We investigate relationships between environmental governance and water quality in two adjacent growing metropolitan areas in the western US. While the Portland, Oregon and Vancouver, Washington metro areas share many common biophysical characteristics, they have different land development histories and water governance structures, providing a unique opportunity for examining how differences in governance might affect environmental quality. We conceptualize possible linkages in which water quality influences governance directly, using monitoring efforts as a metric, and indirectly by using the change in the sale price of single-family residential properties. Sustainable Communities Capacity Building

Asset management is a strategic approach to maintaining and sustaining infrastructure in order to meet the needs of the community at the lowest overall life cycle cost. This approach helps communities know how and where to prioritize limited funds in order to achieve the greatest benefit. Often applied to drinking water and wastewater infrastructure, this method is well suited to managing any assets, including stormwater systems.

The Clean Energy Legislation passed by the Australian Parliament on 8 November 2011 links the carbon price to the Carbon Farming Initiative (CFI). Under the Carbon Credits (Carbon Farming Initiative) Act 2011 (the Act), proponents need to consider regional natural resource management (NRM) plans to ensure that tree plantings for carbon bio-sequestration maximise environmental benefits and avoid unintended adverse effects on biodiversity, water and agricultural production systems.

Johnson Creek, in the Portland, Oregon metropolitan region, has several pollutants on the U.S. Environmental Protection Agency's (EPA) 303(d) list including excess heat, low dissolved oxygen, and harmful bacteria. Understanding streamflow response to precipitation events is an important component to evaluating water quality trends and calculating the Total Maximum Daily Load (TMDL) for pollutants of concern. Investigating the streamflow-precipitation relationship on the subwatershed scale can give insight to the hydrologic response of a given watershed. Floods are the most damaging of all natural disasters, adversely affecting millions of lives and causing financial losses worth billions of dollars every year across the globe. Flood inundation maps play a key role in assessment and mitigation of the potential flood hazards. Treating dense non-aqueous phase liquids (DNAPLs) embedded in low permeability zones (LPZs) is aparticularly challenging issue for injection-based remedial treatments. Our objective was to improve thesweeping efficiency of permanganate (MnO4−) into LPZs to treat high concentrations of TCE. This wasaccomplished by conducting transport experiments that quantified the penetration of various perman-ganate flooding solutions into a LPZ that was spiked with non-aqueous phase14C-TCE. The treatments weevaluated included permanganate paired with: (i) a shear-thinning polymer (xanthan); (ii) stabilizationaids that minimized MnO2rind formation and (iii) a phase-transfer catalyst. Liming has been used extensively in Scandinavia and elsewhere since the 1970s to counteract the negative effects of acidification. Communities in limed lakes usually return to acidified conditions once liming is discontinued, suggesting that liming is unlikely to shift acidified lakes to a state equivalent to pre-acidification conditions that requires no further management intervention. While this suggests a low resilience of limed lakes, attributes that confer resilience have not been assessed, limiting our understanding of the efficiency of costly management programs. Groundwater Flow Across Spatial Scales: Importance For Climate Modeling, Nir Krakauer, Haibin Li, Ying Fan

Current regional and global climate models generally do not represent groundwater flow between grid cells as a component of the water budget. We estimate the magnitude of between cell groundwater flow as a function of grid cell size by aggregating results from a numerical model of equilibrium groundwater flow run and validated globally. We find that over a broad range of cell sizes spanning that of state of the art regional and global climate models, mean between cell groundwater flow magnitudes scale with the reciprocal of grid cell length. Innovative Groundwater Solutions has been engaged by the Department of Agriculture and Food, Western Australia (DAFWA) to assist with the initial planning and design of the drilling and groundwater sampling program for the Broome Sandstone aquifer in the La Grange groundwater area.

There are multiple objectives of the drilling program, including defining aquifer stratigraphy and position of the salt-water interface; assessing groundwater recharge, residence time, lateral flow velocity and the source of water to culturally significant sites; enabling long-term monitoring of water level and water quality; and, ultimately, developing a groundwater model for the aquifer.

Uncertainty about the effects of land use and climate on water movement in the unsaturated zone and on groundwater recharge rates can lead to uncertainty in water budgets used for groundwater-flow models. To better understand these effects, a cooperative study between the United States Geological Survey (USGS) and the Central Platte Natural Resources District (CP NRD) was initiated in 2007 to determine field-based estimates of recharge rates in selected land-use areas of the CP NRD in Nebraska.
