The way people move through a city fundamentally shapes their access to jobs, essential services, and economic and social opportunities. While Oakland’s bicycle infrastructure has improved over the past decade, vehicle-centric planning has historically sidelined cycling, creating mobility inequities. This thesis examines the role of community advocacy in advancing equitable bicycle planning and prioritizing cycling infrastructure as a core element of urban development. This thesis project follows the question: what role do advocacy groups play in addressing the gaps between the Oakland Bicycle Plan and its implementation? There is a growing interest in prohibiting right turn on red (RTOR) policies in the name of pedestrian and bicycle safety but there is not enough research on the subject to help agencies make informed decisions. When Congress passed the Energy Policy and Conservation Act of 1975, they included a provision requiring states to permit right turns on red lights as an energy-saving measure to receive federal assistance for mandated conservation programs. Since 1980, all states have permitted right turns on red as a general rule. More research is needed to help guide state policies that can support jurisdictions in …

The rise of shared e-scooters has sparked a paradigm shift in urban transportation, offering a flexible mode of micromobility for short-distance travel. Since their US debut in September 2017, these electric scooters have gained popularity, surpassing traditional bikesharing services in many cities. This dissertation presents four studies that delve into various aspects of e-scooter adoption, from user behavior and pandemic effects to gender disparities and equitable access, providing comprehensive insights for urban mobility planning. This report investigates the transition to zero-emission medium- and heavy-duty vehicles (MDHD) within California’s Inland Empire (IE), emphasizing the significance of electric vehicle charging infrastructure and opportunity charging strategies in facilitating sustainable transportation. Utilizing a mixed-methods approach that combines a systematic literature review, geospatial and big data analytics, and thematic analysis of expert interviews, the study explores the multifaceted challenges and opportunities of electrification. The literature review assesses policies at various governance levels, while geospatial analysis identifies regional traffic patterns and infrastructure needs. Measurement Of Regional Electric Vehicle Adoption Using Multiagent Deep Reinforcement Learning, Seung Jun Choi, Junfeng Jiao

This study explores the socioeconomic disparities observed in the early adoption of Electric Vehicles (EVs) in the United States. A multiagent deep reinforcement learning-based policy simulator was developed to address the disparities. The model, tested using data from Austin, Texas, indicates that neighborhoods with higher incomes and a predominantly White demographic are leading in EV adoption. To help low-income communities keep pace, we introduced tiered subsidies and incrementally increased their amounts. In our environment, with the reward and policy design implemented, the adoption gap began to narrow when the incentive was equivalent to an increase in promotion from 20% to …

Advanced Air Mobility (AAM) may, in the coming decades, result in tens of thousands of new jobs and billions of dollars in additional economic activity. While much of the discussion surrounding AAM focuses on the technical aspects of the nascent industry, estimates of the potential economic impact vary significantly. Much less attention has been paid in the literature to potential externalities, positive and negative, and how these externalities may impact estimates of economic impact. Building upon two executive orders targeting the mitigation of greenhouse gas (GHG) emissions in California, the Climate Action Plan for Transportation Infrastructure (CAPTI) offers a comprehensive plan to work toward a more unified vision for transportation that prioritizes climate, health, and social equity. The purpose of this project was to help evaluate the benefits from transportation investments across the State of California. With support from Caltrans, the research team provided a holistic evaluation framework that involved an analysis of vehicle miles traveled (VMT) and emissions impacts, an economic impact analysis, and an equity analysis of transportation investments in California. Investing in sustainable, multimodal infrastructure is of increasing importance throughout the United States and worldwide. Cities are increasingly making strategic capital investment decisions about bicycle infrastructure—decisions that need planning efforts that accurately assess the equity aspects of developments, achieve equitable distribution of infrastructures, and draw upon accurate assessment methods. Toward these efforts, this project uses a granular bike network dataset with statistical and geospatial analyses to quantify a bike infrastructure availability score (i.e., bike score) that accounts for the safety and comfort differences in bike path classes in San José, California. ABSTRACT Significant research has demonstrated that active transportation infrastructure is essential for the growth and livability of San Francisco: it increases access to economic opportunities, promotes overall improved public health, encourages mobility without contributing to roadway congestion, prevents traffic injuries and fatalities, and supports the sustainability goals of the city. Historically, the State of California assessed the environmental impacts of proposed developments based on how it was projected to affect an area’s level of service (LOS). However, as LOS focused on traffic delays, many agencies simply widened roads, which was an ineffective way to reduce greenhouse gas emissions (GHGs). With the passage of Senate Bill (SB)743 in 2013, LOS was replaced by Vehicle Miles Traveled (VMT) as a more appropriate metric by which to gauge the environmental impacts of proposed development. Low-income residents, immigrants, seniors, and people with disabilities - people who are often the most transport disadvantaged and thus stand to gain the most from tools that could reduce transportation costs and time – are often poorly served by new transportation tools and services, whether due to issues of affordability, gaps in technology adoption, unbanked populations, social or knowledge gaps, physical access, or other barriers. The research team worked with the Portland Bureau of Transportation (PBOT) to evaluate the Transportation Wallet for Residents of Affordable Housing Pilot (TWRAH). This paper is a Geographic Information Systems (GIS) spatial analysis of the transportation accessibility and equity in Sacramento, California. A literature review examines discriminatory regulatory policies in the 1900s that wrote racial segregation into law. The effects of these policies have lasting effects on spatial dispersal of people and create barriers to accessibility and therefore result in inequitable transportation systems. The accessibility and equity analysis in Sacramento explores demographic data, job concentration and available modes of transportation, and commuter data. The results of the analysis suggest that there is no “one-size-fits-all” approach when it comes to measuring accessibility and equity. …

This dissertation explores the value of the car-share program and a new light rail system with respect to their impact on mobility and accessibility improvements in economically and transportation access-wise marginalized neighborhoods in NYC and its adjacent communities. It consists of three main essays that took deep dives into how each new service or system altered mobility or accessibility for those in need. The first essay (Chapter 2) investigates car-share vehicle utilization rates of the Zipcar across NYC.
