A System-Wide Adaptive Ramp Metering (SWARM) system has been implemented in the Portland, Oregon metropolitan area, replacing the previous pre-timed ramp-metering system that had been in operation since 1981. SWARM has been deployed on six major corridors and operates during the morning and afternoon peak hours. This report presents results of a "before" and "after" evaluation of the performance of two freeway corridors as part of ongoing efforts to measure the benefits of the new SWARM system, as compared to the pre-timed system. Better management of highway operations can be achieved, in part, by controlling vehicular access to adjacent properties and cross streets. This tactic, referred to as access management, has proven safety and operational benefits. However, doubts remain regarding its environmental and economic benefits.

I hypothesize that one environmental indicator, carbon emissions, will decrease with proper access management. Controlling access increases the speed at which vehicles travel, improving fuel efficiency and reducing carbon emissions. My hypothesis relative to financial impacts is that access management will neither help nor harm businesses. Controlling access can reduce travel time which has the effect of increasing …

With rates of obesity, heart disease, and related health problems increasing in the U.S. many policy makers are looking for ways to increase physical activity in everyday life. Using a bicycle instead of a motor vehicle for a portion of everyday travel could help address these problems. This research aims to fill a gap in the existing literature on the effect of different types of infrastructure, such as bicycle lanes or paths, on bicycling. The project used global positioning system (GPS) technology to record where a sample of 164 adults in the Portland, OR region rode their bicycles. Data was …

The Federal Highway Administration (FHWA) has set a high priority on the use of existing dynamic message signs (DMS) to provide travel time estimates to the public. The Oregon Department of Transportation (ODOT) currently has three DMS in the Portland metropolitan area configured to display travel time information. In the near future, ODOT would like to make travel time estimates available on additional DMS, over the Internet on tripcheck.com and via 511. Travel time estimates are valuable to the traveling public; however, the estimates must be accurate to be useful. The FHWA indicates that 90% accuracy is ideal and suggests …

Portland State University's Institute on Aging and Center for Transportation Studies, along with the Population Research Center, were contracted by the Oregon Department of Transportation (ODOT), via the Association of Counties, to project the transportation needs and associated costs for elders and people with disabilities from now to 2030. The study also identified and assessed the feasibility of funding alternatives to address the needs identified.

The development of an effective recruitment strategy that attracts and secures entry-level logistics talent is essential to maintain corporate performance. A critical aspect of job placement involves understanding the preferences of students and employers. This research presents results of parallel surveys of U.S. undergraduate logistics, transportation and supply chain student and employer preferences and perceptions regarding employment. Results provided include a demographic respondent profile, their organization /functional area preferences and their perspectives on selected entry-level employment issues. These research results are intended to provide employers, educators and students with information that can be used to improve job placement success.

Safety Attitudes And Behavioral Intentions Of Municipal Waste Disposal Drivers, Swartz M. Stephen, Matthew A. Douglas

The Theory of Planned Behavior was used to study factors useful for predicting Behavioral Intentions to commit unsafe acts while driving for commercial drivers working for municipal waste management operations centers. The Theory of Planned Behavior was found to be moderately effective in predicting behavioral intentions, particularly through the constructs of Attitude and Perceived Control. Driver perceptions of safety climate, self-assessed personal safety performance, risk aversion, and attitudes toward behavioral factors associated with engaging in risky behaviors while operating motor vehicles were studied. Risk aversion and driver perception of their own safety performance were also useful predictors of intention.

The nature of supply chain management—global in scope, the existence of interdependent activities in the various processes, the need for collaborative relationships between members, and the uncertainty that is inherent in both supply and demand - makes it vulnerable to unexpected events that have the potential to disrupt operations as planned. Disruptions to the supply chain can have a profound effect on the firm ranging from loss of revenue to increased costs when operations don’t proceed as planned. Profit Contribution Information’S Impact On Internal Integration, Scott J. Grawe, Haozhe Chen, Daniel D. Mattioda, Patricia J. Daugherty

An exploratory quantitative study on the relationship between profit contribution information and firm-wide internal integration is presented. Specifically, the authors examine how profit contribution information availability impacts firm-wide internal integration and, subsequently, logistics performance. This study provides greater insight into the area; only a few studies have empirically examined the impact of profit contribution information within a firm. The primary implication is that firms should utilize specific types of information, i.e. profit contribution information, for making more informed operational and strategic decisions. The paper also underscores the managerial value of using profit contribution information in decision making and planning.

The Effects Of Interdepartmental Customer Orientation On Distribution Center Performance, Nancy M. Scott, M Douglas Voss, Scott B. Keller, Matt Schlosser

Firms have begun to look internally for ways to increase external service quality. ANOVA is used to examine the effect of interdepartmental customer orientation on time, inventory, and customer service-based performance variables in distribution centers. Findings indicate that high interdepartmental customer orientation positively affects distribution center performance in terms of time-based performance measures and customer satisfaction. Interdepartmental customer orientation was found to have only a marginal affect on inventory performance. Implications of the current research for distribution centers and transportation managers are discussed along with limitations and opportunities for future research.

Research on walking, the built environment, and healthy communities is a fairly recent area of inquiry, accelerated over the last ten years by an increased interest in the relationship between urban form and public health. A series of macro-oriented logic models and micro-focused data collection tools have been developed over this time in order to understand this healthy communities issue, as well as operationalize the hypotheses around the connection between the built environment and physical activity. This project considers the socio-economic impacts of the new highway user fee structure made possible by advanced technology. The fee structure also has implications for land use and healthy communities ( urban/rural, income distributional, and environmental impacts). The 2001 Oregon Legislature created the Road User Fee Task Force (RUFTF) to make recommendations regarding a potential replacement for the gasoline tax. A vehicle mile tax has subsequently been proposed as the replacement. Preliminary work has been devoted to exploring technical and institutional options for implementation of such a charge. Specifically, scientists can quickly imagine the effects of global warming in the ocean environment, but a secondary impact will be how humans adapt to this changed world. Ice clearance will lead to navigable Arctic waterways and more potential polar shipping routes. Increased shipping routes will alter or increase global shipping activity.
