Despite limited legal victories—particularly in the realm of companion animal protections—the animal rights movement has failed to make substantial progress in other focal areas, including the acquisition of increased rights for food animals on factory farms. The public image of the movement has taken a hit in recent years, due in part to effective campaigning by opposing lobbies and corporate entities and in part to self-inflicted damage from failed messaging and tactics. Lobbying reform in California’s capital presents a complex policy problem for good government advocates and policymakers. Lobbyists have a large influence on political and policy matters in the state legislature and executive branch. Reform proponents naturally see the oversized influence of lobbyists as a problem. However, how big of a problem is lobbying? Further, what efforts underway now address lobbying? Lobbyists are defined in California law with a monetary and time limit requirement. Partisanship And Opportunities For Additional Bipartisanship In Tech Immigration And Privacy Reform, Arielle E. Segal

This paper explores the history of technology and government by analyzing the longstanding partisan advantage Democrats have had in the Silicon Valley and other tech hubs. Additionally, this paper seeks out opportunities for bipartisanship, specifically in the legislative realms of tech privacy and immigration reform. Constituencies, committee assignments, fundraising and other environmental factors can help determine a politician's level of interest in tech issues. Specifically, upon analyzing these factors, bipartisanship appears to be more likely in privacy reform than in immigration reform.

On December 17, 2013, the U.S. Census Bureau released five‐year American Community Survey (ACS) estimates for the combined years of 2008 through 2012, making available social, economic, housing and demographic statistics for Nebraska’s Legislative Districts. Also available are estimates for every community and county in Nebraska and the nation.

The charts and tables in this report are based on the Legislative District boundaries for the 103rd Legislature that were approved by the Legislature in 2011 and were based on data from the 2010 Census. Comparatively, the lawmaking process in presidential systems is often comprised of negotiations between a legislative body, tasked with authoring and legislating laws, and an executive, who must authorize and administer the enactment of the law. While executives are often empowered with certain constitutional powers to help influence the lawmaking process, these powers are typically constrained and supervisory in nature. Presidents are rarely given broad-and-discretionary legislative powers, since lawmaking is ultimately the responsibility of the legislative body; however, this does not hold true for the case of Brazil. The purpose of this study was to explore the specific reasons why households in Kitere village, Kenya experience persistent food insecurity every year while the region enjoys the advantage of two planting/harvest seasons in a year. Kitere village lies within the lakeside region of Nyanza Province in Kenya, generally considered to be one of the more agriculturally productive parts of the country. The Participatory Rural Appraisal method was employed to gather qualitative data on the causes of food insecurity in Kitere village. This report presents the results of the 2013 Taking Charge initiative sponsored by the City of Lincoln. This was the sixth year of Taking Charge activities, and included an online survey and a half-day, face-to-face, Community Conversation. Unlike previous Taking Charge activities, which focused narrowly on the immediate concerns of an impending budget proposal (e.g. which specific programs should be funded or discontinued to maintain a balanced budget), this year’s efforts focused more broadly on strategic planning for the City’s future budget policy priorities.

The Edward J. Collins, Jr. Center for Public Management at the University of Massachusetts Boston was hired by the Town of Carver to perform an independent assessment of the Buildings Study Committee’s proposals for the construction/renovation of three new public facilities including a fire station, police station, and elementary school. Specifically, the team from the Center was asked to review: 1) the selected and considered sites for the facilities; and, 2) the funding plan recommended by the Buildings Study Committee.

In February 2013 the Neighborhood Center closed. The Neighborhood Center provided a range of programs and services to neighborhood associations in the Omaha area. The United Neighborhood Alliances of Omaha (UNAO) identified a needs assessment as a necessary next step in planning what will take its place. The needs assessment was envisioned to assist the alliances in moving forward by helping to identify strategies that make the best use of Neighborhood Scan and other existing resources and offer the best response to neighborhood conditions.

This final report documents the major findings of the evaluation of the Methamphetamine and Suicide Prevention Initiative (MSPI Year 4), also referred to locally as the Soaring Over Methamphetamine and Suicide Program (SOMS), funded by the Indian Health Service (IHS), Division of Behavioral Health. The University of Nebraska at Omaha, Consortium for Organizational Research and Evaluation (CORE) contracted with the Nebraska Urban Indian Health Coalition (NUIHC) to provide technical assistance in completing this evaluation and the report.

In 2011, Mohawk Valley EDGE became the lead organization for the Mohawk Valley Regional Economic Development Council (MVREDC), one of the ten Regional Councils established in New York State. Public participation has been stressed as an essential function of all Regional Council processes. But throughout the 2012 Regional Council process, the MVREDC and EDGE had difficulty in soliciting feedback in implementing the regional strategic plan. This study examines how EDGE can foster more public engagement in local economic development.

Community-based organizations face significant challenges in identifying data needs, and assembling data resources for service provision, strategy design and advocacy. We develop principles by which CBOs can develop and share large datasets in order to formulate and solve decision problems that improve the well-being of localized, often marginalized or distressed communities. We illustrate these ideas using field research from Boston, MA.

In 1971, the New York Times released the first installment in a series later referred to as the Pentagon Papers that would eventually have significant political, social, and historical impacts that are felt even in the 21st Century. Following the first release, President Nixon’s administration sought an injunction against the publication of the remaining contents of the classified study, ultimately becoming an extensive legal process that culminated in the Supreme Court. Warwick Junction, a thriving trading hub in the inner city of Durban, has long been considered one of the best examples of collaborative urban management practices between the local government and informal traders. In a post-apartheid South Africa, there was a national desire to transform the old systems of governance, which in Warwick translated to city government institutions making an effort to include informal traders in the policymaking and management processes. Here’s a well-kept secret: The regional GRTC Transit System is among the most progressive organizations in Richmond. The nonprofit plays a major role in reducing pollution, easing traffic congestion and connecting people to jobs. Its reform-minded leadership is eager to play a larger role. Its unionized bus drivers, which included some of the first waves of black and female drivers, help hold it all together.
