Cybersecurity threats to the nation are growing in intensity, frequency, and severity and are a very real threat to the security of the country. Academia has responded to a wide variety of homeland security (HS) threats to the nation by creating formal curricula in the field, although these programs almost exclusively focus on physical threats (e.g., terrorist attacks, and natural and man-made disasters), law and policy and transportation . Although cybersecurity programs are commonly available in U.S. colleges and universities, they are invariably offered as a technical course of study nested within engineering (or other STEM) programs. The following essay lays out an argument for program level accreditation in academic homeland security (HS) programs. Admittedly, neither the practice nor the educational components of the HS discipline are standardized. Indeed, a recent analysis by the Congressional Research Service indicates that there remain several operational definitions of HS in practice. Regardless, this paper provides rationale which argues that after roughly eight years, academic HS has developed enough to be able to identify and support a distinct set of student learning outcomes— knowledge, skills and attitudes—that can both characterize and define the discipline.

I inquire into Samuel P. Huntington’s clash of civilizations theory as outlined in his landmark The Clash of Civilizations. I explore conflicts starting at the end of the Cold War to 2007 in order to examine whether Huntington’s theory has been materializing (there is a marked increase in conflicts between Civilizations, and they have become more intense) or if the face of conflicts has stayed relatively similar to Cold War era clashes. Affected states, with the support of the international community, have achieved real progress in addressing the threat of mines and ERWs, including cluster munitions. This has been reflected most notably by the drastic reduction in casualties over the last two decades, as well as by increased national capacity, advances in the universalization of various treatises and conventions and enhanced cooperation amongst mine action actors.

The United States’ counterterrorism efforts have been framed in various ways in the media and politics, and each framing metaphor varies in its ability to accurately describe counterterrorism (Kruglanski, Crenshaw, Post, & Victoroff, 2007). Each frame also may have effects on the way the public perceives, responds to, and finds acceptable in counterterrorism. One common framing metaphor in American politics is counterterrorism as a “War on Terror.” Terror Management Theory (TMT) predicts that reminding people of mortality has predictable effects on their opinions and behavior. As a government institution, the United States (US) Department of Defense (DOD) wields powerful influence on private sector organizations in the defense industry beyond the implications of public policy. In our conceptual research, we study the DOD as a key customer stakeholder in these organizations and investigate the influence of its military culture on these private sector organizations. By analyzing the culture of the DOD, we uncover a new dimension, sense of duty, not previously studied in mainstream organization literature. The 12MSP was a formal meeting of the 160 States which had, as of the time of the meeting, accepted the 1997 Convention on the Prohibition of the Use, Stockpiling, Production and Transfer of Anti-Personnel Mines and on their Destruction. It was held in accordance with Article 11 of the Convention and pursuant to the decisions of the 2009 Second Review Conference and the 2011 Eleventh Meeting of the States Parties (11MSP).
