The European Union Aviation Safety Agency (EASA) continues to promulgate Safety Management Systems (SMS) across aviation organizations when it recently issued SMS requirements for EASA certificated Part 145 maintenance, repair and overhaul (MRO) organizations and Part 21 Design & Manufacturing (D&M) organizations. Currently, the Federal Aviation Administration (FAA) has no such rule in place for these U.S.-based organizations, which may challenge those doing business in countries where EASA policies apply. Given that a majority of the United States’ D&M and MRO population is made up of smaller organizations, it is likely a U.S. SMS regulation will require justification of the …

Do Americans Support More Housing?, Michael Lewyn

An analysis of opinion poll data on housing issues. The article finds that Americans generally believe that their community needs more housing of all types, but are more closely divided about whether such housing should be in their own neighborhoods. The article further finds that members of minority groups, lower-income Americans, and younger Americans are more pro-housing than older, affluent whites.

Incomplete Streets, Michael Lewyn

Over 1700 complete streets policies have been adopted by state and local government; these policies typically provide that streets shall be designed to benefit all users, not just motorists. This article analyzes some complete streets policies, and concludes that even above-average policies are often too vague and underfunded to significantly change the status quo. The article suggests a variety of reforms that might make complete streets policies more effective.

My dissertation is a collection of three essays that assess the nature of government attention in young democracies. Theories of the policy process focus on policy dynamics in Western democracies with little application to non-Western democracies. This dissertation bridges this gap by studying policy dynamics in the neopatrimonial democracies of Ghana and South Africa. The dissertation sheds light on how the unique features of young democracies (centralization, clientelism, and powerful executives) shape government attention, responsiveness to public opinion, and the importance of elections in policy change. Urban farming can enhance the lives of communities and help reduce food scarcity. This paper presents a conceptual prototype of an efficient urban farming community that can be scaled for a single apartment building or an entire community across all global geoeconomics regions, including densely populated cities and rural, developing towns and communities. Cardiovascular disease (CVD) is the leading cause of death in the United States, but there are large disparities in CVD death rates across the country. Air pollution also plays an important role in shaping geographic disparities in CVD mortality, as air pollutants can become absorbed in human circulation systems, and cause inflammation, damage nervous systems, and trigger poor CVD outcomes. This brief reports the results of a study that used data on air pollution and from death certificates to estimate the association between fine particulate matter and cardiovascular disease mortality rates in the U.S. in 2016-2018. This multivariable analysis of the Economic Development Administration’s allocation decisions examines the EDA’s post-pandemic impact through cross-state funding discrepancies. This research uses a comparative case study design focusing on two states, Texas and Vermont, that have different economic characteristics and receive varying levels of EDA funding. The key variables analyzed include the amount and programmatic category of EDA funding received, and the relationship between funding and broad economic indicators, such as employment statistics, economic output, and industry growth. This green paper, written in the Commonwealth of Kentucky and applicable to any jurisdictions in the U.S. and abroad, provides policy guidance to state and local authorities that wish to bring their building and energy conservation codes to more current technological and methodological standards. Specifically, this green paper presents the case for cycle-based adoption of model building and energy conservation codes published every three years by the International Code Council (ICC). In doing so, the paper also discusses the numerous benefits and challenges to implementing such a policy.

The United States Congress deployed funds to help K-12 schools adjust and plan for reopening via the Coronavirus Aid, Relief, and Economic Security (CARES) Act, including the initial $13.2 billion installment through the Elementary and Secondary School Emergency Relief Fund (ESSER I) and initial $2.95 billion installment through the Governor’s Emergency Education Relief (GEER I) Fund. In 2022, California passed a legislative bill, SB 1338: the Community Assistance, Recovery, and Empowerment (CARE) Act, which created a new statewide procedure for treating mentally ill homeless adults diagnosed with psychotic disorders through a court-ordered CARE plan. SB 1338 intends to alleviate the mental health and homeless crisis. This capstone project provides an early assessment of SB 1338 using a modified formative policy evaluation methodology, including a scoping literature review and applying a policy assessment using the CDC's Policy Evaluation Framework. This paper seeks to evaluate different technologies in energy storage to determine which ones have the most potential to benefit the energy grid. Technologies like pumped hydro, thermal, gravity, hydrogen, and compressed air storage will be evaluated based on overall costs, marginal costs, unique applications, and efficiency. This paper compares the technologies to batteries on the previous criteria. I also provide a discussion on the policy and economic barriers to the further use of non-battery technologies to support grid reliability during the transition to a cleaner grid that is more reliant on variable renewable generators.
