The Open Access (OA) movement’s impact on scholarly communication has reached a tipping point. Increasingly, legal requirements such as the Illinois Open Access law (Public Act 098-0925) mandate open access to state funded research, and funding agencies are obliging researchers to preserve data in accessible platforms. In addition, publisher-driven “gold OA” and free-access “green OA” require researchers to navigate complicated options for copyright control. Meanwhile, new OA “scholars networks” offer possibilities for collaboration of which scholars may be unaware. Identifying The Effect Of Open Access On Citations Using A Panel Of Science Journals, Mark J. Mccabe, Christopher M. Snyder

An open‐access journal allows free online access to its articles, obtaining revenue from fees charged to submitting authors or from institutional support. Using panel data on science journals, we are able to circumvent problems plaguing previous studies of the impact of open access on citations. In contrast to the huge effects found in these previous studies, we find a more modest effect: moving from paid to open access increases cites by 8% on average in our sample. The benefit is concentrated among top‐ranked journals. In fact, open access causes a statistically significant reduction in cites to the bottom‐ranked journals in …

With the rise of alternate discovery services, such as Google Scholar, in conjunction with the increase in open access content, researchers have the option to bypass academic libraries when they search for and retrieve scholarly information. This state of affairs implies that academic libraries exist in competition with these alternate services and with the patrons who use them, and as a result, may be disintermediated from the scholarly information seeking and retrieval process. Aaron Hillel Swartz (November 8, 1986 – January 11, 2013) was an American computer programmer, writer, political organizer and Internet Hacktivist.

Swartz was involved in the development of the web feed format RSS, the organization Creative Commons, the website framework web.py and the social news site, Reddit, in which he became a partner after its merger with his company, Infogami. Swartz's later work focused on sociology, civic awareness and activism.

For academic libraries wishing to extend their outreach, existing and potential short-term, project-based collaborations are the low-hanging fruit. Such partnerships include student organizations, various institutional offices, and councils of one kind or another.
