Over the last few decades, many states in sub-Saharan Africa have adopted draconian anti-migrant policies, leaving refugees and migrants vulnerable to violence, harassment, and economic exploitation. These policies represent a shift from the relatively hospitable attitude shown by many African nations in the immediate post-colonial period. Explanations at the local level do not adequately explain the pervasiveness of these changes or why many developing states are now replicating the migration discourse and practices of the global north. This paper argues for the codification of politically induced famine as a crime against humanity. We use the term “state sponsored famine” to reflect the conceptualization of famine as not merely nature-induced but also as a willfully orchestrated state policy. The specification of faminogenic practices as criminal would subject perpetrators to international jurisdiction and provide deterrence to future offenders. We review traditional conceptualizations of famine as a geophysical event. We explore Amartya Sen’s concept of famine as caused by the collapse of individual entitlement and market exchange dynamics; we also discuss commentary on Sen’s approach. I conducted my research for this paper during a three-‐week internship at the Pat Finucane Center in Derry. I gathered evidence from a series of declassified British government documents provided to me by the center. I focus my study on the British government’s attitude towards sectarian assassinations, particularly committed by loyalist paramilitaries, in the first part of the 1970’s. I examine the issues of responding to international pressure, framing the problem, evaluating security force effectiveness, and screening strategies. I find that in the public sphere, the British government hid information to downplay the severity of loyalist-‐led murder campaigns and instigated …

The chief aim of this study is to establish a working knowledge of contemporary Tibetan poetry and attain a sense of its development both chronologically and through displacement via diaspora. This is achieved by a brief analytical comparison between traditional and modern forms of Tibetan poetry on the basis of structure, language, content, themes, functions and uses. This essay examines the reformulation of colonial ideologies in National Geographic Channel’s Locked Up Abroad, a documentary program that chronicles the narratives of Westerner travelers incarcerated in foreign nations. An analysis of Locked Up Abroad evinces neocolonialism in contemporary media culture, including the historic association between dark-skin and savagery, the backwardness of the non-Western world, and the Western imperative to civilize it. The program’s documentary techniques and framing devices sustain an Otherizing gaze toward non-Western societies, and its portrayals elide a critical analysis of colonialism in its present forms.
