The transportation sector's carbon footprint and dependence on oil are of deep concern to policy makers in many countries. Use of all-electric drive trains is arguably the most realistic medium-term solution to address these concerns. However, motorist anxiety induced by an electric vehicle's limited range and high battery cost have constrained consumer adoption. A novel switching-station-based solution is touted as a promising remedy. Vehicles use standardized batteries that, when depleted, can be switched for fully charged batteries at switching stations, and motorists only pay for battery use. Transit-oriented development (TOD) projects in low-income neighborhoods have the potential to provide needed transportation access to a segment of the population that stands to benefit significantly from these large-scale transit infrastructure projects. This research project reveals that large-scale TOD projects have the potential of leading to neighborhood revitalization and equitable outcomes in low-income Latino communities. But these positive outcomes depend on both the process and context of these particular neighborhoods, and how transportation planners incorporate the various forms of political, financial and cultural capital that exist in these communities into the planning and implementation process of TOD projects. California and Japan both experience frequent seismic activity, which is often damaging to infrastructure. Seismologists have developed systems for detecting and analyzing earthquakes in real-time. JR East has developed systems to mitigate the damage to their facilities and personnel, including an early earthquake detection system, retrofitting of existing facilities for seismic safety, development of more seismically resistant designs for new facilities, and earthquake response training and exercises for staff members. Actuated traffic signal control logic has many advantages because of its responsiveness to traffic demands, short cycles, effective use of capacity leading to and recovering from oversaturation, and amenability to aggressive transit priority. Its main drawback has been its inability to provide good progression along arterials. However, the traditional way of providing progression along arterials, coordinated-actuated control with a common, fixed cycle length, has many drawbacks stemming from its long cycle lengths, inflexibility in recovering from priority interruptions, and ineffective use of capacity during periods of oversaturation. The basic insight behind carbon pricing is not new, and is based in mainstream economic theory. If market interactions are leading to the overuse of resources outside of the market, imposing a price on the overused resource will bring it into the market and increase efficiency. Currently, the negative impacts associated with the release of carbon through fossil fuel combustion is not incorporated into the market. By imposing a price on carbon, fossil fuel consumers are incentivized to reduce their fuel usage. This reduction in fuel demand is not necessarily associated with lower economic output. Low-vision and blind bus riders often rely on known physical landmarks to help locate and verify bus stoplocations (e.g., by searching for an expected shelter, bench, or newspaper bin). Methodology to efficiently segment markets for public transportation offerings has been introduced and exemplified in an application to an urban travel corridor in which high tech companies predominate. The principal objective has been to introduce and apply multivariate methodology to efficiently identify segments of work commuters and their demographic identifiers. A set of attributes in terms of which service offerings could be defined was derived from background studies and focus groups of work commuters in the county. Dr. Smaglik is currently working on three separate transportation research projects at Northern Arizona University. This talk will touch briefly on each of the three projects, the concepts behind them, workplans, and expected deliverables. The projects include work with the Oregon DOT on the impact of less than optimal vehicle detection on adaptive control algorithms, development of a ped priority algorithm through a NITC project (as a Portland State subcontractor), and internally funded work on a power harvesting traffic sensor.

ORcycle is a new smartphone application (for both Android and iOS) developed by Transportation, Technology, and People (TTP) lab researchers at Portland State University as part of an Oregon Department of Transportation (ODOT) research project. ORcycle collects user, route, infrastructure, crash, and safety data. ORcycle was successfully launched in early November 2014 and presents many improvements over existing or similar apps. Initial data findings and insights will be presented. Lessons learned as well as opportunities and challenges associated with smartphone data collection methods will be discussed. Health risks associated with air pollution uptake while bicycling are often cited as a potential drawback to increased bicycling in cities. This seminar will provide an overview of how roadway and travel characteristics impact bicyclists' uptake of traffic-related air pollution. Specific considerations for planners and designers of urban transportation systems to mitigate risks for travelers will be discussed. In addition, the extent to which bicyclists themselves can unilaterally reduce their pollution uptake will be described. This seminar synthesizes findings from a recently completed doctoral dissertation at Portland State University and from the broader literature.

The streetcar has made a remarkable resurgence in the United States in recent years. However, despite the proliferation of streetcar projects, there is remarkably little work on the streetcar’s role as a transportation service. This study examines the experiences of the modern-era streetcars operated in Little Rock, Memphis, Portland, Seattle, and Tampa. We present a unifying conceptual framework of active travel behavior called the theory of travel decision-making. It integrates seminal travel-related concepts from economics, geography, and psychology with active travel behavior theories and empirical research. The framework abstracts an individual’s thought process around short-term travel decisions and explains the roles of activities, built environment factors, socio-demographics, attitudes and perceptions, and habit. This paper presents the results of a pilot study testing the use of existing signal infrastructure – 2070 signal controllers with advanced software to log pedestrian phase actuations and detections from bicycle lane inductive loops – to count pedestrians and bicycles. The pilot study was conducted at a typical suburban signalized intersection with heavy motorized traffic that was instrumented on all four approaches with pedestrian push buttons and advance inductive loops in the bicycle lane for signal operation. Energy costs account for an important share of the total costs of urban and suburban bus operators. Using a case study of one operator in Lisbon, Portugal, this talk will expand upon the empirical research on bus transit operation costs and identify the key factors that influence the energy efficiency of the overall bus fleet. In light of the decline in social acceptance of walking and biking to school, there is a critical need to examine issues impacting school transportation decisions and to identify strategies to promote healthier behavior. In urban areas with high volume freight corridors, factors affecting school walking decisions can be complicated by increased truck and rail traffic. This paper presents findings from a study of urban neighborhoods in a major southeastern city, including those that are adjacent to freight corridors. This report examines regional and sub-regional perceptions of transportation related issues from the 2015 Life In Hampton Roads survey (LIHR 2015) conducted by the Old Dominion University Social Science Research Center. Data from prior years is also provided when available to show comparisons in responses over time. Responses were weighted by city population, race, age, gender, and phone usage (cell versus land-line) to be representative of the Hampton Roads region.
