This study examines the implementation of social goals through government action and the context and relations of agencies charged with demonstrating and enforcing equality in transit. Specifically, I explain complexities involved in the top-down federal mandate to demonstrate equal transit service for minority communities and low income residents. Institutional entrepreneurship by local government agencies influenced the legislation and regulation that they were charged to enforce. The local Metropolitan Planning Organizations (MPOs), created to enable a local voice in major capital road projects, acquired new institutional capabilities as federal agencies tasked them with implementing new social goals. Unprecedented pace of urbanization and rising income levels have fueled the growth of car ownership in almost all newly formed megacities. Such growth has congested the limited road space and significantly affected the quality of life in these megacities. Users of multiple-mode public transportation were compared to users of privately owned vehicle (POV) in work commuting within two different travel corridors of Santa Clara County, California. In the first corridor, high tech companies were the source of questionnaire respondents; in the second corridor, the respondents were predominately municipal and county office employees in a downtown corridor. Contrasts in importance and satisfaction between the POV and pubic transportation users in each of the study corridors are interpreted in terms oftheir demographic profiles. Implications for the design of service offerings are discussed.

A new methodology and algorithms were developed to combine diverse data sources and to estimate the impacts of recurrent and non-recurrent congestion on freight movements’ reliability and delays, costs, and emissions. The results suggest that traditional traffic sensor data tend to underestimate the impacts of congestion on commercial vehicles travel times and variability. This research also shows that congestion is not only detrimental for carriers and shippers costs but also for the planet due to major increases in GHG emissions and for the local community due to large increases in NOx, PM, and other harmful pollutants.

There is national interest in building data that expands upon the existing Institute of Transportation Engineers (ITE) trip generation rates to include sites located in a multi-modal context. Current ITE rates represent travel behavior for development in single lots and uses, primarily measured in low-density suburban areas. Despite evidence that a more compact urban form, access to transit and a greater mix of uses generates fewer and shorter vehicle trips, local governments are often compelled to use current ITE trip generation rates to evaluate transportation impacts and calculate transportation system development charges (TSDCs). Since it is widely known that turnover is highest among unsatisfied employees, the authors argue that long haul professional drivers (PDs) and owner operators (OOs) can be retained by using a yearly importance/performance analysis of company drivers. Because qualified drivers are becoming more scarce and difficult to recruit/retain, carriers need to focus on increasing driver retention. In this article, we suggest an Importance/Performance (IP) model which uses an “if then” perspective, relating intention to leave as a function of the PD/OO: IP structure. This research investigated the perceptions of Commercial Motor Vehicle Operators and Safety Professionals regarding 35 commonly implemented practices used to improve operating safety. Several differences were found in how drivers of different backgrounds rated various practices, and between the drivers and safety managers. These differences were found to be persistent even when combined with measures of safety performance and experience. Managers tended to overvalue (relative to drivers) practices related to hiring, while drivers tended to overvalue (relative to managers) practices related to company support and reward systems. U.S. rental car organizations are having to modify their business models to adapt to the new economy, which includes increased fuel costs, reduced business and leisure travel, and reduced resale of low mileage rental units. Revenue is negatively impacted due to increased maintenance as a result of higher mileage requirements placed on the rental inventory. Changes in the depreciation allowance on the rental car fleet reduced the potential value of vehicles by requiring fleet operations managers to maintain the fleets for longer periods of time. This study investigates the behavioral aspects of the firm-logistics service provider (LSP) relationship in order to better understand the avenues through which LSP responsiveness to changing customer needs can be enhanced. Because the research examining the behavioral aspects of the firm- LSP relationship is sparse, a dyadic qualitative research approach was taken to explore the development of a relationship structure that will facilitate the level of responsiveness that the firm desires. This study revealed that the key to enhancing LSP responsiveness lays in the structure of the firm-LSP relationship. In July of 2012, the President signed into law the bill, “Moving Ahead for Progress in the 21st Century” or MAP21, also known as the Surface Transportation Act. The Act instructs the Secretary of Transportation to promulgate regulations requiring the use of electronic on-board recording devices (EOBRs) to verify hours of service compliance by commercial motor vehicle drivers. The mandate has drawn opposition from many drivers and trade organizations, while simultaneously drawing support from government, union organizations and other trade organizations. Although the supply chains through which foods are produced, processed, and transported can have a significant impact on carbon dioxide (CO₂) emissions, consumers are largely unaware of how their food choices may impact the environment. Based on a previous related study, we hypothesized that a web-based training process could increase consumer knowledge and perhaps influence consumer behavior longitudinally. To test this, food distribution networks were modeled and analyzed to determine CO₂ footprints for a variety of foods, and a training process was designed to teach consumers about the CO₂ emissions for different types of foods that …

The term “transit desert” is a new concept that looks at the gap between level of transit service (supply) and needs of a particular population (demand). These populations are often referred to as “transit dependent,” people that are too young, too old, or too poor or who are physically unable to drive. “Transit deserts” in this case are defined as areas that lack adequate public transit service given areas containing populations that are deemed transit-dependent. The ability to harness energy is fundamental to economic and social development. Worldwide, almost 3 billion people have little or no access to beneficial energy resources for cooking, heating, water sanitation, illumination, transportation, or basic mechanical needs. Energy poverty exacerbates ill health and economic hardship, and reduces educational opportunities, particularly for women and children.
