Across the United States, the age of dam infrastructure presents a substantial threat. The potential for structural failure associated with these aging dams is exacerbated by increased climate uncertainty and the threat of dam overtopping due to extreme and prolonged precipitation events. These compound threats place downstream areas at pronounced risk. These downstream areas vary widely. Some are relatively free of vulnerable elements, while others have a complex mix of infrastructure, populations, and ecologically important elements. Space flight participants are not professional astronauts and not subject to the rules and guidance covering space flight crewmembers. Ordinal logistic regression of survey data was utilized to explore public acceptance of current medical screening recommendations and regulations for safety risk and implied liability for civil space flight participation. Independent variables constituted participant demographic representations while dependent variables represented current Federal Aviation Administration guidance and regulations. Odds ratios were derived based on the demographic categories to interpret likelihood of acceptance for the criteria. Significant likely acceptance of guidance and regulations was found for five of twelve demographic variables influencing public …

This session will explore how the Texas Department of Transportation Waco District addressed pedestrian/bicyclist safety and mobility during a multi-year construction project along I-35. This presentation will demonstrate the value of online tools, field implementations, and data collection. Attendees will learn the value of assembling a stakeholder steering committee; counting pedestrian and bicyclists before, during, and after construction; effectively using pavement clings; and using a webpage dedicated to pedestrian/bicyclist updates.

A cornerstone within a nuclear security regime of a country is a legislative and regulatory framework that both regulates the individuals using radioactive and nuclear materials, but also regulates the regulators for their commitments under International Law. When drafting nuclear law and regulations, both technical and legal expertise is needed to ensure the regulation meets the technical requirements for security, but also is legally enforceable within a country’s jurisdiction. The researcher applied a mixed methods approach to conduct a cross-sectional assessment of the safety culture, safety climate, and SMS at a regional airline in the United States. Data collection techniques were comprised of interview, on-line-survey, and a focus group activity. Participants in the current study were maintenance technicians, flight attendants, dispatchers, pilots, and managers. Results indicated significant differences of perception of safety climate, safety culture, and Safety Management System between the maintenance technicians and flight attendants. The FAA and industry are attempting to make significant improvements in general aviation (GA) safety through voluntary measures largely carried out by grassroots aviation organizations, such as aircraft type clubs. While aircraft type clubs are principally focused on safety and education efforts, little is known about the efficacy of their voluntary measures. Research is lacking with respect to understanding whether or not voluntary measures contribute to GA safety. This mixed methods research quantifies the accident data of three aircraft type clubs and compares the safety of their members to nonmembers. Emphasizes how this force still has mammoth strategic ambitions despite limited resources and an obsolete infrastructure. With the increased presence of trucks on roundabouts, the issue of rollover has become a concern. The objective of this thesis was to investigate the factors that affect capacity-related driver behavior on modern roundabouts built on high-speed roads. The capacity of roundabouts is strongly affected by the behavior of drivers as represented by critical headway (critical gap) and follow-up headway (follow-up time). The effects of heavy vehicles (single-unit truck, bus, and semi-trailer) and area type (rural or urban) on roundabout capacity were investigated by comparing the critical headways for roundabouts located on high-speed and low-speed roads. Weather accounts for the majority of congestion in the National Airspace System which highlights the importance of addressing weather uncertainty to mitigate delays, and this paper presents an effort in this direction. Firstly, a new dynamic stochastic 0-1 Integer Programming (IP) model is proposed, which models the Single Airport Ground Holding Problem (SAGHP) with respect to uncertainty in the separation between flights instead of Airport Acceptance Rate (AAR) or landing capacity. The Renewable Fuel Standard set a requirement for 16 billion gallons (ethanol equivalent) of cellulosic biofuels to be used in the market. An unimpeded taxiway is a path for an aircraft to taxi around an active runway. In this study, I propose a systematic method of detecting aircraft deviation due to air traffic controller (ATC) intervention. The aircraft deviations associated with ATC interventions are detected using a heuristic algorithm developed from analyzing the actual positions of an aircraft to its filed flight plan when the aircraft trajectories were identified as having an encounter in a loss-of-separation incident. An actual (closed-loop) flight trajectory of the Cleveland Air Route Traffic Control Center (ZOB ARTCC) was collected from the FlightAware database.
