Congestion Pricing: A Comprehensive Look At International Congestion Pricing Models And Applying Them To The United States, Ian Ertel

Urban traffic congestion imposes large costs through wasted time, excess fuel consumption, air pollution, and lost productivity. Although congestion pricing has been recognized as the economically efficient remedy since Pigou and Vickrey, implementation has been rare. This thesis examines the conditions under which congestion pricing succeeds by analyzing three pioneering cases: London, Singapore, and New York City. Across all three, charges reduced traffic volumes and improved speeds within the priced zones. Benefits extended beyond cordon boundaries, with measurable improvements on untolled suburban roads. The distributional effects depended on how revenues were recycled rather than on the charge itself. Political viability, …

Understanding human driving decisions is crucial for intelligent transportation research. Most existing studies focus on individual vehicles in limited contexts, which restricts broader applicability of results. Leveraging Vehicle-to-Everything (V2X) infrastructure, this study introduces a machine learning framework to model driving actions and detect outliers across diverse environments. This approach features a semantically enabled clustering method that groups similar driving behaviors based on speed and actions. It also adds a time-series learning model to identify typical driving behaviors across various contexts, thereby enabling detection of abnormal driving actions. Denver, Colorado has a long history of public transportation usage beginning with horse-drawn streetcars in 1871. As the automobile began to flourish however, the use of public transportation has languished. In 2013, the W light rail line opened serving the West Denver area. As Denver has moved toward a more transit-oriented growth model, this rail line can create a more vibrant future. This dissertation covers the topic of the mobility of older adults in Mexico City using a mixed methods approach. First, I looked at the literature to uncover what is known about elderly mobilities coming from the Global South. Second, I analyzed the 2017 Household Origin Destination Survey to reveal travel behavior patterns and transport mode choice of older adults in Mexico City. Third, I revealed mobility experiences from older adults living in different neighborhoods in Mexico City by conducting twenty two telephone interviews. This research examines the expanding role of public-private partnerships (PPPs or P3s) in Denver metro transportation projects in three areas: (1) innovative funding and financing of transit infrastructure projects, (2) the partnerships between freight and passenger rail services, and (3) emerging collaborations of local governments, transit agencies, and transportation network companies (TNCs).

The purpose of the first study was to examine the recent use of P3s in the Denver Regional Transportation District's (RTD) FasTracks program, a 2004 voter-approved $4.7 billion transit expansion program. Since the 1980s, significant investments have been made in urban rail transit across the United States, particularly using light rail technology. Most of these light rail systems have been built in Sunbelt cities which no longer had legacy rail systems. As a result, they were constructed using a building blocks approach, being funded corridor by corridor. Most research, however, on urban rail performance has taken place at the system-wide level, leaving a significant gap at the level of the transit corridor.
