Jenni LeCompte was deputy assistant secretary in charge of public affairs operations at the Treasury Department during the Global Financial Crisis and later became assistant secretary, public affairs. She coordinated communications, served as a spokesperson, and advised Secretary Timothy Geithner during the crisis. This “Lessons Learned” is based on an interview with Ms. LeCompte.

This work provides historical and contemporary overviews of this critical geopolitical problem, describes the policy actors addressing this in the U.S. and selected other countries, and provides maps and information on many undersea cable work routes. These cables are chokepoints with one dictionary defining chokepoints as “a strategic narrow route providing passage through or to another region."

Legislators’ Perceptions Of Public University Student Lobbying Efforts On Public Higher Education Legislation: A Case Study, James J. Krotz, Lisa M. Rubin

College students have a legitimate interest in many policy issues that affect their campuses, but are they effective in lobbying their state representatives for their interests? Elected members of the Kansas state legislature were surveyed to determine if student lobbyists were effective in influencing legislator’s decision-making on matters of public higher education policy in Kansas. Interest group theory was utilized as a lens to view results of legislator perceptions. Findings suggested that 70% of legislator participants never altered their view on an issue after meeting with a college student lobbyist. People with disabilities face daily physical challenges posed by inaccessible buildings and unsafe sidewalks or public parks. These barriers prevent millions of people from enjoying resources provided by municipalities across the countries, such as public parks, libraries, and community centers. The Americans with Disabilities Act (ADA) of 1990, later amended in 2008, was designed to guide municipalities in the removal of those barriers to offer a more inclusive living environment for people with disabilities. The Nebraska Business Development Center partnered with the Center for Public Affairs Research at the University of Nebraska at Omaha to advance knowledge on entrepreneurship in the State of Nebraska. This study identifies the context, setting, players and behaviors of the entrepreneurship ecosystem. It also provides evidence of the challenges they experience and develops a series of “calls to action” to increase the pace of entrepreneurship development in Nebraska.

West Central Initiative, a mostly rural community foundation and regional development organization in Minnesota, integrated the United Nations 17 Sustainable Development Goals into its strategic plan in 2019. This article explores how aligning the U.N. goals with the foundation’s “nested strategy” of local, regional, and global goals has aligned and energized the disparate functions of the organization.

This article describes the strategic planning process that led to adoption of the goals, articulates how they have helped evolve the interplay of economic development and philanthropy, and identifies lessons learned from the first two years of working with the goals.

Drawing on case studies in Canada, this article analyzes the critical role that community indicators can play in philanthropy’s ability to localize the United Nations 2030 Agenda for Sustainable Development and the associated Sustainable Development Goals to address complex societal and environmental challenges.

Measurement is an integral component of Agenda 2030, and communities are increasingly using indicators to align their plans, inform granting decisions, and track equity and sustainability outcomes. This article outlines how strategic philanthropy can align its mission with the United Nations 2030 Agenda for Sustainable Development by describing the experience of the most important foundation of banking origin in Italy. Fondazione Compagnia di San Paolo marked a milestone in 2020 in aligning with the Agenda, applying the Sustainable Development Goals as a rigorous, internationally shared methodological framework and restructuring its operations to focus on three programmatic efforts — Planet, People, and Culture — aligned with those goals.

The United Nations 2030 Agenda creates an opportunity for philanthropic foundations to become more collaborative and transformative in their work toward global goals. Thus, since 2016, the extent to which foundations adopt the Sustainable Development Goals framework in their functioning has become a topic of interest. Although survey- and case-based research shows increased rates of self-reported adoption and several tools are available to help foundations to act toward the goals, there is a lack of systematic evidence about the purposes of and processes for adopting the goals among foundations.

Gene editing technology has been one of the breakthrough technologies for life science research. With the application in biomedical research, healthcare, food and agriculture field, related ethical issues are also concerned. This study summarized the research and application progress of gene editing technology involving ethical issues in recent years. Based on sorting out the international discussions, attitudes, and explorations about gene editing ethics issues, after analyzing the current status, discussions, and measures of applications of gene editing technology on human beings in China, we propose five suggestions about the ethical governance system construction of gene editing technology for China.

The US Army War College Quarterly: Parameters

The June 2020 clash between the People’s Republic of China and India in the disputed Ladakh border area resulted from the strategic expansions of both powers. Like two bubbles expanding in a contained space, these expansions were bound to collide and cause friction. This article explains how the expansions precipitated the incident and might exacerbate border disputes in the future. In pondering implications, it recommends Washington pursue a Eurasia-focused policy embracing the disputed region.
