Despite the ideals of the achievement ideology that invade every facet of American life, there remains a large population of people who are not able to access the basic tool – education – needed to make the American dream a reality. The quality of education in high poverty areas is often blamed on a number of factors - poor teaching, inadequate resources, an environment of hopelessness and mediocrity, lack of perseverance in the learner, lack of social programs and social capital. These factors are often compounded by effects of systemic racism in the student’s surrounding environment and in education system. This study focuses on one aspect of investigation: the impact of increased social capital for teachers on students’ school performance and interventions focused on building social capital between students, parents and teachers in urban, pre-dominantly Latino schools. p>The Catholic Church has long emphasized an “option for the poor” and relied heavily on its schools to assist in providing the education necessary to help families escape poverty (Benson, Yeager, Guerra & Manno, 1986; Bryk, Lee, & Holland, 1993; Buetow, 1988; Convey, 1992; Greeley, 1982; Neal, 1997; United States Conference of Catholic Bishops, USCCB, 1998; York, 1996). In the United States there is still a race gap in education. Black students tend to perform less well in school on standardized tests and grades. Many black students come from low income families and do not have the same resources as middle and upper class Caucasian students. High school counselors can assist in providing support to these students by referring them to tutoring, giving them college and career advice, assisting them in applying for scholarships and to colleges. This study investigates how race/ethnicity, sex, and age influence students' perceptions of school safety. Students' perception of being safe and their concerns about violence while attending school are paramount to academic and social development. In a national survey teens were queried regarding various subject matters. The type of school attended was important within the survey being private, public, and parochial. The findings of this investigation purport that blacks are more likely than whites to be concerned about school violence and safety. This qualitative research study responds to school psychologists’ experiences in assessment of culturally and linguistically diverse students. African Americans and other minority groups have been excessively represented in special education programs such as Mentally Retarded and Emotionally Disturbed Programs. English Language Learners have also been targeted and placed in special education programs unfairly due to culture and language. This research study used grounded theory approach in which several themes and sub-themes emerged regarding the serious problem of over-representation of minority students in special education.
