In today’s world, the news we watch often does more than inform us; it can shape how secure or insecure we feel about our future. In this paper, I examine the extent to which an individual’s consumption of particular Spanish-speaking TV news channels contribute to their sense of financial vulnerability. Using an original data set of responses to the questions in the American National Election Studies (ANES), I find a moderately strong relationship between the television news channel Aquí y Ahora, and the degree to which they are worried about their financial situation. The US Army War College Quarterly: Parameters

The threat posed by the Democratic People’s Republic of Korea is a neglected and under prioritized problem across the US government, requiring a dramatic change of approach. Most proposals for Goldwater-Nichols reform focus on geography, either increasing or decreasing the number of geographic commands. Based on our personal experience as Joint military planners at strategic-level headquarters, we argue that the change needs to go further, focusing on global national security problems instead of geography. This article’s analysis and conclusions will provoke conversation across the national security enterprise about how the United States competes with multiple global threats.

Academic military historians, government institutions, and defense practitioners have unique purposes for advancing the study of war that influence the way they consume and produce history. Although there is substantial scholarship covering how the discipline of military history has changed since the late nineteenth century, the literature surrounding why it changes and how it is used is less plentiful. Using primary and secondary sources to contextualize debates between historians, this study traces major developments in military historiography, considers the US Army’s relationship with its history, and explores potential connections between a history’s purpose and its use for military professionals.

The care economy includes “the paid and unpaid labor and services that support caregiving in all its forms.” This work includes caring for children, the elderly, and those who are ill or have disabilities. Care work is often undervalued, underpaid, and without a fair system of work benefits in place (e.g. contracts, paid leave, workers’ rights) that in many cases falls disproportionately on women and communities of color. In this policy brief, we examine the care economy in Nevada by focusing on three areas of care: (1) child care; (2) elder care; and (3) mental and behavioral health care. In …

National policymakers increasingly recognize the care economy as an essential economic driver, contributing $648 billion annually to the U.S. economy and supporting 3.6 million jobs. The care economy is also critical in driving economic development and prosperity in Southern Nevada. Yet, as this Tripp Umbach analysis finds, Southern Nevada’s care economy dramatically underperforms compared to national benchmarks and peer regions. High caregiving costs and limited access to care for children, seniors, and individuals with disabilities in Southern Nevada strain families, businesses, and public resources. Cooperative Extension can make a significant impact on health in the United States through effective community engagement that focuses on the complex socio-ecological factors that impact health. The Stakeholder Engagement in Question Development Method (SEED Method) employs community based participatory research principles to engage communities in research, problem-solving, and action planning. Projects employing the SEED Method engage community members from diverse backgrounds, create community capacity, result in tangible outcomes, and foment inter-organizational trust and networking. A SEED Toolkit is available on the Extension Foundation Campus site and provides implementation instructions, tools and timelines, and potential applications within Extension.

Though political science undergraduate courses reflect a rich theoretical tradition, they typically lack opportunities for students to express intangible concepts through the interpretation of creative works, a standard exercise of critical analysis. Educators can address this dearth in many ways, such as through utilization of popular culture texts. We employ the television series The West Wing to ground debates in American politics, specifically American foreign policy. Although this show has been on air since 2006, Netflix and Amazon have recently released the entire series for streaming, significantly reducing the hassle and monetary cost of using this source in the classroom. …

Euphemism In Ai Discourse As Colonial Harm & Effect: Learnings From Subaltern Puerto Rico, Jacqueline Oquendo

Through three integrated studies, this dissertation explores complex human-AI interactions by comparing the perceptions of two groups of U.S. citizens: subaltern Puerto Ricans and stateside Americans’ interactions with ChatGPT. This corpus-assisted Critical Discourse Analysis or CLCDA, triangulated with 1:1 semi-structured interviews, validates scholars’ concerns about the biases inherent in generative AI. Contributing to those concerns, this dissertation reveals that ChatGPT deploys discourse strategies that, when executed, facilitate digital colonialism. Euphemistic language is prominent among its discourse strategies, replacing controversial words, phrases, and topics with more palatable ones. When prompted on events of historical significance, I find that ChatGPT’s discourse obscures …

Contextualized Transitional Justice Policy Development In Uganda: Differentiating Between Normativity Types In Evidence-Based Problem Analysis, Saghar Shahidi Birjandian

Genocide Studies and Prevention: An International Journal

This article discusses the fundamental impact of normativity on producing evidence-based guidance for context-sensitive transitional justice policy. It draws on lessons learned from Uganda’s complex transitional justice context and extensive fieldwork to demonstrate the necessity and the means to differentiate between belief-based normativity and evidence-based normativity in conducting problem analysis as a crucial site that determines the integrity of evidence-based guidance. It also establishes that evidence-based normativity guiding problem analysis must include empirical evidence of societal dynamics and views of affected communities or there is a significantly higher risk of belief-based normativity decontextualizing strategy development. Facing the great scale of societal challenges, philanthropic organizations are increasingly calling for systems change. Evaluating systems change requires innovative approaches that respond to the complexities of such change in ways that support equity and multiracial democracy rather than undermining them.

A key concern in evaluating systems change is how to do so rigorously. Rigor has traditionally been equated with evaluative criteria such as independence and objectivity, and experimental methods and evidence hierarchies which sit uncomfortably with both complexity and equity. Yet when taking an alternative approach, many philanthropic organizations fear that without these standards, there are no standards at …

Power-shifting approaches are increasingly being recognized as practical solutions funders can employ to amplify the voice and agency of grant partners and communities, especially those historically under-resourced and marginalized.

Informed by a literature review and interviews with funders, grant partners, and thought leaders, this article describes four common practices for shifting power to advance equity: embed a racial equity lens into the process to shift power; demonstrate a genuine commitment to communities; give grant partners the power to define success; and embrace an internal systems change orientation.

The cornerstone of the approach is a set of grantmaking practices, such as multiyear unrestricted funding and streamlined paperwork, that support nonprofit self-determination toward achieving impact goals.
