Using a health insurance scheme in India, this study employs a modified difference-in-difference strategy and two waves of the Indian Human Development Survey (2004-05 and 2011-12). In this study, we develop the argument that geographic distance between the state and local governments undermines the state's capacity to influence the implementation of state policies by local organizations. Drawing from information economics and the attention-based view, we propose that physical distance reduces the state's monitoring effectiveness through two interrelated mechanisms: information asymmetry and state leaders' inattention to distant issues. Using data of Chinese public firms' implementation of environmental activities between 2008 and 2016, we find that firms conduct fewer environmental activities required by the state when they are regulated by local governments that are more geographically distant to …

In the United States, over 100,000 people die from drug overdoses every year. County fiscal policies, particularly police spending and revenue generated from fines and forfeitures, not only shape the resources available for health interventions but may also influence how those resources are used to prevent overdoses. This brief highlights findings from a study that used data from the U.S. Census of Governments to examine how counties use of extractive policing practices (fines and forfeitures) as well as spending on health and policing were related to opioid overdose deaths from 2017 to 2020. This quantitative study examines the impact of adaptive governance measures taken by county governments in Texas on their Gross Domestic Product (GDP). The measures were selected based on their fit to adaptive governance theory. The years from 2013 to 2023 are covered, as they encompass the economic shock caused by the COVID-19 pandemic. Indonesia allocates substantial intergovernmental transfers to local governments; nonetheless, the decrease in poverty remains limited. This dissertation posits that the binding constraint is institutional, specifically the regulations and incentives that dictate the extent to which funds are allocated from the government to designated programs. Institutional pass-through refers to the fraction of a transfer that is allocated to a program expenditure. The three essays integrate estimation, budget composition evidence, and a formal model to explain both modest average effects and heterogeneity across regions and programs.

What Role Do Finance Ministers Play In Political Business Cycles? Evidence-Based On A New African Dataset, Christine Olivia Strong

This study investigates how the personal characteristics of finance ministers influence political budget cycles in Africa. Using a new dataset covering 300 finance ministers across 23 countries from 1980 to 2020, we find that political budget cycles primarily take the form of increased government consumption during election years. Ministers with prior central banking experience are less likely to amplify spending in election years, effectively curbing political budget cycles. These results remain consistent after accounting for institutional quality, ministerial tenure, and other confounding factors. Today, the President regularly bypasses not only Congress but also the executive branch’s own administrative agencies and directly imposes sweeping new economic regulations. President Biden, for instance, created new regulatory regimes governing producers of artificial-intelligence technologies, companies that trade in or hold the personal information of U.S. citizens, and companies that can increase the production of energy-efficient equipment and technology.
