Cost/Benefit Analysis Of The Douglas County Drug Court, R. K. Piper, Cassia Spohn

The primary purpose of this cost-benefit evaluation of the Douglas County Drug Court (DCDC) is to provide administrators and policy-makers with critical information for future policy and funding decisions. This study expands and refines previous DCDC cost-benefit analyses through an investigation of drug court program investment, outcome and societal-impact costs and savings.

This study employs a Transaction Cost model that examines complex, multi-agency events and costs for participants in drug court and non-drug court comparison groups. A “cost-to-taxpayer” approach is used that includes any criminal justice related costs (or avoided costs) generated by drug court or non-drug court comparison group …

The purpose of this report is to describe the characteristics of all offenders (N = 255) who were bound over to Douglas County District Court in 2001 and who were subsequently diverted to the Douglas County Drug Court. We present descriptive data on the characteristics of the drug court participants, focusing on their background characteristics and prior criminal record and on their case characteristics. We also present descriptive data on recidivism for drug court participants and for traditionally adjudicated offenders and compare the recidivism rates of these two groups of offenders, controlling for other predictors of the likelihood of recidivism.

The purpose of this report is describe the offender and case characteristics and the outcomes of all felony cases (N = 2,663) bound over for trial in Douglas County (Nebraska) District Court in 2001.1 We present descriptive data on these cases, focusing on defendants’ background characteristics and prior criminal record, the nature and seriousness of the charges for which the defendant was bound over to District Court, the disposition of the case, and case processing time. The Effects Of Ballot Position On Election Outcomes, Jonathan G.S. Koppell, Jennifer A. Steen

This article presents evidence of name-order effects in balloting from a study of the 1998 Democratic primary in New York City, in which the order of candidates' names was rotated by precinct. In 71 of 79 individual nominating contests, candidates received a greater proportion of the vote when listed first than when listed in any other position. In seven of those 71 contests, the advantage to first position exceeded the winner's margin of victory, suggesting that ballot position would have determined the election outcomes if one candidate had held the top spot in all precincts.

Nursing Leadership Characteristics: Effect On Nursing Job Satisfactio, Sandra Swearingen

The purpose of this research is to determine the degree to which a positive experience with nursing leadership increases nurse's job satisfaction. The different values and norms of the generational cohorts result in each cohort perceiving leadership characteristics differently. Factors such as length of exposure to leadership, location, shift worked, clinical versus non-clinical positions and the presence or absence of Servant-Leadership, all have the potential to impact nursing satisfaction. Nursing satisfaction, or dissatisfaction impacts retention, further modifying nursing leadership practices. Conflict, Cohort, Servant-Leadership, and Self-Discrepancy theories were utilized to identify the relationships of generations to each other and to the …

As cyber attacks become more sophisticated, the risk to all networked computer systems increases. Whether public or private, whether federal, state, or local, the threat is equally real. Consequently, local governments must respond accordingly to understand the threats, take measures to protect themselves, and determine how to respond in the event of a system breach. Improving Comprehension Of Capital Sentencing Instructions: A Bias Reduction Approach, Charles W. Otto

Previous research has demonstrated that judicial instructions on the law are not well understood by jurors tasked with applying the law to the facts of a case. The past research has also shown that jurors are often confused by the instructions used in the sentencing phase of a capital trial. Social scientists have used two different methods to improve juror understanding of legal instructions, psycholinguistic rewrites and bias-reduction techniques. There has been considerable emphasis on planning for this through the National Development Plan, the National Spatial Strategy, development guidelines and other measures. Demographics, size of local government, supply and age of infrastructure, financial position of the government, and the local economy represent a few of the factors affecting what public goods and services citizens prefer. In this paper, I study the Turkish political elite in terms of their social background and the legislative behavior. The study examines occupational, educational, and local birth connection status of the members of the 21 st term Turkish Grand National Assembly (TGNA) serving between 1999 and 2002. The study compares the parliamentary elites across the ideological inclinations and the demographical divisions of their constituencies. In terms of legislative behavior, I use questioning behaviors as a behavioral indicator for the 21st term TGNA members. I obtained the data from the Grand National Assembly official website.
