All across America on January 20, 1986, there were celebrations and school holidays in honor of the first holiday of the birthday of Martin Luther King, Jr. In the county of Henrico, a suburb of Richmond, Virginia, the students were in school. Henrico's school administration and school board decided that the students should be in school learning about the contributions of Dr. King. The African American community in the suburb of Henrico County believed this was a slap in the face. Though they usually involve spontaneous, wanton violence or disorder by an anonymous crowd, riots have also served as a noteworthy form of social protest in American history. While the American Revolution made popular revolt a “quasi-legitimate” aspect of American culture, the ideals of democracy privilege debate and representation over mob rule. Nevertheless, Americans have frequently brought disorder to the nation’s streets to express opinions and demands. Crowds have sought to limit the rights of others as often as they have demanded equal rights. Riots are not by definition part of organized rebellions, but they sometimes occur when public demonstrations turn …

Transportation Solutions: Collaborative Problem Solving For States And Communities, National Policy Consensus Center

In April 2003, the National Policy Consensus Center (NPCC) hosted a colloquium for people involved in transportation collaborations—federal and state agency representatives, consultants, dispute resolution professionals and representatives from professional associations and local planning organizations. The colloquium was co-sponsored by the Federal Highway Administration, the U.S. Institute for Environmental Conflict Resolution, the American Association of State Highway and Transportation Officials and the Florida, Oregon, and California Departments of Transportation.
This report summarizes lessons learned about transportation collaborations and offers recommendations for governors and state transportation officials on ways to enhance the use and effectiveness of collaborative problem solving around transportation …

Trends. If You're So Right, Why Are We Sure You're So Wrong? Iraq, Free Riders, And Social Loafing, Ibpp Editor
International Bulletin of Political Psychology
This Trends article discusses and evaluates public discourse surrounding the acceptability of militarily invading Iraq through a social psychological perspective. In social psychology, the research tradition for constructs such as free-riding and social loafing suggests that, wittingly or unwittingly, many political actors assume that the United States will act to address actual political threats in a certain way, and that they (the other political actors) can adopt contrarian ideological stances because they don’t have to address those same threats.
