In 2015, 78% of Detroit's city council was African American--the highest percentage in the country. For decades, there had been an assumption in the academic and activist fields that a legislative body with such a high percentage of minority presence would produce incredible policy gains for that group (i.e. African American Detroiters). Instead, the council passed no Black racial policy. In a city where there were ostensibly no barriers for passing racial policy -- there were no subsequent policy gains. Though running contrary to existing scholarship, Detroit is not an anomaly; it is an indicator of the larger trend.

The aim of this research is to understand local service delivery in Thailand's post-2006 national political crisis. The researcher collected qualitative data in four municipalities in Khon Kaen Province. The analytical framework covered five moderating variables: political institutions, civic engagement, political leadership, governance, and political economy. The results were mixed. Local service delivery suffered from weakening electoral mechanisms, suspended local autonomy, weakened civic participation and policy networks, insecure local administrators, worsened central-local trust, and the detrimental effect on local economies. Using a mixed methods approach and expanding on the literature on immigrants' transnational civic engagement, this research explores the paths and barriers to Mexican immigrant civic, economic, political, and social engagement in both immigrants' communities of origin in Mexico and communities of residence in Oregon, a relatively new destination for Mexican immigrants. The majority of the adult Mexican population only arrived to the state of Oregon over the last 15 years. This mixed-method study is focused on the values, beliefs, and attitudes of Jordanian elites towards liberalization, democratization and development. The study aims to describe elites' political culture and centers of influence, as well as Jordan's viability of achieving higher developmental levels. Survey results are presented. The study argues that the Jordanian regime remains congruent with elites' political culture and other patterns of authority within the elite strata. However, until this "cautious liberal" political culture of Jordanian elites changes, a transitional movement cannot arise that would lead Jordan towards greater liberalism, constitutionalism and development. The objectives of this study are to investigate the impact of Enterprise Zones (EZs) on the employment of zone residents in 14 states and 60 communities. The author's investigation constitutes the "first" national study to evaluate the employment impacts on zone residents.

The results show that the impact of EZs on decreasing the unemployment rates of zone residents is significant. Also, the interventionist factors of length of time since designation, type of incentives, and number of incentives are all significant indicators of different performances between zones. This study addresses the determinants of women's economic activity in three low income communities in Amman, the capital of Jordan. These communities represent what is typically referred to as "pockets of urban poverty." Besides addressing the demographic and socio-economic variables, the study identifies and includes cultural variables in a model of female labor force participation. This dissertation studies Oregon primary care physicians' attitudes toward health care reform. Two models of reform are examined: one, health care rationing such as that proposed by the Oregon Health Plan (OHP); and, two, support for national health insurance (NHI).

This work examines the necessity for changing the present health care system, traced from the early origins of the medical profession to the present day health care "crisis." The purpose of this study is to understand the non home-based travel behavior of urban market traders in Onitsha, Nigeria, where 58-70% of the labor force is engaged in trading.

Relevant trip-inducing variables--gender, location, a means of personal transportation, size of stall and, type of good sold--were selected to assist in theorizing about the travel behavior of traders. Using a systematic sampling methodology, 246 stalls were selected and the MLR model was applied in data analyses.

This dissertation is an historical case study of a highly publicized investigation of vice and official corruption which took place in Portland, Oregon from 1954 to 1958. Three major relevant areas of social science literature are reviewed. These are: historical material on American reform and corruption, criminology and political science. This literature suggests both the ubiquity and usefulness of vice and corruption in the urban situation.

A set of propositions regarding vice, corruption and reform was developed from these works. These propositions were then examined in terms of the vice probe and political situation in Portland, Oregon.
