Affected states, with the support of the international community, have achieved real progress in addressing the threat of mines and ERWs, including cluster munitions. This has been reflected most notably by the drastic reduction in casualties over the last two decades, as well as by increased national capacity, advances in the universalization of various treatises and conventions and enhanced cooperation amongst mine action actors.

Significant challenges remain but these achievements constitute major opportunities to accelerate the realization of a world free of these threats.

ITF Enhancing Human Security (ITF) is a humanitarian, non-profit organization devoted to the elimination of threat from post-conflict and disruptive challenges, including landmines, explosive remnants of war (ERW) and the illicit ownership and use of small arms and light weapons (SALW), in South-East Europe and other affected regions in the world.

Established by the Government of the Republic of Slovenia in March 1998, the initial purpose of ITF was to help Bosnia and Herzegovina in the implementation of the peace agreement and to provide assistance and support in relation to post-conflict rehabilitation.

In Mozambique APOPO has been instrumental in clearing Gaza Province of landmines and Explosive Remnants of War (ERW) to the point where Gaza has been declared “Impact Free”. The teams have since been deployed to other Provinces within the country to continue their efforts with the aim of assisting Mozambique to achieve full compliance with its Anti-Personal Mine Ban Convention obligations by December 2014.

Emergency management consists of four phases—mitigation, preparedness, response, and recovery. Sheltering is an aspect of the response phase. Response involves activities from many different organizations—local, volunteer, state, and federal. The initial response to a disaster is from local emergency management organizations. The American Red Cross, as chartered by the federal government, is primarily responsible for providing initial shelter and food to the affected population during a disaster.

Ever since the devastating attacks of 9/11, America has made terrorism prevention a top priority, and the Department of Homeland Security has transferred billions of dollars to states in Domestic Preparedness and Anti-Terrorism programs. However, there has been much debate on how these funds are allocated, many speculating that some states receive more funding than others as “pork.”

In March 2013, GICHD and the Norwegian Refugee Council (NRC) undertook a joint mission to South Sudan on land rights and mine action in order to provide mine action organisations with analysis on land related conflict and practical guidance on how they can ensure their mine action operations “do no harm” and take land issues into consideration. This report summarises the key findings and recommendations from that mission.

The United States’ counterterrorism efforts have been framed in various ways in the media and politics, and each framing metaphor varies in its ability to accurately describe counterterrorism (Kruglanski, Crenshaw, Post, & Victoroff, 2007). Each frame also may have effects on the way the public perceives, responds to, and finds acceptable in counterterrorism. One common framing metaphor in American politics is counterterrorism as a “War on Terror.” Terror Management Theory (TMT) predicts that reminding people of mortality has predictable effects on their opinions and behavior. The following essay lays out an argument for program level accreditation in academic homeland security (HS) programs. Admittedly, neither the practice nor the educational components of the HS discipline are standardized. Indeed, a recent analysis by the Congressional Research Service indicates that there remain several operational definitions of HS in practice. Regardless, this paper provides rationale which argues that after roughly eight years, academic HS has developed enough to be able to identify and support a distinct set of student learning outcomes— knowledge, skills and attitudes—that can both characterize and define the discipline.

As a government institution, the United States (US) Department of Defense (DOD) wields powerful influence on private sector organizations in the defense industry beyond the implications of public policy. In our conceptual research, we study the DOD as a key customer stakeholder in these organizations and investigate the influence of its military culture on these private sector organizations. By analyzing the culture of the DOD, we uncover a new dimension, sense of duty, not previously studied in mainstream organization literature. The 12MSP was a formal meeting of the 160 States which had, as of the time of the meeting, accepted the 1997 Convention on the Prohibition of the Use, Stockpiling, Production and Transfer of Anti-Personnel Mines and on their Destruction. It was held in accordance with Article 11 of the Convention and pursuant to the decisions of the 2009 Second Review Conference and the 2011 Eleventh Meeting of the States Parties (11MSP).
