A Financial Impact Assessment Of Ld 1725: Stream Crossings Presentation, New England Environmental Finance Center

This report looks at the potential financial impact of LD 1725 on the estimated 30,000 stream crossings in the State of Maine that would be affected by the law. Our research for this report included the analysis of nearly 2000 stream crossings and the data collection necessary for the development of extensive stream crossing replacement cost models. We found that the 1.2 bankfull requirements in LD 1725 would result in a 75% ‐ 250% increase in structure widths for stream crossing projects across the state. An upsize of this magnitude would increase the cost of replacing stream crossings statewide by …

Fuel treatments in riparian areas pose distinct challenges. Riparian areas are protected by administrative regulations, many of which are largely custodial and restrict active management. However, riparian areas have also been affected by fire suppression, land use, and disturbance and manipulative treatments of fuels may be needed to maintain riparian biodiversity and restore valued functions. This project is a synthesis of the current knowledge regarding fuels treatments in riparian areas of the interior western USA. Social factors, such as farming methods, have an impact on farm vulnerability to drought, but have received little research or policy attention. Some researchers and advocates have argued that sustainable agriculture systems are less vulnerable to climate risk than conventional systems because sustainable agriculture requires producers to have skills promoting adaptability. In this paper, we investigate producers’ perceptions on the use of sustainable agriculture in reducing drought risk, and what they believe would help them better adapt to drought. Drought monitoring, assessment, response, mitigation, adaptation, and early warning systems have been created in a number of countries around the world, and some regional and continental efforts have been successful. However, the creation of a Global Drought Early Warning System (GDEWS) remains elusive. A GDEWS incorporates forecasting and research improvements, in addition to monitoring, impact, planning, mitigation and adaptation and recovery information. At a series of workshops in 2010, the U.S. National Integrated Drought Information System (NIDIS) agreed to take the first step toward a GDEWS, the formation of a Global Drought Monitoring Portal (GDMP). The Umited States Army Corps of Engineers, Omaha District, as part of the Missouri River Bank Stabilization and Navigation Mitigation Project, has constructed 17 off-channel chutes along the channelized Missouri River, downstream from Sioux City, Iowa, to increase habitat diversity. The relation between channel width and stream physical habitat in the lower Platte River in eastern Nebraska was studied as part of the lower Platte River Cumulative Impact Study. The purpose of this component was to document the grain-size distribution of sediment deposited as specific types of physical features, such as sandbars, banks, and stream beds within different hydraulic habitats, within the lower Platte River system. In so doing, the major sources of sediment for sandbar creation downstream are described. This report is a release of digital data from a helicopter electromagnetic and magnetic survey conducted by Fugro Airborne Surveys in areas of eastern Nebraska as part of a joint hydrologic study by the Lower Platte North and Lower Platte South Natural Resources Districts, and the Umited States Geological Survey (USGS). The High Plains aquifer, underlying almost 112 million acres in the central United States, is one of the largest aquifers in the Nation. It is the primary water supply for drinking water, irrigation, animal production, and industry in the region. Expansion of irrigated agriculture throughout the past 60 years has helped make the High Plains one of the most productive agricultural regions in the Nation. Extensive withdrawals of groundwater for irrigation have caused water-level declines in many parts of the aquifer and increased concerns about the long-term sustainability of the aquifer.

2011 led to substantial changes in abundance and distribution of unvegetated sand habitat. This river system is a major component of the breeding range for interior Least terns (Sternula antillarum; “terns”) and piping plovers (Charadrius melodus; “plovers”), both of which are Federally listed ground-nesting birds that prefer open, unvegetated sand and gravel nesting substrates on sandbars and shorelines. The 2011 flood inundated essentially all tern and plover nesting habitat during 2011, but it had potential to generate post-flood habitat conditions that favored use by terns and plovers in subsequent years. The High Plains aquifer underlies 111.8 million acres (175,000 square miles) in parts of eight States—Colorado, Kansas, Nebraska, New Mexico, Oklahoma, South Dakota, Texas, and Wyoming. The area overlying the High Plains aquifer is one of the primary agricultural regions in the Nation. Water-level declines began in parts of the High Plains aquifer soon after the onset of substantial irrigation with groundwater from the aquifer (about 1950 and termed "predevelopment" in this fact sheet). By 1980, water levels in the High Plains aquifer in parts of Texas, Oklahoma, and southwestern Kansas had declined more than 100 feet (ft) (Luckey and …

Karst hydrology provides a unique set of surface and subsurface hydrological components that affect soil moisture variability. Over karst topography, surface moisture moves rapidly below ground via sink holes, vertical shafts, and sinking streams, reducing surface runoff and moisture infiltration into the soil. In addition, subsurface cave blockage or rapid snowmelt over karst can lead to surface flooding. Moreover, regions dominated by karst may exhibit either drier or wetter soils when compared to nonkarst landscape. Perchloroethylene (PCE), is a colorless, nonflammable, and relatively insoluble chlorinated solvent once widely used for dry cleaning and metal degreasing operations. Because of its past widespread use, poor solvent management practices, and environmental persistence, PCE is a common contaminant found in groundwater supplies. Potential health concerns include liver problems and increased cancer risk.

This research paper presents the findings of an effort to better characterize the spatial, temporal, and transport attributes of a PCE groundwater plume that exists within the Devonian aquifer underlying the University of Northern Iowa campus and the surrounding area in Cedar Falls, Iowa. Amargosa Desert, Nevada regional groundwater studies show that the surface runoff infiltration occurring in the arroyos following runoff producing storms, and this infiltration is considered to be a major source of groundwater recharge. Groundwater infiltration through alluvium was investigated in the Amargosa Desert using borehole drill cuttings, groundwater chemistry, and applying a novel method for collecting runoff water. The sampling process included sediment, precipitation, and runoff water. In total, 176 runoff, 182 sediment, and 45 precipitation samples were collected between January, 2009 and January, 2011.Water chemistry, chloride concentrations, and stable isotopes of water collected from specially designed runoff samplers, placed …

Chemical Evolution And Residence Time Of Groundwater In The Wilcox Aquifer Of The Northern Gulf Coastal Plain, Estifanos Haile

This study aims to integrate groundwater geochemistry and mathematical modeling to determine the dominant geochemical processes and groundwater residence time within the Wilcox aquifer in the northern Gulf Coastal Plain. Groundwater samples were collected and analyzed for major ion chemistry, stable isotopes (18O, 2H, and 13C), and radioisotope 36Cl content. Geochemical modeling enabled the identification of major sources and sinks of solutes in the aquifer. A two-dimensional, finite-difference, numerical model was used to determine the deep groundwater flow rate and transport of 36Cl in the aquifer. The field of molecular fecal source tracking in the water environment has developed rapidly since the first PCR assays for general and host-­‐specific Bacteroides 16s rRNA markers were published. Numerous host-­‐specific molecular markers and PCR assays have been developed, adding greater specificity, sensitivity and quantitative methods to the array of options. The public demand for readying methods for transfer to the commercial lab, so that they may be used to generate data for public utilities, citizen action groups and regulatory agencies, has fueled the development of an entire new research community.
