To help implement the Growth Concept, Metro’s Regional Travel Options (RTO) Program works to increase awareness of non-SOV alternatives and increase the provision of those alternatives. The program complements other strategies, including land use policies and infrastructure investment. The most comprehensive data available for this evaluation come from commute surveys of employees at work sites that participate in outreach programs offered by TriMet. All of the RTO evaluations have used these data as a benchmark for overall progress, though the data only captures commute travel. The 2008 data reflect the commute patterns of about 120,000 employees commuting to 549 worksites. …

Effect Of Credit Ratings On Airport Financing And Management, Kazusei Kato, Koichiro Tezuka, Joyce M. W. Low

This paper analyzes the effect of airport ownership structure on management efficiency as reflected through their credit ratings. A game-theoretical model is proposed to examine the role of credit ratings in mitigating the moral hazard problem of public-owned airports. The analytical results derived from the model are then used to supplement a supporting case study. Notwithstanding the fact that the less competitive environment of a public-owned entity and its credit ratings might bring some welfare loss , this research concludes that public-owned airports have some advantages.

Transportation of food accounts for a significant fraction of the carbon dioxide emissions believed to be adversely impacting climate and the environment. And this impact is increasing as food supply chains become longer and more complex, and food packaging requirements lead to increased waste. Many organizations such as hospitals and upper level education are becoming increasingly concerned about sustainability. In this study, college, university, and hospital food purchasing behavior were assessed using interviews, surveys, and modeling to evaluate the environmental implications of decisions regarding food transportation and packaging. Bus Rapid Transit (BRT) uses different combinations of techniques to improve service, such as bus-only lanes and roads, pre-boarding fare collection, transit priority at traffic signals, stylish vehicles with extra doors, bus stops that are more like light rail stations, and high frequency service. This study examines five approaches to BRT systems as implemented by public transit agencies in California, Oregon, and Ontario. Walls, Safirova and Jiang (2007) note the paucity of studies that examine telecommuting among individuals across organizations and studies that compare telecommuters with non-telecommuters. This study responds to this call by gaining a deeper understanding of telecommuting patterns and adoption behavior through an examination of perceived obstacles and facilitators of telecommuting. The study involved data collection using survey methodology, focus groups, and archival data collection. Respondents include telecommuters and non-telecommuters as well as supervisors from a wide variety of organizations. This report summarizes the results of a national random-digit-dial public opinion poll that asked 1,545 respondents if they would support various tax options for raising federal transportation revenues. The eight specific tax options tested were variations on raising the federal gas tax rate, creating a new mileage tax, and creating a new national sales tax. In addition, the survey collected standard socio-demographic data and some travel behavior data and asked a few attitudinal questions related to the quality of the transportation system and respondents´ priorities for government spending on transportation. Fuel taxes are an important source of funds for roads. However, increasing fuel efficiency and the potential for alternative fueled vehicles have raised questions about the long-term viability of this revenue source. Oregon conducted an experiment to evaluate the potential to replace fuel taxes with mileage fees. The findings from that experiment will be presented along with some discussion of current research on the cost associated with implementing different types of mileage fees.

South Carolina has its share of motor vehicle crashes. According to the Insurance Institute for Highway Safety for 2007, South Carolina was 4th in nation for rate of motor vehicle crash deaths per 100,000 people. Within South Carolina, run off road fixed object crashes account for 48\% of fatal crashes whereas these types of crashes count for only 21\% of fatal crashes nationally. Utility poles are only second to trees in fixed objects struck but they are intentionally placed mad made obstructions.
