Congestion Pricing: A Comprehensive Look At International Congestion Pricing Models And Applying Them To The United States, Ian Ertel

Urban traffic congestion imposes large costs through wasted time, excess fuel consumption, air pollution, and lost productivity. Although congestion pricing has been recognized as the economically efficient remedy since Pigou and Vickrey, implementation has been rare. This thesis examines the conditions under which congestion pricing succeeds by analyzing three pioneering cases: London, Singapore, and New York City. Across all three, charges reduced traffic volumes and improved speeds within the priced zones. Benefits extended beyond cordon boundaries, with measurable improvements on untolled suburban roads. The distributional effects depended on how revenues were recycled rather than on the charge itself. Political viability, …

Minimum Parking Requirements (MPR) are municipal zoning ordinances mandating a set number of off-street parking spaces for new developments. Since the 1950s, MPR has been the near-universal way American municipalities supply parking, though growing criticisms since the late 1990s have targeted the policy for distorting development patterns, imposing high costs, and subsidizing personal vehicle use. Beginning in the early 2010s and increasingly in the early 2020s, cities and counties across the United States have moved to reform or eliminate MPR. Ensuring transportation investments are equitable across different populations and travel modes is a priority for many agencies, yet existing tools often make these assessments difficult, especially for smaller and resource-constrained organizations. To address this gap, this report provides the findings of Phase II of our study on reviewing and developing transportation equity metrics. The Phase I project investigated transit equity metrics and provided recommendations on advancements in quantitative methods. Building on Phase I recommendations, this study investigates low-cost methods for comparing the equity between auto (roadway) and transit performance or investments for low resource transportation agencies. China has traded and invested in many mining sites across Africa; However, I will be focusing on DRC, Zambia, and Zimbabwe for my research. The current study investigates the relationship between noun classes and plant folk taxonomy in Chasu (G 22). The study focuses on two objectives: the first objective is to describe the plant folk taxonomy in Chasu and the second objective is to determine the relationship between noun classes and plant folk taxonomy in Chasu. Data were collected from rural villages in Same and Mwanga districts by using free listing, field interviews (jungle-walk-and-identify), and written texts containing Chasu plant names. Using a quantitative method approach, the proposed research will employ surveys to provide a comprehensive understanding of the outcomes experienced by the High Desert residents. This paper presents a conceptual prototype of an efficient urban farming community that can be scaled for a single apartment building or an entire community across all global geoeconomics regions, including densely populated cities and rural, developing towns and communities. This report lays out principles to help California policymakers identify an optimal rate structure for a road-user charge (RUC). The rate structure is different from the rate itself. The rate is the price a driver pays, while the structure is the set of principles that govern how that price is set. We drew on existing research on rate setting in transportation, public utilities, and behavioral economics to develop a set of conceptual principles that can be used to evaluate rate structures, and then applied these principles to a set of mileage fee rate structure options. This study examines the estimated increase in economic impact on a geography’s local economy by creating cross-marketing efforts between expanding an established outdoor recreation trail to a closely located city downtown commerce district. This research will analyze the resulting potential rise in sales/lodging tax revenues for that city by mapping the trail and downtown district, and cross-marketing the other to users of both or either venue. Potential increase in economic impact will be estimated utilizing IMPLAN methodology by assessing the economic impact on the local economy that a percentage range of increased spending resulting from this cross-marketing effort could generate.

Africa has not invested enough in its healthcare system, and China has been investing in and financing much of Africa’s transportation system. Many African countries’ fragile health and transportation systems have been further weakened by the COVID-19 pandemic. This literature review confirms the interdependence of the key functional areas of comprehensive development planning and the importance of building and maintaining a sound transportation infrastructure.
