Cost estimates are a vital component of any transportation project, but they are particularly significant at the environmental review stage. The accuracy of these estimates in publicly-accessible environmental documents is important for decision making and public trust and is necessary for transportation agencies to make the best available decision to help an area address its transportation needs. However, national trends show that early cost estimates are systematically underestimated and rarely align with the actual future construction. This thesis contains five overlying objectives. With strong economic growth, the auto industry has made great breakthroughs in recent years and has become a backbone industry in China, while cars play an increasingly important role, and are now the principal part of the auto industry. Both China's government and academic circles take strong interest in the prediction of CPR (i.e. car penetration rate or cars per thousand people), which will be the main guidance for the future industry policy. The prospect for high-speed rail (HSR) service for the San Francisco-Los Angeles corridor and beyond first arose eight years ago. The plan remains to connect California’s major cities in the next 15 years at a total cost of $25 billion.

The purpose of this study is to reach a fuller understanding of consumers’ perceptions of such a service. Consumer logistics theory is used in the study as a framework to begin to provide this understanding of consumer perceptions and to inform future efforts to develop and market HSR service.

Regional Travel Options contracted with the Portland State University Center for Urban Studies to evaluate all program efforts over the 18-month period July 1, 2005 to Dec. 31, 2006. Services provided were shown in relationship to the Regional Travel Options program 5-Year Strategic Plan. The level of participation, satisfaction and the use of alternative travel options were measured where possible. Finally, the extent to which programs supported RTO objectives and connections to other regional goals was assessed. Results included auto-trip reductions. Recommendations for improving data collection were made. Each RTO-partner program is detailed individually in the appendices.

In this study, the authors applied principles of social learning and marketing to develop a transit training video for residents of the Rossmoor senior adult community in California . The video features familiar community members successfully navigating specific concerns and problems related to transit use in accessing key community destinations (shopping, health care, and the nearest Bay Area Rapid Transit district station). To evaluate the effectiveness of the video, residents were recruited to complete questionnaires before and after viewing it. Video messages aimed to educate viewers on how to obtain transit information, costs, and payment generated a significant and positive …

The proliferation of urban rail transit public-private partnerships (PPPs) in Latin America and Southeast Asia is a recent phenomenon. This paper first reviews the theoretical literature on the public procurement versus PPP decision in the context of rail transit and assesses the risks involved in entering these partnerships. The urban rail transit PPP approaches adopted in Bangkok, Kuala Lumpur, Buenos Aires, Rio de Janeiro, Singapore, Hong Kong, and London are described and classified into four broad approaches: (i) the development of new systems through Design-Build-Finance-Operate (DBFO), (ii) the concessioning of rail and subway services, (iii) the sale of state-owned operators …

The ten case studies include a variety of financing and ownership arrangements, with the buildings constructed for residential, commercial and office uses. The purpose of this applied research study was to test the sensitivity of the Evacuation Simulation Prediction (ESP) tool in predicting travel time during high volume traffic periods. The discrete event-based simulation tool was designed to aid local evacuation planning contingencies. Research of the Florida Department of Transportation traffic count data demonstrated parallel trends in rush hour volume versus hurricane evacuation volume. A model validation was designed to test if the model closely predicted high volume travel on a major interstate.
