The Division is housed in the Department of Health and Human services and is divided into five service areas. DCFS has about 400 frontline child welfare workers (Child and Family Services Specialists or CFSS), 70 supervisors, and 15 field administrators. The agency is divided into five field regions serving 27 districts and 77 counties. In 2017, OKDHS employed 1,780 Child Welfare Specialists (caseworkers) and 388 supervisors. In 1989, American federal arts policy changed suddenly and drastically when the National Endowment for the Arts (NEA) gained unprecedented attention in Congress for controversial grant awards that supported two visual artists. Prior to this, federal arts policy was an insulated subsystem run by experts applying high art aesthetic standards to grantmaking. Informed by punctuated-equilibrium theory (PET), this investigation of congressional rhetoric shows that Republican policy entrepreneurs during this time effectively set a new, more negative tone about federal arts policy by harnessing conservative culture wars messages. This paper shows the results of research conducted with the objective of knowing the perceptions of people in Colombia about the possibility of receiving a universal basic income, which does not exist thus far in the country. The research question was: how do the social perceptions of Colombians about receiving a UBI allow them to understand the possibilities of developing a public policy that guarantees it? A qualitative methodology of grounded theory was applied by conducting 37 in-depth interviews with adults of all socioeconomic levels, all educational levels and productive working age. The sending of sexually explicit messages, or “sexting” has been recognized as a common practice among youths. As sexting may involve the creation and distribution of sexually explicit images and videos, juvenile sexters can be charged with offenses related to child pornography. This study examined public attitudes toward juvenile sexting and demographic influences on these views. Based on a quantitative survey of 1,023 U.S. adults, the majority of respondents (51.8%) disapproved of criminalization in cases of consensual sexting, but 80% supported legal repercussions for nonconsensual sharing. Respondents primarily favored educational interventions (67.4%) and restrictions on technology use (53.4%) over harsh …

This article urges Indian policymakers and courts to be cautious in extending existing IP protections to work generated by Artificial Intelligence. Reflecting on the concept of human-centricity in copyright law, it draws upon a recent US District Court judgement in Stephen Thaler v. Shira Perlmutter, which deals with the question of whether a work autonomously generated by AI should be copyrightable. It goes on to examine the Indian copyright regime in light of changing attitudes to AI regulation across the world.

School Choice Demonstration Project

Charter schools are public schools that operate free from some government regulations in return for a commitment to achieve a set of student outcomes specified in their charter. Nearly 8,000 public charter schools enrolled 3.7 million students in the U.S. in 2020-21. Our team has studied charter school funding across the United States since 2005, consistently finding that, in major cities, charter schools receive less funding per pupil compared to traditional public schools (TPS). We have also found that charter schools use their funding more efficiently, achieving better short- and long-term outcomes per dollar invested, relative to TPS.

Food insecurity is more common among military families than the general population, and the transition from active service to civilian life is a time of heightened risk. The Supplemental Nutritional Assistance Program (SNAP) is designed to support food security among low-income families. Many eligible military and veteran families do not enroll in SNAP due to a lack of information, stigma, and administrative barriers. The research uncovers specific security factors that have shaped the EU integration process. Making Livable Worlds: Afro-Puerto Rican Women Building Environmental Justice, by Hilda Lloréns, highlights Black Puerto Rican women’s efforts to create equitable futures for their communities in the face of capitalism, racism, colonization, and ecological collapse. This review covers key concepts in Making Livable Worlds, including matriarchal dispossession, decolonizing ethnography, the myth of a homogenous Puerto Rico, and myths of inherent economic self-interest. Analyses of these concepts through an absence lens are suggested to enrich formal and informal feminist learning spaces.

This study explores how a platform enables social media influencers to promulgate a consumption ideology. We show how gun influencers, or “gunfluencers,” use Instagram to link products, activities, and meanings to Second Amendment ideology – a gun-centric belief system in the United States colloquially known as “2A ideology.” Through a qualitative study of 25 Instagram gunfluencers, we identify a process of curating a consumption ideology wherein social media influencers employ four curatorial tactics: glamourizing, demystifying, victimizing, and tribalizing. The National Flood Insurance Program provides an incentive-based program, the Community Rating System (“CRS”), to encourage communities to improve their hazard mitigation protocols to better protect against and prevent flood-related hazards. This dissertation analyzes factors that influence participation and points scored within the CRS to gain an understanding of the conditions under which communities are willing and able to take advantage of an incentive-based flood hazard mitigation program. The $45.45 billion Broadband, Equity, Access, and Deployment (BEAD) program’s primary objective is to extend broadband service to all unserved and underserved locations in the U.S. and its territories. Several industry studies predict that the BEAD program can meet its goal of providing universal access to broadband service if eligible entities execute their grant programs well.
